BOYNTON BEACH, Fla. — Millions of gallons of sewage spilled into the Intracoastal Waterway after a pipe broke earlier this week in Boynton Beach, according to the Florida Department of Environmental Protection.

On Thursday night, the city said the pipe was successfully bypassed.

Officials said a 20-inch sanitary sewer force main broke Monday at 625 E. Boynton Beach Blvd. inside a stormwater conflict structure.

The city contracted a local company called Clean Harbors to assist with the repair along with commercial divers.

In a news release, spokeswoman Chelsea Sanabia said at approximately 6 p.m. the Utilities Department successfully bypassed the pipe break, terminating the sewage leak into the Intracoastal Waterway.

"The city will continue to clean up the waterway, work on necessary repairs and replacing the pipe," Sanabia said. "The water in the Intracoastal will continue to be tested and the public will be notified once the water is deemed safe."

FDEP said crews set up booms Monday to contain the leak and divers started working to put repair clamps to repair the break.

Divers were able to put a repair clamp on, however, they could not tighten the clamp due to the back pressure and flow. Officials said they were fighting against the back pressure and tidal influence all the time.

After multiple attempts by two divers for more than 10 hours, crews had to call off the repair efforts as the repair clamp was getting damaged due to the pressure.

Staff met up to look for other options to repair the pipe on Monday night and realized that for them to stop the pressure at the break, they would have to put a line stop and set up a bypass as the station can only be down for 1.5 hours before the wet well would overflow.

FDEP said crews began talking Monday night and Tuesday to contractors and looking for parts for repairing the pipe. This was despite most contractors not having crews available to work on the Fourth of July holiday.

In addition, they contacted neighboring municipalities, contractors, consultants and distributors to gather all the parts and materials that would be needed to make the repair.

Divers once again failed Wednesday in an attempt to install a 20-inch repair clamp.

"We have divers in there. There's a small structure, very narrow and for somebody to go in there, half the time its underwater and there is back pressure feeding the pipe, tidal influences," Boynton Beach Utilities Director Poonam Kalkat said. "It makes it a very hard place to fix it."

The estimated amount of spill is 4 million gallons per day with a total of 12 million gallons.

FDEP said Clean Harbors will be collecting the spill material, and workers will start sampling as soon as the spill is stopped.

"This has nothing to do with drinking water. Drinking water is safe," Kalkat said. "The spill is contained in the Intracoastal, and yes it's an environmental impact, but we don't want people to be impacted, so this is at least contained in an area we can control and work on and clean up."

The broken pipe is about 50 years old and saltwater underground deteriorated the pipe, according to officials.

Florida’s Turnpike will close all lanes between Boynton Beach Boulevard and Lake Worth Road from 10 p.m. to 5 a.m. Tuesday and Wednesday.

The closure is one in a series of full closures for the replacement of the Hypoluxo Road bridge as part of the widening project from Boynton Beach Boulevard (Exit 86) to Lake Worth Road (Exit 93). The bridge had to be relocated to accommodate the project.

The Turnpike has tried twice before to undertake the work but had to cancel each time; the last cancellation was due to Hurricane Idalia. Turnpike officials note that the scheduled closures could again change due to inclement weather or unforeseen circumstances.

Its label says it’s made from two of the hottest peppers in the world.

D’Anton said D’Asia brought the chip to school, not knowing how dangerous it was, and some of her classmates wound up needing medical attention.

“One kid touched them. He didn’t even eat them,” D’Anton said. “He just touched them, and it got in his eyes. So they had to administer the fluids for the eyes.”

D’Anton said D’Asia’s 12-year-old brother bought the chips at a nearby Walgreens.

Walgreens sent a statement to WPBF 25 News indicating that would never happen again.

“In response to recent reports, and out of an abundance of caution, Walgreens is voluntarily removing these products immediately from stores. We are currently in contact with the supplier on appropriate next steps to address reports of customer concerns.” the statement said.

PALM BEACH COUNTY, Fla. — WPTV on Thursday got an exclusive first look inside the walls of West Boynton Middle School.

The new school located off Boynton Beach Boulevard between Florida's Turnpike and Lyons Road has been a long time coming in the community, promised more than a decade ago.

Proud principal Joe Peccia on Thursday gave WPTV education reporter Stephanie Susskind the first look inside the "Hive," the home of the West Boynton Middle School Stingers.

"You’re going to have stadium seating where students in the front are at a lower level, and students at the back will be at a higher level," Peccia said, describing the layout of classrooms. "So there’s never going to be a bad seat in the house."

Building a school from the ground up is an experience a principal can only dream of, said Peccia, a Palm Beach County native, who had a say in everything from the classroom design to the culture they'll create.

"For anyone who's had the opportunity to be first through the door, first through the gate, there’s an ultimate feeling inside," Peccia said. "And for the students, they are gonna be stakeholders, too. And they are really going to drive the experience that the students of the future are going to get."

Everything at West Boynton Middle School is done with purpose, including the paint on the walls. The orange behind the classroom doors gives kids something to look at.

"School needs to adapt to the new generation," Peccia said.

The three-story building features the latest security, technology, and programs.

"The pre-informational technology rooms will also feature your robotics, your Esports, graphic design," Peccia said.

And while the shiny new furniture and fancy gym floor are certainly exciting, Peccia said his favorite part will be the nearly 700 students and staff members who will make the "Hive" their home.

"Really what it comes down to is the school is going to meet every student where they are," Peccia said. "It’s going to be about every kids' experience."

Before West Boynton Middle School, Peccia was the principal at Eagles Landing Middle School in Boca Raton for five years. Before that, he was at Pine Grove Elementary School in Delray Beach.

Peccia said he's working with the principal of Sunset Palms Elementary School, which is directly next to West Boynton Middle School, to help with the traffic flow.

"To be able to build a culture and build a community, it had been my baby," Peccia said. "I am constantly walking around, because I can only imagine what the experience is going to be."

West Boynton Middle School will open to students on Aug. 10, the first day of the 2022/23 academic year.

After years in limbo, Ocean One project moves forward in downtown Boynton Beach

After many years without a shovel in the ground, a long-awaited retail and residential project is coming to downtown Boynton Beach under a new property owner and developer.

The Ocean One project is set to transform 3.7 acres of vacant property bordered by East Ocean Avenue, North Federal Highway and East Boynton Beach Boulevard, directly west of the Boynton Harbor Marina and just south of Casa Costa Condos.

Plans for Ocean One include an eight-story building with hundreds of residential units and plenty of space for shops and restaurants, along with a nearby parking garage and several public plazas.

Hyperion Development Group, a company with offices in Miami and New York, plans to break ground on the project in 2024 and to start leasing two years later, closing out a saga that began under the previous landowner nearly two decades ago.

The longtime property owner, Davis Camalier, unveiled his vision for Ocean One in 2005, but it wasn't until 2017 that the city commission officially rezoned the land — formerly home to a Bank of America — and approved a site plan for the project.

City leaders granted Camalier several extensions in the years that followed. His plan to underwrite the project fell through and he was working against growing construction costs, his attorney said in 2020.

Hyperion Group entered the picture in late 2021 when its affiliate, BB1 Development LLC, bought the land for $12 million, paving the way for a reimagined Ocean One project.

The new plan increases Ocean One's residential units to 371 from 358 and offers residents a pool, fitness center and parking garage, which includes public spaces and private, closed-off spaces for the residents.

It also more than doubles the amount of commercial space to 25,588 square feet from 12,075. And the entire project is moving forward at the same time, addressing a criticism of the original plan, which called for apartments, shops, a parking garage and a hotel to be built in two phases.

“Years ago, when we came to you the first time, different owner, the project was criticized because it was two phases and they didn’t have enough retail,” attorney Bonnie Miskel said during a commission meeting in April.

Miskel, who worked for the previous and current property owner, also pointed to the public areas included in Ocean One's renderings. A large plaza with chairs, tables, umbrellas and palm trees faces Ocean Avenue, largely surrounded by retail space, while another plaza sits off North Federal Highway.

The new plans, Miskel said, increase the amount of open space by more than 35% compared with the original layout for Ocean One.

“If a neighbor is walking their dog, or if they just want to sit outside next to a café in a beautifully landscaped, paved plaza, they have the ability," she said.

Ocean One project revives conversation about parking in downtown Boynton Beach

While the developer revitalized plans for Ocean One, it also revived a long-standing concern about the limited parking in downtown Boynton Beach and how new developments might strain the scarce supply.

Before commissioners approved the original Ocean One plans in 2017, they heard from residents who said that limited parking in downtown Boynton Beach was hurting local businesses. They said new projects would bring more traffic to the area and worsen the problem if they didn't offer a substantial number of public parking spaces.

Ocean One will join several nearby developments that are planned or already completed, including Town Square, The Villages, The Pierce, Broadstone and 500 Ocean.

Residents in the nearby Marina Village shared similar concerns during a commission meeting in April, when Ocean One was up for a vote. They described a marina parking garage that was often full before noon, and a constant rotation of visitors who sometimes give up and leave before finding a parking spot

"Restaurant patrons, boat patrons and beach patrons are turned away at a rate of 20 an hour during season and busy times," said Ilene Bruccoleri, vice president of Marina Village's condo board.

Another resident said cars often stop in the middle of the road to wait for an open space, while others are "double- and triple-parking right in front of the marina," creating traffic congestion that was unsafe to Marina Village residents, visitors and emergency vehicles.

In response, Miskel said 171 commercial parking spaces are included in the Ocean One project — plenty for anyone visiting and shopping at the new development. Project leaders, she said, complied with all city codes and shouldn't be held responsible for Boynton Beach's longstanding parking issue.

”This is a collaborative effort, we are a neighbor in the downtown, we have the same interest they do in making the downtown better, but we are not the cause of the problem," she said during the April 18 commission meeting.

Vice Mayor Thomas Turkin, who represents the area where Ocean One is planned, was unconvinced. While the project passed 4-1 at the meeting, he cast the dissenting vote and vowed to continue pushing for more public parking spaces at Ocean One, a solution that might be attainable with incentives for the developer, he said.

'Where there are problems, there's always opportunities'

A spokesperson for Hyperion Group said in late May that developers have since met with residents of Marina Village to learn more about their concerns with parking in downtown Boynton Beach.

The developers are now doing an internal review of "mutually beneficial solutions regarding the city’s overall parking needs prior to any formal engagement with the city."

And during the meeting in April, other city leaders agreed that parking is a Boynton Beach problem that calls for solutions greater than anything Ocean One can provide on its own. Mayor Ty Penserga and Commissioner Woodrow Hay floated the idea of building a public parking garage or launching a trolley service.

"We can park people in one location and move them to other areas," the mayor said.

Penserga also called for a study of the city's parking issue and the creation of a master plan to address the problem. The developers for Ocean One have committed $30,000 to that effort.

"Where there are problems, there's always opportunities, and we're willing to participate in those," the developer's attorney said.
