N.J. students displaced by Hurricane Ida resume in-person classes inside church walls

Tyler Song, a senior in Cresskill Public Schools, could sum up his high school experience in one word — “strange.”

“A majority of my high school years have been either online, no school, things like that,” he told NJ Advance Media.

Song is one of approximately 1,000 students at Cresskill Middle/High School who have had an unusual past few years. After spending the majority of the previous academic year learning remotely at home because of the COVID pandemic, these students had hopes of a normal school year dashed yet again when Tropical Storm Ida ravaged their middle and high school on Sept. 1, causing damage equal to half the district’s yearly operating budget.

For the next five and a half months, Song and his peers were back learning remotely, attending school in-person just once a week at a local parochial institution. That is, until two weeks ago, when Cresskill Middle and High School students finally returned to classes in-person on a regular basis. This time inside a Presbyterian Church.

“It’s still not ideal, obviously… But we’ve got students and staff in a building together, learning, and that’s what it’s all about,” Superintendent Michael Burke told NJ Advance Media Thursday at Chodae Community Church in Northvale, the new home of Cresskill Middle and High School — at least for the remainder of the 2021-22 school year.

The Chodae Community Church on Rockland Avenue in Northvale is no ordinary church building. Built in 2018, the 80,000-square-foot building serves as the church for Mosaic Christian Fellowship and Chodae’s joint education ministries. Mosaic is a separate ministry that maintains an interdependent relationship with Chodae Community Church. Mosaic and Chodae together host anywhere from 900 to 1,000 children and student ministries at its Rockland Avenue building on weekends, said Mosaic Senior Pastor Dave Park.

“But there is this big chunk of time during the week where it wasn’t being used,” he added.

When Mosaic was designing the building, Pastor Park said “the vision was that we could use this space to bless the surrounding areas.” Upon hearing about the plight of Cresskill Middle and High School, which had been unable to find a space large enough to accommodate its displaced student body and staff, Pastor Park said, “we jumped at the opportunity to provide a facility for them.”

All they ask is that Cresskill Public Schools pay a utility fee during its occupancy. It is not charging the district rent.

“Obviously, it’s a school and we don’t want to proselytize or anything like that, but we hope that it shows that there is true kindness out there,” Park said.

Prior to welcoming students on Feb.16, Mosaic and Chodae invited members of the Cresskill Middle and High School community to join them after a Sunday service for a joint prayer session. It was a gesture that marked the beginning of a unique new relationship between the secular and non-secular communities.

Chodae and Mosaic are allowing Cresskill Middle and High School to operate out of the Rockland Avenue building from 9 a.m. - 2 p.m., Monday through Thursday, for the remainder of the 2021-22 school year. Students learn remotely on Fridays. The school day is shortened to accommodate a tight bussing schedule, explained Burke.

The district is running 15 buses with assistance from neighboring districts, the superintendent said. For example, Leonia Public School buses complete their own local routes before picking up Cresskill students and dropping them off at Chodae Community Church around 8:30 a.m., Monday through Thursday. The buses are then back in the afternoon and must complete their Cresskill routes before heading back to their home district to handle those drop-offs, too.

In addition to figuring out accommodations for transportation to the temporary learning site, Burke said the district had to reimagine some of the spaces within Chodae. The building is designed much like a hub and spokes, with a large open space called the “Plaza” at its center where students convene during free periods and lunch. Entrances to other wings of the building branch out from the “Plaza,” and lead to various rooms large and small. Barriers have been erected in some of the building’s larger rooms, so that different classes can run simultaneously — both Physics and Spanish are taught in one room, for example, separated by a wall of dividers. This can admittedly be distracting and noisy, said parents, students, and even administrators interviewed by NJ Advance Media.

“It’s not perfect, we have some limitations. But we’re expanding things as much as we can,” said Principal John Massaro.

Even though it takes a little longer to get to school, and even though the space can be “very noisy sometimes,” seventh-grader Olivia Kim said being able to attend classes regularly at Chodae Community Church makes all the difference.

“I’ve made a lot of new friends only in the two weeks that we’ve had,” Kim said. “It’s a really good opportunity to socialize. And online, even though you can chat with your friends, you can’t see them in person, so it’s really different.”

District officials still hope to safely reopen the Cresskill Middle/High School in the fall, forgoing any supply chain delays. In a statement to NJ Advance Media, Dawn Delasandro, the district’s business administrator, said the district’s new univents and boilers should be installed in May.

“Construction for the rebuild/restore is fully underway in our efforts to re-open the building in the month of September,” Delasandro said.

Following the approval of a $21.6 million bond in January, the district was finally able to put in purchasing orders on Feb. 14 for the big budget items needed to rebuild its school. Superintendent Burke said the district wanted to order the supplies earlier, but its hands were tied by financial limitations and red tape.

Damage in Cresskill was astronomical, estimated at over $21 million, but the district’s flood insurance capped out at just $2 million, Burke said. The Federal Emergency Management Agency (FEMA) is expected to reimburse up to 75% of the project costs, but the agency operates on a reimbursement basis, meaning Cresskill Public Schools has to front the cost of repairs (depleting its existing funds) before seeing a penny of federal funding. This quagmire exposed that New Jersey lacks a mechanism to allow for emergency funding in extreme circumstances such as this, Burke said.

“Our situation will cause a change in the law,” he said.

MTA's congestion pricing proposal prompting strong reaction in the the suburbs

ORANGEBURG, N.Y. - The MTA says about 7% of people who work in New York City's Central Business District drive in from the suburbs.

That's still tens of thousands of people, so the details of the congestion pricing plan are causing sticker shock in suburban counties.

As CBS2's Tony Aiello reports, Rockalnd County has a long history of feeling ignored by the MTA.

"The MTA is happy to take our money but loathe to provide us service, which is both insulting and disrespectful to the people of Rockland," said Rockland County Executive Ed Day.

Metro-North service in the county is actually provided by NJ TRANSIT, and there's no "one seat ride." Riders transfer in Secaucus to get to New York Penn.

Local leaders say the congestion pricing plan must bring Rockland tangible benefits.

"The MTA and New Jersey Transit need to increase express rail service for this community," said State Assemblyman Mike Lawler.

Lawler wants to repeal congestion pricing, but that's unlikely. So he wants the lowest possible fee, with credits for bridge and tunnel tolls, and exemptions for first responders commuting to work.

The highest congestion fee in the MTA study is $23. Some wonder if that is a number designed to shock.

"$23? Come on... that's too much," one person said.

Frank Borelli is Rockland's representative on the MTA board.

"People tell you the worst case scenario, and then when the lower scenario happens, you feel better about it. I can't tell you that's what they're doing," Borelli said.

Across the state line, the MTA says pre-pandemic, about 13,000 Bergen County residents drove to the Manhattan Central Business District for work, and many are unhappy about paying an additional fee.

"Seems like they're always hurting the working man just trying to make a living," said Northvale resident George Christiano.

"The value of congestion pricing is clear: Less traffic, reduced pollution and more reliable mass transit used by the vast majority of commuters, including those in Rockland County, who take trains and buses to the City. That's a win for the entire region," said MTA Communications Director Tim Minton.
