Anticipated Miami Beach development projects rejected by voters

Referendums that would have enabled the construction of a pair of 375-foot-tall oceanfront condos in North Beach and two office projects near Lincoln Road were rejected by Miami Beach voters on Tuesday.

All the Miami Beach referendums on the Nov. 8 ballot required more than 50 percent of the votes to pass.

Ballot Question 1, which asked voters to increase future development rights for large oceanfront properties between 6605 and 6757 Collins Ave., was rejected by 53.42% of Miami Beach voters. Had it passed, Related Cos. CEO Stephen Ross would have had the zoning he needed to build a 150-unit condominium tower and a neighboring 175-room hotel where what is left of the 65-year-old Deauville Resort now stands. Ross said his proposed “six-star hotel and luxury residence” would be designed by New York architect Frank Gehry.

Ross, who contributed more than $1 million to a political action committee supporting the density increase, announced in May that he bought the 3.8-acre Deauville Resort at 6701 Collins Ave. and a neighboring parking garage from Deauville Associates. It was later reported that Ross was contracted to purchase the Deauville, pending approval of the referendum, that's now in the process of being demolished.

The Related Companies declined to comment. A spokeswoman for the PAC supporting the density increase, Yes for a Safe and Strong Future, sent the following statement: “While we are disappointed with the outcome, we know North Beach deserves an economic engine, not an eyesore. We appreciate the tremendous support we received from thousands who backed a real vision for a better North Beach and still believe there is a brighter future ahead.”

Ballot Question 5, which asked voters to approve a 99-year lease agreement with a development team led by R. Donahue Peebles, was rejected by 53.98% of the Miami Beach electorate. Had it been approved, the Peebles team could have pursued plans to build a complex with 80,000 square feet of office, 9,500 square feet of retail, a 151-space parking garage and 46 apartments on a city-owned parking lot at 1664 Meridian Ave. In exchange, the Peebles team would pay a minimum of $145.7 million in rent to the city over the course of the lease.

Prior to the election results, Donahue Peebles III, executive VP of Peebles Development and R. Donahue Peebles’ son, told the Business Journal that the referendum’s rejection by voters would be “extraordinarily disappointing. Peebles said the project, which would have been called One NoLi Crossing, would have turned adjacent Lincoln Lane North into a “vibrant multimodal plaza.”

The rejection of Ballot Question 6 by 53.25% of Miami Beach voters means that Starwood Investment Group and Miami-based Integra Investments won't be able to construct two commercial buildings on a pair of city-owned parking lots at 1668 Lenox Ave. and 1080 Lincoln Lane North in exchange for the payment of at least $219.09 million to the city over the course of a 99-year lease. The buildings would have has a total of 130,000 square feet of office space, 25,000 square feet of retail and a 425-space parking garage.

Starwood, founded by billionaire Barry Sternlicht, and Integra, could not be reached for comment.

Last year, Miami Beach officials issued a request for proposals for developers interested in constructing Class A offices on city-owned parking lots. The goal was to spark more local traffic on Lincoln Road and further diversify South Beach’s economy by attracting more financial and tech companies, although such long-term leases had to be passed by a majority of Miami Beach voters.

Miami Beach city charter also requires a voter referendum for any increase in floor area ratio on publicly or privately owned land. FAR is used to calculate how large a building can be based on lot size, setbacks and other regulations. Ballot Quest 1 would have raised the FAR at 6605-6767 Collins Ave. for projects with more than 150 hotel rooms, on lots more than 150,000 square feet in size, which include a public recreational facility and/or beach access.

Believing they were economically beneficial to the city, Mayor Dan Gelber and most of the Miami Beach City Commission backed all three measures. Commissioner Kristen Rosen Gonzalez campaigned against the referendums, saying they were sweetheart deals for billionaires at the taxpayers’ expense.

The Miami Design Preservation League opposed granting a zoning increase for the Deauville property, as well. The influential historic preservation group felt that the property should be built under its current zoning and incorporate part of the Deauville Resort.

Not all questions related to development were rejected by the electorate. Miami Beach voters passed two ballot questions offering hikes in development rights south of Fifth Street.

Supported by 65.63% of voters, Ballot Question 7 will give enhanced development rights for property owners who convert their hotels or short-term rentals to residential use. The question is expected to mainly affect the Marriott Stanton South Beach at 161 Ocean Drive.

Ballot Question 8, passed by55.13% of voters, will provide development right hikes for office and residential developers in an overlay between First and Second streets, east of Washington Avenue. The developers would also be banned from including short-term rentals or hotel uses in their projects.

Last year, South Beach residents complained that short-term rentals and hotels were attracting rowdy partiers into their neighborhoods.

While brightly colored superheroes still dominate the comic book industry, there's been a long history of underground comics devoted to subtlety and shades of gray. That's the nook South Florida comic book publisher Radiator Comics aims to occupy.

"I'm drawn to sincere stories where you can see the fingerprints of the artists," founder Neil Brideau tells New Times from behind his table at last weekend's Small Press Fair in Dania Beach, where he's surrounded by a plethora of black-and-white comics and trade paperbacks. "I'm not just looking into marketing clever ideas. I'd rather find heartfelt stories with strong characters."

Radiator Comics' origin story begins in 2014 in Chicago. Brideau was working at Quimby's Bookstore, which he describes as an epicenter of minicomics and zines.

"I helped found the Chicago Zine Fest and Chicago Alternative Comics Expo. I really found a passion for promoting other people's stuff," he says. "I found the conversation in the small press community was that distribution was a big problem. I knew from working at the bookstore I could do distribution. So I started publishing titles that needed an extra boost."

His first idea was to approach shops that normally wouldn't sell comics.

"I had this one comic with a bike theme, Bikeman by Jon Chad, about an agrarian society run by bikes, so I started approaching bicycle shops," Brideau adds.

In 2017, Brideau moved to South Florida, taking Radiator Comics with him. "I was buying tables at boutique markets sitting next to clothing sellers, selling the comics where people weren't expecting them," he says.

In 2021, funded by a grant Brideau received after winning Oolites Arts' Ellies Award, Radiator Comics put out three issues of Spiny Orb Weaver. Each issue highlights a comic created by a different South Florida creator, like West Palm Beach's Miss Jaws or Miami's Jamila Rowser. The series' second issue spotlights work by Drew Lerman, a North Miami Beach-based artist. "I grew up on all the alternative comics New Times used to print, like Maakies by Tony Millionaire, The City by Derf, and This Modern World by Tom Tomorrow. I wish they still would," Lerman says, standing next to Brideau.

Lerman instead started publishing his strip, Snake Creek, on Instagram before self-publishing a bound collection of the comics. "It presents an alternative surreal version of Florida," Lerman explains. "It's about two friends. One is trying to write the great American novel, while the other gets involved with oil barons trying to dig for oil in the Everglades. It ends up being a conflict between oil barons and an anarchist collective."

Lerman met Brideau at the Small Press Fair five years ago. Soon after, Brideau began championing Lerman's work and is set to publish a second 176-page compilation of Snake Creek next year through Radiator under the title Escape from the Great American Novel.

According to Brideau, another Radiator-published work worth checking out is Dias de Consuelo, a 180-page book by Massachusetts-based artist Dave Ortega. "His grandmother was born during the Mexican Revolution, so it's the stories she told him mixed with fictional embellishments and interesting facts," Brideau explains.

He also points to the first comic Radiator published, Chronicles of Fortune by Chicago-based artist Coco Picard, which is a very different superhero story from what the big boys of comics Marvel and DC put out. "This is a superhero stricken by ennui," Brideau says. The work provides an alternative to a comic book landscape oversaturated by superheroes only stricken with violence.
