A development team led by construction company Hensel Phelps offered to pay $6.5 million to the city for the 3.8-acre development site near I-95.

The Deerfield Beach City Commission on Thursday approved the purchase price and other terms of the sale, including a $7.5 million contribution from the developers to the city for public improvements near the project site.

The commission also approved the language for a referendum on the sale, scheduled for March 14 in conjunction with a regular municipal election.

Under the city charter, Deerfield Beach needs the approval of 51 percent of eligible voters to sell any city-owned property for more than $750,000.

The development site at 1045 Southwest 11th Way became available this year after the city commission on Feb. 15 refused to extend a lease on the property for the eighth time. Florida Atlantic Research and Development Authority had leased the property since 2003, but failed to develop it.

In September, the city issued a formal “invitation to negotiate” for the acquisition and development of the site near the interchange of Southwest 10th Street and I-95.

Six development companies responded to the invitation to negotiate, and a committee of city officials gave its top ranking to a proposal by MBA Development Partners of Florida LLC. The second, third and fourth-ranked bids were submitted, respectively, by Falcone Group LLC, JBL Development, and Related Urban Development LLC.

MBA Development Partners is a joint venture between MBA Development LLC, led by Miami-based Robert Sherman, and a partnership of Hensel Phelps and Boca Raton-based Capital Group P3 Developments, led by Mario Caprini.

Greeley, Colo.-based Hensel Phelps is the primary investor in the development, said Ken Krasnow, a vice chairman of brokerage firm Colliers International, which has helped Deerfield Beach find a developer to buy and build on the city-owned land.

“They [Hensel Phelps] are one of the largest construction companies in the world, and they are the majority equity stakeholder in this project,” Krasnow told the city commission at its meeting Thursday night.

The planned mixed-use development would cluster an eight-story, 120-unit rental apartment building with a seven-story, 60,000-square-foot office building and a four-story, Marriott-branded hotel with 105 rooms. The development also would include two single-story buildings: a 20,000-square-foot event space and a 7,000- square-foot space for stores and restaurants.

Efforts to pre-lease space have attracted an unidentified health care company that may anchor the office building, Krasnow told the commission. He first told the commission about the prospective office tenant earlier this month.

The prospect is “a brand-name, institutional-quality tenant,” Krasnow told commissioners at their Dec. 5 meeting. “It’s a name that would be a calling card for Deerfield Beach.”

Krasnow also said at that meeting that eligibility to rent apartments in the mixed-use development would be restricted to people who collect 60 percent to 140 percent of area median income, or an approximate range of $42,000 to $100,000.

List, in order of importance, the three most important issues in your community and explain what you have done or would do about each.

Speaking to residents across my district I found three main concerns that citizens care about, congestion, maintaining parks and beaches and the delays repairing city bridges. City planning can not put residents at a disadvantage. Lovely parks are built and then abandoned while neighbors ask for restoration and maintenance to enhance aesthetic and community use. A sad example of this is Deerfield Island Park. Once the crown jewel of our city parks system, today, the island is virtually abandoned and a danger for the few that venture to visit this ecological treasure within our city limits. Non functioning bridges found at SE 13th Ave. and 7th Street and SE 15th Ave. equally causes neighborhood eyesores adding time for first responders accessibility and residents commuting to home. Parents and residents want schools and neighborhoods that are accessible, clean, safe and convenient.

How serious a problem in your community is overdevelopment, and would you support or oppose specific growth limits, such as requiring a supermajority vote for land use amendments? Why or why not?

The congestion on our roads no longer support growth limits. Parents, and residents want schools, neighborhoods and businesses that are accessible and convenient. To ensure that people’s will are always respected, I will never favor uncontrolled growth. Any change to the city master plan must only be approved through a plebiscite of the voters and must require supermajority approval.

What is the most overlooked issue in your community and what would you do about it?

In a time when views have divided many I believe in keeping our community united will best represent all the great ways residents enjoy all that Deerfield Beach offers.

Voter participation in March municipal elections is historically very low. What should be done to improve voter turnout?

The responsibility to get voters to show up and vote is the responsibility of the candidate. If you can’t corral your constituents to vote chance are you will not conduct the business of managing residents affairs differently. The overall disconnect is lack of communication The people are disenfranchised because the only time the incumbents remember the voters is only when there is an election. The people in my district will always know they have my ear. I will be their advocate.

What factor most distinguishes you from your opponent(s) and why?

The status quo is not acceptable. I have four decades of running small businesses that will bring solutions to their problems. Four decades has taught me how to execute to deliver cost effective and timely solutions. The job of city officials is to always be a good steward of the taxpayers purse, listen to residents and complete projects timely.

FORT LAUDERDALE, Fla. – Relentless rain and whipping wind hit Broward County Wednesday, eroding beaches and dampening streets — and some tourists’ visits to South Florida.

In Deerfield Beach, Mother Nature took back some of the gains made by a beach nourishment project.

The city’s coastal manager estimates Deerfield Beach has lost 25% of the sand placed since Friday because of the storms.

Fort Lauderdale saw localized street flooding into Wednesday evening.

Ignoring advice, some drivers tried to go through the flood waters, with some ending up disabled.

Fort Lauderdale were on the lookout for disabled vehicles throughout the day.

Meanwhile, over at Quarterdeck off Las Olas, manager David Montelione served up beverages for the few tourists who braved the rain to grab a bite inside.

“A lot of our seating is outdoors and we are not seating outdoors at all because of the weather the last three days,” Montelione said.

John Ives and 9-year-old twins Aria and Aubrey Gelb were visiting from Ohio and Maryland, respectively.

“We were hoping for the sunshine,” Ives said.

Instead, they got a lot of gray and a lot of rain.

“We wanted to go to the beach, but it is raining, of course,” Aria Gelb said.

But there was optimism.

“It is not too bad right now so hopefully it stops raining,” Aubrey Gelb said.

Other parts of Broward were affected as well.

Miramar, Hollywood and Dania Beach also saw localized flooding.

Cars were seen going through flood waters on Fillmore Street in Hollywood.

Deerfield Beach officials will discuss selling a 3.75-acre site to a developer for a mixed-use project with an estimated $178 million construction cost.

The City Commission will consider the sale of 1045 S.W. 11th Way to MBA Development Partners of Florida LLC, managed by Tony Acquaviva of Boca Raton-based U.S. Mortgage, on Dec. 6. The deal would require 51% approval from city voters through a referendum, which would be held March 14.

Located at the southeast corner of Interstate 95 and the Southwest 10th Street exit, the vacant property was once leased by the city to the Florida Atlantic Research and Development Authority. However, that lease expired with no development taking place, and city officials elected to issue an Invitation to Negotiate process to find a developer for the land. Colliers was hired to market the property.

The proposal from MBA Development Partners of Florida received the highest score among four bidders.

The developer proposed a mixed-use project featuring 60,000 square feet of medical and office space, 120 units of workforce housing, a 104-room hotel, 12,000 square feet of convention and entertainment space, 7,000 square feet of retail and restaurant space, and about 1,130 parking spaces. The tallest building would be eight stories. There would be a public green roof and other public park space worth about $7.5 million, according to the application.

The developer pledged to work with local and minority-owned businesses to build the project, which it estimated would create 77 jobs upon completion. The project would generate $42 million in taxes for the city over 30 years, according to the application.

As for the financial terms of the deal, MBA Development would pay the city $6.5 million for the land, either up front in cash or over time through a land lease. Final terms of the deal must be negotiated with city staff before the item goes on the ballot.

In the application, the developer lists its partners as Cory Olson of CG HP Development and Robert Sherman of MBA Development Group. The project was designed by Gallo Herbert Architects in Deerfield Beach. Pompano Beach-based Keith is the lead planning firm. The application listed CBRE as the leasing broker for the office and medical space, and Champ Hospitality as the hotel operator.

Many cities across South Florida have been selling underutilized properties to spur development, which creates jobs and generates taxes.

Cove Brewery will make history as first in Deerfield Beach

Deerfield Beach – Two local, well-known names in the food and beverage industry are collaborating to bring this city its first brewery.

The Cove Brewery, first announced three years ago, is poised to open sometime in May. One of the owners, brewmaster Corey Wilson, most recently from Crazy Mike’s in Boca Raton, a brewery/music venue, has spent 15 years in the craft beer business. On the brewery’s website he talks about creating “new IPA’s” that describe the lifestyle here: Heat Wave, Tan Man, and Tide & Seek as well as “the simple joy of a real lager.”

It will all be served in a taproom reminiscent of old Florida and outdoors on a spacious patio.

Providing food for the brewery will be Won-Toms at The Cove, a new creation of Troy Ganter, owner of Papa’s Raw Bar in Lighthouse Point. Ganter is opening Won-Toms as an Eat Drink Be Local Family Brand, which includes the Raw Bar “campus” – Papa Fresh Market and the Barrel Room venue.

The menu for The Cove Brewery is being advertised as “Asian inspired dim sum and seafood.”

At the Brewery, Won-Toms will not have its own seating area, but will service the 7,000 square foot drinking hall. It will also have a takeout window and offer up a Dim Sum and Then Sum menu of tacos, General Tso’s Chicken, Panko Shrimp, drunken Thai noodles and other items.

The redesigned 24,000 square foot building, most recently warehouse space, is being developed by Whelchel Partners in Boca Raton.

Company Vice President Jay Whelchel said, “We are excited to be in Deerfield Beach. We grew up as beach kids. Deerfield’s vibe really speaks to us.”

The project was delayed by the pandemic and conditions that preceded it, Whelchel said. Now, he is awaiting the certificate of occupancy for the building, a requirement before he can get a state license to brew beer. That brewing process takes about 30 days, he said, adding it will likely be May before Wilson’s craft beer offerings will be on tap.

Whelchel is also excited about his brewery partners. Wilson, he said, “has great recipes” for his products and is “the right fit in the right place.

As for Ganter’s Won-Toms menu, Whelchel has been privy to some tastings and they have been, in his words, “phenomenal.”

Other retail stores such as a coffee shop and lifestyle businesses – bike and surf shops, fitness centers – are being sought. Michael Talbott, in sales at Whelchel, said there has been “tons of interest” from prospective tenants, but no signed contracts yet.

The architect on the project is Steven Cohen & Associates.

The Cove Shopping Center location is on Hillsboro Boulevard along the Intracoastal. It features a dozen other eating establishments serving ethnic foods ranging from Mexican to Italian to Irish to French to Thai to American pizza and seafood as well as retail shops, services and medical offices.
