Located at 190 E. 13th St., Marina Village is a city-owned marina along the Intracoastal Waterway featuring an event center, a tiki market and watersports facilities. In June, the city approved a ground lease with Miami-based Related Group, Aventura-based BH Group and West Palm Beach-based Tezral Partners to build multifamily there. The hotel could be the second phase of development.

The marina is also next to the Port of Palm Beach, which hosts cruises to the Bahamas via the Margaritaville at Sea ship.

Irons said he has an agreement with Buffet’s Orlando-based Margaritaville Hotels & Resorts to build a hotel at Marina Village, pending city approval. The 150-room hotel would total 83,000 square feet and be developed under its select-service Compass brand. It would feature the 5 O’Clock Somewhere Bar and Grill, a rooftop restaurant, a pool, and a breakfast bar.

There would also be a 875-space parking garage.

“The Compass by Margaritaville brand is a blended brand that focuses on resort hoteling, but also it’s a businessperson’s hotel as well that features an ability to accommodate businesspersons coming in for conferences and other activities that give you weekday traffic but is also a great match with the other Margaritaville property that’s here, Margaritaville at Sea,” Irons told the board members, according to the meeting minutes. “And we believe it’ll create a unique collaboration from an economic standpoint to bring tourists in from all throughout the Southeastern United States who will design to stay here at the Marina Village.”

He's working on the project with Los Angeles-based Sonnenblick Development, Tezral Partners and West Palm Beach-based REG Architects. His firm plans to retain Good Food and Co. to train local residents as hospitality workers for the new hotel.

After hearing the presentation, CRA Chairperson Douglas Lawson said he’s excited to move forward to the next steps and he’ll focus on community benefits.

Officials with ADP Solutions couldn’t be reached for comment.

Riviera Beach officials have yet to respond to a public information request from the Business Journal for the developer’s application seeking a deal for the Margaritaville Hotel.

Margaritaville Hotels & Resorts currently has two dozen hotel locations around the world, including its Margaritaville Hollywood Beach Resort in South Florida.

RIVIERA BEACH, Fla. — South Florida's Haitian American community continues to organize and help those struggling in Haiti through recent flooding, an earthquake, violence and economic uncertainty.

In Riviera Beach, Valley of Love Ministries is helping to organize relief to the country with a drive for water, clothing and monetary donations.

Valley of Love is a nonprofit organization that aids in resource efforts for area military veterans and homeless community members in Palm Beach County for the past 20 years. However, recently it has included help to Haiti as they saw a need for help.

"We help the homeless, less fortunate, almost everybody but now we're really concerned about Haiti and we're the only pantry that's open seven days a week," the group's organizer, Queen Bmazazhi Karu, told WPTV's Joel Lopez.

She said what is needed most is drinking water and clothing.

"Everything is destroyed, because whole homes are flooded," she said.

Karu said she hopes to fill a shipping container with donations and has partnered with a church in Haiti to help distribute supplies.

"Haiti right now is in a crisis situation," she said. "Haiti right now, people are dying. They don't have food to eat, nowhere to stay. It's just terrible over there so if another storm hit again, I don't know what they're going to do.

Helping collect supplies is Gary Donet, who lost his own niece in Haiti during the earthquake in 2010.

"After school when the side of the house collapsed, I think she was sitting on the back of the house and that thing fell on her," Donet said. "You don't have to be from the island, Black or white. We are humans do what you can, if you can help, help."

Haiti has dealt with several bad situations.

"Haiti is in what you call a recovery process," Donet said. "We are still healing from back-to-back earthquakes, storm and I know my people don't have nothing.

"If we have steady rain for like five days, Haiti will be wiped out."

Palm Beach County School Board members are weighing several options to build a new high school in Riviera Beach.

To do so, the school district will need to change its five-year capital plan — which already includes two new high schools opening in the areas of Lake Worth Beach in August and The Acreage in August 2028 — to the tune of about $68 million.

But Edwin Ferguson, who represents Riviera Beach on the school board, says a new school is necessary to bring some of the 2,000 high school-age students back to Riviera Beach and give the community something to be proud of.

Right now, 41% of Riviera Beach's high school students attend Palm Beach Gardens High School and 24% attend Dwyer. Just 6% of Riviera Beach students attend Suncoast and 5% attend Inlet Grove, a district-run charter school on Suncoast's old campus on 28th Street just north of Blue Heron Boulevard.

School district staff presented four options to school board members at a recent workshop.

Here's what each of the options entails:

Existing Plan: No new high school in Riviera

Details: The school board previously approved a plan to renovate Inlet Grove, North Tech and Riviera Beach Prep.

The plan includes upgrades to the Inlet Grove's athletic fields, and roofing, water fountains and water bottle filling stations, heating, ventilation and cooling systems at all three schools.

Cost: $69 million

Completion date: August 2025

Option A: New high school on Inlet Grove campus, divide Lincoln Elementary students

Details: Build new high school on Inlet Grove's campus. District staff estimate the new building would cost around $68 million.

Move Inlet Grove students to Lincoln Elementary's campus.

Divide Lincoln Elementary students among West Riviera, Dr. Mary McLeod Bethune and maybe Washington elementary schools.

Cost: $100 million

Completion date: August 2028

Option B: New high school on Inlet Grove campus, move North Tech students

Details: Build a new high school on the Inlet Grove campus. District staff estimate the new building would cost $68 million.

Move Inlet Grove to its old campus on Gardens Road, which now houses the North Technical Education Center.

Move North Tech students to the new high school's campus. Lincoln Elementary students stay put.

Cost: $131 million

Completion date: August 2029

Option C: New high school on Lincoln Elementary campus, move Lincoln students

Details: Build a new high school on the Lincoln Elementary campus. District staff estimate the new building would cost $45 million at that site.

Divide Lincoln students among other elementary schools.

North Tech and Inlet Grove students wouldn't be affected.

Cost: $75 million

Completion date: August 2027

Opening August 2023: Dr. Joaquín García High School at 4906 Lyons Road, Lake Worth

Opening August 2028: Western communities high school off Seminole Pratt Whitney Road near The Acreage.

Generally, the fish and other sea life are most active along the snorkel trail (15 feet deep), so swimmers, snorkelers, and divers should keep that in mind. Of course, with changing tides and other water-related circumstances arising, there is a chance for the fish to come closer to the shore.

The Blue Heron Bridge is not considered a deep-sea dive by any means, so guests shouldn't have to worry about hundreds of feet of water beneath them. This is very beginner-friendly, especially for families.

Luckily, this section of water tends to be very mild, not bringing massive waves or dangerous currents.

Divers, snorkelers, and swimmers are almost always spotting beautiful fish and underwater life, so the Blue Heron Bridge is a great, predictable dive location in Florida. Weather-wise, it's recommended not to dive into the Blue Heron Bridge during tropical storms, hurricanes, or heavy rain, as it can become dangerous.

Practice common sense in this area and any body of water during the vacation, and all should be fine.

Divers should bring a flag; this is not necessarily one of the safest places to swim or snorkel in Florida, as boats often pass by.

Water temperatures along the Blue Heron Bridge dive should be pleasant throughout the year, with temps resting around 74 F (23 C) but not usually getting warmer than 76 F (24 C).

The good news is that divers shouldn't need heavy wetsuits to go down into the water near this bridge because it stays so warm throughout the four seasons.

Timeline-wise, diving here during spring and summer is recommended, as water temperatures will be the warmest. Cold water can ruin a diving experience, especially for a newbie!

Late last month, the Riviera Beach City Council, acting as the board of the city’s Community Redevelopment Agency, approved a 99-year ground lease with Related and BH to develop a pair of 20-story buildings with 424 apartments and 8,000 square feet of retail in Marina Village. The joint venture also includes Tezral Partners, a West Palm Beach-based real estate firm led by Tony Brown, a former executive director of the Riviera Beach CRA who was fired in 2016.

JLL brokered the lease agreement for the vacant property at 190 East 13th Street, according to city documents.

Marina Village is a 90-acre waterfront redevelopment site where Coconut Grove-based Related had a separate deal with the city to build another two-tower rental complex with 399 units. The development firm recently completed Icon Marina Village at 4444 and 4334 North Flagler Drive.

Designed by Miami Lakes-based Cohen Freedman Encinosa & Associates Architects, the project Related and Aventura-based BH are proposing will feature a mix of studios, one-, two- and three-bedroom units, ranging from 490 square feet to 1,195 square feet. The project will have 138 affordable units among the 424 apartments, and a 517-space parking garage.

The joint venture anticipates paying Riviera Beach $139.7 million during the first 45 years of the lease, a city memo states. Annual rent payments will start at $70,000, and increase every year by 2 percent during the first 15 years of the ground lease. The rent payments are abated until construction is completed, which is expected in 2024, the letter states. In the 16th year, the rent payments convert to 1 percent of the multifamily project’s gross income. If the ground lease is sold, the CRA will get 0.5 percent of the sales proceeds.

Related, led by Jorge Pérez and his two eldest sons Jon Paul and Nick Pérez, and BH, led by Liat and Issac Toledano, are partnering on multiple planned projects in South Florida.
