“We began working with the City of Homestead almost four years ago to significantly expand and redesign Losner Park,” says Sasaki principal Alan Ward. “We designed a distinctly South Florida landscape that appeals to all–especially families.”
The City of Homestead is a gateway to the Everglades and Biscayne National Parks. Losner Park aspires to be a destination in Homestead that will help draw residents and visitors downtown, introduce them to the region, and at the same time, encourage spending inï¿½ downtown businesses. The park was funded entirely through impact fees and grants. Investment in the park is expected to help revitalize the downtown and spur new economic investment.ï¿½
After developing the park plan, Sasaki brought in Florida landscape architect Raymond Jungles to collaborate on the planting design. The park's planting design uses an abundance of native and regionally beneficial plants from local nurseries. In total, more than 150 different plant species were installed within the park. Florida voters could offer significant property tax exemptions to Florida’s teachers, firefighters, active-duty members of the U.S. military, and other specified professions, amid a relatively hostile housing market.
But a well-meaning tax exemption may bring about other complications, such as a loss of local government tax revenue, according to a tax watchdog group. What may seem like a simple ballot initiative could mean many layers, leaving Floridians stumped on whether to support the measure or not.
Voters will go to the poll Nov. 8 on Constitutional Amendment No. 3 — the homestead property tax exemption — though early voting and mail-in ballots have already launched.
Amendment 3 is the result of a House joint resolution passed by the Florida Legislature in 2022. At least 60 percent of voters would have to approve the measure to prevail.
The Amendment states:
“Proposing an amendment to the State Constitution to authorize the Legislature, by general law, to grant an additional homestead tax exemption for nonschool levies of up to $50,000 of the assessed value of homestead property owned by classroom teachers, law enforcement officers, correctional officers, firefighters, emergency medical technicians, paramedics, child welfare services professionals, active duty members of the United States Armed Forces, and Florida National Guard members. This amendment shall take effect January 1, 2023.”
According to a legislative staff analysis, Florida homeowners already have a homestead exemption of up to $25,000 dollars. And there’s an additional exemption, also up to $25,000, which “applies to the property’s value between $50,000 and $75,000,” according to the analysis.
The League of Women Voters of Florida opposes the measure because it believes the Florida Constitution is not the place to determine tax policies.
“This proposal may have merit but the League has a longstanding position that ‘no tax sources or revenue should be specified, limited, exempted, or prohibited in the Constitution,’ according to the organization’s website.
The website also notes that approval of the amendment could lead to a loss of revenue for local governments.
The staff analysis, which ushered in Amendment 3 to be on the ballot, reports that starting in the 2023-24 fiscal year, the tax exemption would “reduce local property tax revenue for all levies other than school district levies by $85.9 million.”
The Florida Education Association — the statewide teacher union whose clientele is composed of Florida educators — is not taking a position on Amendment 3 one way or another.
Florida TaxWatch, described as a nonpartisan, nonprofit taxpayer research institute and government watchdog, reiterates that the group supports the amendment, saying “the benefits of Amendment 3 far outweigh the negative consequences of a tax shift.”
According to TaxWatch’s 2022 voter guide: “A tax shift is not a tax cut and, although that segment of the ‘Specified Critical Public Services Workforce’ who are fortunate enough to own their own homes will benefit, the burden of additional taxes will be borne by everybody else, with higher taxes on lower-income homeowners and small businesses, and increased rents for renters (including those members of the “Specified Critical Public Services Workforce” who rent their homes).”
That said, TaxWatch also notes that property tax revenue help fund government services, and if the revenue falls, “cities, counties, and special districts may experience difficulty maintaining important government services, such as law enforcement, fire departments, etc., without raising other taxes to make up the reduction.”
Some of the professions already have some property tax exemptions, depending on their situation, with many going to disabled veterans, according to the legislative analysis.
First responders who have a permanent service-related disability are entitled to a “complete exemption for the property.” Same for veterans who use wheelchairs due to a service-connected disability.
For veterans who are “disabled to a degree of 10 percent or more by misfortune or during wartime service” can get an exemption for any property up to $5,000.
Counties and municipalities may grant additional homestead tax exemptions towards Floridians aged 65 or older whose household income equals $20,000 or lower.

Century Homebuilders has proposed a pair of for-sale communities in southern Miami-Dade County as the Coral Gables-based developer increasingly focuses on the southern end of the county.
The City Commission of Florida City will consider the rezoning application by Century Park Villas East LLC, led by Century Homebuilders CEO Sergio Pino, on Nov. 22. It wants to rezone the 8.5-acre property from “commercial” to “medium density residential” to permit 116 townhouses.
The vacant property is on the east side of U.S. 1, just south of the Florida Keys Outlet Marketplace at 250 E. Palm Drive. The developer purchased it for $5.5 million in 2021.
The site plan by Doral-based Pascual Perez Kiliddjian Starr & Associates shows a small clubhouse, a pool and a dog park.
Pino said the Florida City townhouses would range from 1,600 to 2,000 square feet, with prices from $330,000 to $380,000. He anticipates launching sales in the first quarter of 2023 and delivering the first homes in mid 2024.
Meanwhile, Century Estates North LLC submitted a zoning application with Miami-Dade County officials for the 4.3-acre site at 11795 S.W. 232nd St. in Goulds Pino’s company purchased it for $2.12 million in August. He wants to rezone it from “agricultural” to “single-family” in order to build 37 single-family homes.
Pino said homes in Goulds would be priced from the mid $500,000s. They would range from 2,000 to 2,600 square feet. He anticipates delivering the first homes there toward the end of 2023.
One of the largest local homebuilders in Miami-Dade, Century Homebuilders started building more homes in the Homestead/Florida City area several years ago because it has larger tracts of land available and Pino found strong demand from buyers. Pino was selling about 40 homes a month there four months ago. Because rising interest rates have diminished demand from buyers, he’s now selling about 15 homes a month, but that’s still enough to move forward with more projects.
“I plan to have a very active presence down south,” Pino said. “There are still enough sales to keep going. Nothing is going to stop Miami.”

Cedrick Bailey, Chaminade-Madonna: The 6-foot-7 junior has no shortage of weapons, as Chaminade features perhaps the best overall receiving corps in the state. Still, Bailey is rapidly improving with his accuracy, his reads and his ability to distribute the ball to all the playmakers around him.
Taron Dickens, Miami Northwestern: During his senior season, Dickens became Miami-Dade County’s all-time career passing leader, with more than 10,000 yards. A natural leader, Dickens has thrown for more than 20 touchdowns and 2,000 yards.
AJ Hairston, Monarch (Coconut Creek): In a pass-happy offense, Hairston has amassed more than 3,000 passing yards. With such lofty numbers, the junior is worthy of being on the list.
Hezekiah Harris, St. Thomas Aquinas: The powerhouse St. Thomas program also has one of the best signal callers in the state. Harris is a threat with his legs and his arm. Talk about accuracy? Harris is completing 70 percent of his passes and has thrown for more than 2,100 yards.
Collin Hurst, Western: One of the most exciting players in Broward County, Hurst is the definition of a play maker. He can scramble and throw on the run as well as anyone, and the numbers don’t lie, as the senior threw for more than 2,100 yards and more than 2,100 yards.
Keyone Jenkins, Miami Central: About the only thing that slows down Central offense is the running clock. Because Central usually is up big, the starters aren’t on the field much in the second half. Still, Jenkins, the left-handed throwing senior, has been on target, throwing for more than 1,500 yards and 20 touchdowns, and he’s a threat to run. His leadership is a big reason Central is nationally ranked. Jenkins also recently committed to Auburn.
Alberto Mendoza, Columbus: The junior is a hard-nosed runner and passer as well as an intense competitor. As a leader on the powerhouse Columbus club, Mendoza has thrown for more than 2,000 yards and is closing in on 30 TD passes.
Blake Murphy, American-Heritage: Having two of the top playmakers in the country – running back Mark Fletcher and receiver Brandon Inniss -- at his disposal is certainly a plus. But still, Murphy deserves plenty of credit for American Heritage’s standout season. As a passer and a runner, the senior makes things happen. He’s thrown for more than 20 TDs and ran for five more.
Dylan Rizk, Cardinal Gibbons: The senior is one of the top RPO quarterbacks in South Florida, and his toughness and leadership is a big reason Gibbons lost just once in the regular season. Rizk has been a big factor in why Gibbons is in the playoffs.
Joshua Townsend, Homestead: The senior stepped up his game and emerged as one of the top passers in the county. Townsend averages more than 170 passing yards a game.
Ennio Yapoor, Norland: Just a sophomore, Yapoor is a combination of power-runner and standout passer. Listed at 6-1, 215-pound, Yapoor is comfortable passing or running over defensive backs. He’s thrown for more than 2,400 yards on the season, and led Norland to a second-round upset over Booker T. Washington.
