Second phase of logistics development in Opa-locka to add hundreds of jobs

Construction on the second phase of a massive logistics development in Opa-locka is expected to break ground later this year, bringing tenants in a variety of industries and more jobs paying above minimum wage as the city’s warehouse capacity continues to expand.

Ironwood Commerce Center II will sit on 740,000 square feet of property where the former Opa-locka Hialeah Flea Market once stood. The project, scheduled to break ground later this year, will consist of six modern logistics developments, a Link Logistics spokesperson wrote in an email to the Miami Herald.

“It will be constructed on a speculative basis and is expected to attract tenants in a variety of industries to Opa-locka,” the spokesperson wrote.

Ironwood Commerce Center was built in 2022 and includes four buildings in a 505,440-square-foot space.

Phase two of the project sits on 43 acres at 12691 NW LeJeune Road and 12705 NW LeJeune Road. In 2017, New York-based Gramercy Property Trust purchased the property, which was where the Opa-locka Hialeah Flea Market stood for 40 years before it closed last June. In 2022, Opa-locka Indoor Flea Market, was erected at 13449 NW 42nd Avenue.

The site is now owned by Link Logistics, a spokesperson said, after New York-based alternative asset manager Blackstone bought Gramercy in 2018, ahead of forming Link Logistics in early 2019.

Ironwood II is expected to exceed $90 million in cost and take 18 months to complete. Link Logistics said the latest project could generate an estimated 1,000 construction jobs and 765 post-construction full-time jobs.

Opa-locka Mayor John Taylor said the new development will bring jobs paying above minimum wage. “It will allow our residents to have expendable income, where we’re not penny pinching anymore and just working to pay bills,” Taylor said, adding specific salaries were not readily available.

Opa-locka has a population of 15,888, according to the latest U.S. Census Data. Of its population, 67% have a high school diploma or higher, and the median house household income is $27,734.

The new development comes as the city has seen an increase in warehouse jobs. In 2019, an Amazon fulfillment center opened in Opa-locka, and in 2020, Opa-locka based aerospace company Sherwood Aviation bought the 22,620-square-foot warehouse space at 4600 NW 128th St. for $2.85 million.

Transportation and warehousing is the fourth largest industry in Opa-locka, according to the Miami-Dade County Beacon Council. Last year, there were 1,696 jobs related to those industries in the city, an increase of more than 500 from 2021.

Taylor said Opa-locka’s proximity to major highways and Miami International Airport makes it attractive to logistics companies. “They understand that I can get anywhere in Miami-Dade County from the city of Opa-locka within minutes,” he said.

In anticipation of the construction, the city and Link Logistics are hosting a job fair Wednesday from 10 a.m. to 2 p.m. at the Sherbondy Village Community Center in Opa-locka. Such construction jobs expected to be filled include project management, estimator, administrative assistant, project engineer and drywall installer among other openings, and Taylor said the companies will provide training.

Both buildings last traded for a combined $6 million in 2007, so they more than tripled in value. That’s a reflection of the strong increase in rents in Miami-Dade County.

The 94-unit apartment complex was built on the 1.83-acre site in 1969. The smaller apartment complex was completed two years earlier on a lot of 16,102 square feet.

Boca Raton-based attorney Harris S. Howard, who represents the lender in the lawsuit, declined comment.

The mortgage was granted for $2.7 million in October 2022 with an 11.99% interest rate and a maturity date of Nov. 1, 2023. According to the lawsuit, the borrower missed payments starting on July 1 and owes the full $2.7 million in principal, plus interest and fees.

Orengo Investments purchased the building for $2.46 million in 2022. Totaling 22,936 square feet, it was built on the 32,100-square-foot lot in 1972.

Attorney Adrian Acosta, who represented Orengo Investments in a recent eviction lawsuit for another property it owns, couldn’t be reached for comment regarding his client. Orengo Investments owns 13 properties in Miami-Dade County, but only this one on Port Said Road is subject to a foreclosure lawsuit.

Reviving the downtown of a hard luck city

The City Hall, with its domes and spires, is architecturally unique and terminates the city’s main street.

After a military base closed in the 1950s, the city of 16,000 declined economically and became Florida’s first predominantly African-American suburb. “A substantial Hispanic influx has since added diversity,” but the local economy remains depressed, according to Stantec Urban Places, which authored a Downtown Master Plan in 2021. “Opa-Locka has been bypassed by all but auto-oriented and strip retail development for more than two decades due to its widespread poverty,” Stantec Urban Places reports.

For those who argue that Opa-Locka’s future will be just more of the same, the plan is a retort. It begins with a simple mission—to revive downtown, while ensuring the center is common ground to the city’s residents long into the future.

While Miami’s strong housing market has largely bypassed Opa-Locka, the plan calls for 2,300 units of new transit-oriented, mixed-income development. “Extensive market research revealed significant, unmet, demand for a new mixed-use, walkable South Florida downtown that welcomed residents from across the economic spectrum,” according to planners. Based on community feedback, the goal is for 40 percent to meet affordability standards.

Opa-Locka’s inland geography has long been a barrier to investment, but that position now signals a safer location in a time of climate change. The city also benefits from a highly connected network of urban blocks. At 160 acres, the downtown has the potential to be a dense, walkable, urban neighborhood—connected to an existing commuter rail station.

Downtown is largely desolate now, which also means that abundant underutilized land is available, especially around the old Navy barracks, which add little to the city’s character and walkability, according to the planning team. The downtown revitalization is linked to the barracks redevelopment, which would bring population density to support roughly 95,000 square feet of new retail on Opa-Locka Boulevard. Strategies to ensure existing residents share in the growth include “a strong focus on funding, training, and similar support for minority entrepreneurs to ensure emerging business opportunities are connected to the Opa-Locka community.” Some existing industrial buildings are being converted to flex space for new business startups, entertainment venues, and other uses.

“We have a vision folks believe in and the strategies to make it happen,” according to Corion DeLaine, Community Redevelopment Agency Manager. “We are empowered to make sure that the residents, the business owners, and the property owners get our absolute best in terms of moving the community forward.”

Planners draw on new urban principles, especially related to the public realm. “The overall plan includes roughly 65 acres of improved pedestrian friendly right of way and a funding strategy to line all new and many existing streets with shade trees to provide badly needed shade and make the goal of a walkable downtown achievable.” Also, two neighborhood parks are proposed.

Since the plan was formally adopted, three significant redevelopment projects are seeking approvals with the city, the firm reports. All are mixed-use, including the replacement of a nondescript single-story commercial building with a five-story structure, and the redevelopment of a city owned parcel along Opa-Locka Boulevard.

“This plan demonstrates how a new urbanist vision, matched with the right affordable housing, small business support, ‘common ground’ and similar equity and inclusion initiatives together with effective funding strategies can unlock substantive change—and bring new hope—to an impoverished community of color,” Stantec Urban Places says.
