Voters in North Miami Beach headed to the polls Tuesday to decide on a new mayor, months after the former mayor was arrested and removed from office.

With all precincts reporting, Evan Piper was the apparent winner with about 57% of the vote compared to just under 43% for Paule Villard.

Piper, 59, is a lifelong North Miami Beach resident, president of the chamber of commerce, and a longtime member of the city's planning and zoning board.

"One of the biggest issues that North Miami Beach is facing as a city is there’s too much divisiveness in the city," Piper said. "I do want people to realize that they can have trust in government and that is one thing that I bring to the table is to show that we can restore trust and trust our elected officials."

Villard is a former North Miami Beach commissioner.

The city's former mayor, Anthony DeFillipo, was arrested back in May on illegal voting charges. He was suspended by Florida Gov. Ron DeSantis days later.

DeFillipo, in an exclusive interview with NBC6 earlier this year, admitted to using an old address within city limits to vote, calling it an honest mistake.

“It was an oversight and I had it fixed immediately when I noticed,” DeFillipo told NBC6.

But a complaint filed with the Miami-Dade Commission on Ethics & Public Trust accused DeFillipo of living in Davie. The North Miami Beach city charter requires elected officials to reside in the city.

Miami-Dade State Attorney Katherine Fernandez Rundle said DeFillipo was living primarily at his Davie home when he voted in August, October and November 2022 for a district he was no longer legally qualified to vote in.

Location data tracking DeFillipo’s cellphone showed how he woke up on election day at his Davie property, traveled to vote in North Miami Beach, and then returned at night to his Davie property. The cellphone data showed DeFillipo slept most nights since in Davie after selling his longtime family home in North Miami Beach in 2021.

DeFillipo maintains he’s lived in the city since taking office. He has pleaded not guilty and his trial is set for next year.

Frantz Pierre, a former North Miami Beach city commissioner, died this week after suffering a cardiac event, his wife Marie confirmed Friday. He was 58.

The oldest of nine children, Pierre moved after high school from Haiti to North Miami Beach, where he met his wife Marie Pierre, who described him as a wonderful husband and father. “He was the kind of person everyone loved,” she said.

“My life has changed a lot because of him,” she said Friday of their 35-year union, 33 of them married. “I used to be a tough girl. Since I met him, I’ve become a soft woman.”

A former Miami-Dade County Public Schools teacher, Pierre entered politics with the intention of tackling affordability in the city and quality of life. “The students know me and the parents know me,” he said in a Miami Herald article during his first campaign in 2005. “People know me as someone who doesn’t take sides.”

Pierre’s father Jacques-Joseph Pierre was a judge in Haiti, which inspired his interest in politics, family said. But what also drove Pierre to politics, friend and North Miami Mayor Alix Desulme said, was his passion for education. “He was very active in his early days in the community,” he said. “I knew him as a friend prior to politics and in the education world.”

Desulme, who also worked as an educator in the school district, said Pierre was supportive of Desulme’s campaign for North Miami clerk and was instrumental in ensuring Haitian residents received accurate information. “We have a community that did not have much education in terms of our folks coming in,” Desulme said. “So he always emphasized education and making sure that accurate stuff is being said on Haitian radio.”

Pierre was elected to the North Miami Beach Commission, then known as a council, in 2007. Prior to that he served on the North Miami Beach Civil Service board with former City Commissioner Barbara Kramer, who described him as smart and funny.

Kramer said she admired how Pierre would explain why he voted on controversial matters. She also told about a time when Pierre backed her when she confronted a man passing out DVDs with swastikas on them.

“He always championed me. We got along. He was a funny guy,” she said. “I’m just sad. He’s been sick for a very long time, and I feel for his children.”

Current North Miami Beach Commissioner Jay Chernoff sat on the commission with Pierre and described him as a team player.

“He was an involved leader. He got involved in things that he was passionate in and really saw them through,” he said.

Part of Frantz’s political tenure was controversial. In 2018, the commission voted to remove him because he only attended one meeting over a nine-month period due to a medical condition.

Pierre sued to keep his position, and at one point was temporarily reinstated. He was later arrested for soliciting a bribe from a strip club operator, among other charges. He was suspended by then-Gov. Rick Scott. Pierre pleaded guilty to 11 felony charges in 2020.

In a plea agreement, Pierre was sentenced to two years of house arrest, four years of probation, $2,000 in restitution to the city of North Miami Beach and $5,000 to the State Attorney’s Office, and 200 hours of community service.

“We weren’t happy about that,” Chernoff said. “It’s one of our colleagues. Nobody ever likes to see your colleagues in trouble.”

Outside of politics, Pierre was a mentor for the 5,000 Role Models of Excellence Project and was heavily involved in his church, serving on Men of Integrity, an organization within Haitian Evangelical Baptist Church in Miami.

Former North Miami Beach Mayor Jeff Mischon lived a few houses from Pierre and described him as a family man. “He really had three priorities: his kids, teaching and his family,” he said. “He was a very good family man and spent a lot of time with his family.”

Daughter Patricia Pierre, 22, described her father as loving and treated his students he taught as if they were his own children.

“He treated every child as his own,” she said. “Even outside of school, if they needed help personally he would help where he could. He was a father to everyone, even to my own friends.”

Pierre leaves behind his wife Marie and their six children, Karry Joseph Pierre, 38; Keren Pierre, 26; Lynn-Iris Pierre, 25; Gregory Pierre, 23; Patricia Pierre, 22; and Jayden Pierre, 16. Details on services have not been completed.

NORTH MIAMI BEACH, Fla. – Newly elected North Miami Beach Mayor Evan Piper says it’s time to move on from the city’s past scandals and to start rebuilding trust.

He’s ready to roll up his sleeves and work with city commissioners.

“I know that my city needs me now and I want to be here for the city,” he said.

Piper was raised in North Miami Beach, has multiple businesses, was a former commissioner and most recently is the North Miami Beach Chamber of Commerce President.

He beat former city commissioner Paule Villard with 57% percent of the vote in Tuesday’s election.

“After the situation with the last mayor, I saw there was an opportunity where things could start could going in the wrong direction and that’s where I felt like I really had to step up,” Piper said.

Piper is filling the seat vacated by former mayor Anthony DeFillipo, who was removed from office after being charged with three counts of voter fraud.

DeFillipo was arrested, and days later Florida Gov. Ron DeSantis suspended him.

“It never looks good when an elected official gets arrested,” said Piper.

That wasn’t the only drama and dysfunction for the city. Three commissioners didn’t show for meetings earlier in the year, leaving city business at a standstill.

One commissioner in particular, Michael Joseph, was removed by his fellow commissioners who say he skipped out on too many meetings within a 120 day period, a violation of the city charter. He has since been reinstated.

So how does Piper plan on rebuilding city trust and getting commissioners on the same page?

“We had a lack of quorum so we weren’t able to conduct the meeting and in those cases business of the city doesn’t get conducted and we don’t want that to happen again,” he said. “I’ve developed a trust with all of the commissioners that are there, and I feel like I can bring everyone together so that we can become unified as a commission, we can get business done.”

Piper will be sworn in next week.

As for DeFillipo, Local 10 News reached out to his attorney for a comment on the results of the election, but have not heard back at the time of this story’s publishing.

His trial is set to begin in February.

The congregation at a North Miami Beach synagogue has opened its doors to accept donations that they'll be sending to Israel amid the battle with Hamas.

Skylake Synagogue looked like a factory of emergency supplies Tuesday afternoon as a steady stream of people arrived with bags and carts full of items all to ship to Israel.

The response was so overwhelming that Skylake Synagogue extended its hours to continue taking collections.

The synagogue is collecting hygiene products, sleeping bags, batteries and other items that will mostly go to army bases in Israel. They’re most in need of medical supplies, over-the-counter medications and personal hygiene products. The synagogue is also asking for volunteers to help sort the items that are donated.

Rabbi Ariel Yeshurun put out the call for donations and the word spread through chat groups. He said the response in South Florida has been overwhelming.

“I think it’s a great testimony to the Jewish community in Miami, to the greater community in Miami really, that they came together in support of the Jewish people in the state of Israel,” Rabbi Yeshurun said.

Yeshurun said they've partnered with international organizations to ship the items.

"The one transporting is called Cadena, Cadena is a world relief organization, and we partner with them when it comes to the shipping of the items and on the ground in Israel are two Israel organizations, they will be doing the distribution in Israel," he said.

Skylake Synagogue will continue taking donations from 12 p.m. to 8 p.m. this week and into next week. Monetary donations are also being accepted and anyone who prefers to send money can do so through Zelle with the account [email protected].

Sarah Akiba was one of hundreds who answered the call.

“I have family there, I have friends there I have my boyfriend’s best friends that are like his brothers fighting for us right now so this is all that we can do from back home,” Akiba said.

Meanwhile, at Aventura Turnberry Jewish Center, a project was underway before the war broke out to raise $115,000 to send an ambulance to Israel.

After the news of the Hamas terrorist attack, more than 80 individual donations poured in in one day.

“In a span of about 12 hours we raised an additional $80,000 give or take and the ambulance is on its way,” said Rabbi Jonathan Berkun.

The American Friends of Magen David Adom said they’re still in need of 300 more ambulances.

“We’ve actually lost two medics that were treating patients since the beginning of the war, we’ve had three ambulances destroyed,” said Jessica Nessim.

On Tuesday, kids also showed up to help the best way they know how, by writing letters of encouragement to Israeli soldiers thousands of miles away telling them to stay safe and reminding them how much they’re appreciated.
