KNOWLTON — After decades of carrying home bottled water to drink and other problems with having a salty water supply, residents in Columbia hamlet could see a solution as the new year dawns.
Warren County commissioners recently approved a grant of more than $277,000 to provide osmosis water filtration systems for the 24 residences whose wells were poisoned by salt spread on the maze of highways and ramps which worked its way into the ground water.
The county and Knowlton Township are sharing the $554,592 cost to install the systems in the residences. The Township Committee earlier approved its half. Both governments are using money from COVID-related federal programs which they received earlier in the year.
While the town and county are chipping in, former Knowlton Mayor Adele Starrs says the New Jersey Department of Transportation and the Delaware River Joint Toll Bridge Commission (which owns much of the roads and ramps which nearly surround the hamlet) have not conceded their road salt is also to blame for the contamination.
Starrs, who ended nine years of service on the township committee at the end of 2022 had fought for years to get the state to admit oversalting of Interstate 80 and its ramps, along with state routes 94 and 46, contributed to the vast amount of salt which has turned up in the groundwater.

Starrs also alleged the lack of maintenance on state-owned drainage ditches allowed even more contaminated road water runoff to flow through the broken concrete and directly into the ground.
A tort claim has been filed on behalf of the homeowners against the state and bridge commission.
That claim citing environmental damage was filed a dozen years ago, but has remained idle for the past couple of years. As part of the agreement to have the filter systems installed, homeowners signed waivers to not hold the township or county liable for future claims under that tort claim.
The town hit on the separate water filtration systems for the homes because there has never been a community-wide water supply and building a new one or hooking up to another municipal water system were cost prohibitive. New Jersey has different water supply standards than Pennsylvania, so bringing water across from Portland was ruled out. The next nearest system is more than 20 miles away.
The New Jersey Department of Environmental Protection installed monitoring wells in the area which have confirmed the increasing levels of salt in ground water, along with trace elements of heavy metals which scientists and researchers trace to traffic exhaust which settles on surround ground and also seep into groundwater.
The DEP produced a report on Columbia's private wells and traced the source of the sodium in the groundwater to the maze of highway ramps supporting the intersections of Interstate 80 and state highways 46 and 94; the Portland, Pa., toll bridge across the Delaware River; Warren County highways that serve the area; and township roads within the hamlet.
The DEP tested 40 wells in 2015 and produced maps which showed the level of sodium in the water. None of the wells tested less than 125 milligrams per liter. While there are no federal standards, people with some health conditions are cautioned against drinking water with more than 20 mg/L sodium content.
Several major studies have been done which show that the chloride left over from the snow/ice melt process can "kill" most life in ponds. The Cary Institute (caryinstitute.org) has published a study demonstrating how road salt enters and stays in the environment tainting groundwater, salting up streams and creating dead, salt-laden zones in lakes.

Knowlton and Warren County contracted with Portasoft to install reverse-osmosis filtration systems in each of the 24 residences in the hamlet. Once the units are installed, the town and county will pay for service of the units for two years and filters for up to five years, said Mayor Starrs. Homeowners will then be responsible for future maintenance costs. Unit purchase and installation costs figure out to be about $23,000 per home.
"Just as important," she said, "they can now sell their homes if they wish." Because of the sodium contamination, property owners in Columbia saw the market value of their homes drop quite a bit.
Residents of the hamlet have claimed that bridge commission salt trucks don't turn off the salt spreading mechanisms when they leave bridge ramps and travel over other roads to get to other ramps, double-salting roadways. One homeowner provided the New Jersey Herald with a log of times during and after a storm when commission trucks passed her home, taking a short-cut between ramps, with the salt-spreading mechanism still running.
Reverse osmosis uses membrane-technology filtration to remove many types of large molecules and ions from the water supply by applying pressure to the solution when it is on one side of the membrane filter. The salt and other minerals are retained in the system while the water passes into the home's distribution system.
In addition to the filters, Knowlton has rebuilt its salt storage facility, a possible source of contamination, located just off Route 94 on hillside which slopes toward the river. The state Department of Transportation salt-storage facility is just west of the hamlet on Simpson Road.

Columbia’s ranking shows the school is “on the right track in helping students achieve academic success,” Superintendent Dr. Ronald Taylor said in the news release.
The top ranked high school in the state is Union County Magnet High School in Scotch Plains.
“We congratulate Principal Frank Sanchez, everyone on his administrative team, all of the high school’s teachers and staff, and our students’ parents and guardians on this recognition of their efforts,” he said. “Let us all continue in our efforts to instill greater equity among our students, and to improve Columbia High School and our entire District in attending to the educational needs of every student.”
CHS Principal Sanchez said the announcement was “very encouraging news.”
“While we appreciate this recognition, there is nothing more gratifying to us than to see our students achieve academic success and continue on their paths to lifelong learning and realizing their potential,” Sanchez said in the news release. “Our teachers, administrators, and staff are among the most dedicated in the world, and we will never stop working to make Columbia High School a better place for the students and families we serve.”
The ranking news comes after the district said last week that students in Columbia High School’s class of 2024 have tested far higher than state averages on a New Jersey assessment of graduation readiness, and the district is making progress on closing the achievement gap among its students.
Across the rising seniors tested, 93.8% met the proficiency standard in English Language Arts, far above the state’s average of 80.5% in 2022. In math, 69.8% of the students tested met the proficiency standard, also significantly higher than the New Jersey average of 55%.

A state of emergency has been declared for New Jersey amid intense damage from storms, Gov. Phil Murphy announced.
The State of Emergency was active as of 4 p.m. Sunday, according to Murphy. The declaration aids state agencies are they move to help areas impacted by heavy rains, flooding, and even landslides.
"Throughout the state, we have seen heavy rainfalls resulting in hazardous conditions and we urge residents to remain vigilant around flooded roadways and downed trees and power lines. The safety of our residents is our main priority, and we recommend everyone to be informed of local weather conditions and to take necessary precautions," Murphy said.

Heavy rainfalls caused a landslide in Warren County Sunday morning. Route 46 was closed around 8:30 a.m. between Route 94/Portland-Columbia Toll Bridge and Manunka Chunk Road/Upper Serapta Road due to the soil, stones, trees, and other debris, according to the state Department of Transportation.
New Jersey was expected to mostly "dry out" excepted for an isolated shower overnight into Monday morning, according to the National Weather Service Mount Holly office.
Around 63,000 JCP&L customers were without power though not all at once, spokesman Chris Hoenig said. A tree recently fell in North Jersey causing a small brief spike but once that situation is handled, it's expected that less than 2,000 people will be without power.
However, hundreds of customers in Warren County may not have power restored until Monday, Hoenig said. Within areas served by JCP&L, Warren County was by far the area hardest hit by the storms.
Local conditions including flooding, road washouts, collapsed roads, and land and mudslides are making it impossible for crews to make repairs in parts of the county.
"Timing of restoration here depends on a number of factors, individual to each customer – when are roads rebuilt, when are individual properties inhabitable, when is flood mitigation completed in these individual properties, etc.," Hoenig said.
Flights in and out of Newark Liberty International Airport have been affected by the weather. More than 392 flights had been delayed Sunday as of 7:45 p.m. with other 362 flights canceled, reported FlightAware. LaGuardia had 272 cancellations with 314 delays and JFK Airport had 325 cancellations with 467 total delays at the same time.

BELVIDERE — A solemn Gov. Phil Murphy, a contingent of local officials and members of his administration on Monday toured portions of Warren County that were heavily damaged by torrential rains on Friday and Sunday.
Over 7 inches of rain fell over parts of Warren County from Friday to Sunday, according to New Jersey 101.5 chief meteorologist Dan Zarrow. Between 2 and 3 inches of rain fell in Morris, Somerset and Warren counties on Sunday alone. Warren County took the brunt of the rainfall where Route 46 was closed by a mudslide. Nearly 5 inches of rain fell in Columbia in Warren County.
Residents of a Belvidere neighborhood told Murphy, flanked by state Sen. Doug Steinart, R-Warren, and U.S. Rep. Tom Kean Jr., R-N.J. 7th District, about the damage to their homes.
Across the river in Pennsylvania, at least five people were dead and a young brother and sister remain missing after surging floods hit a Bucks County road Saturday evening.
Kelly Canfield, whose car was buried up to the windows in mud, asked Murphy what happens next to her home where she has lived for over 20 years.
"We can't live in that house. That is unsafe. The insurance company is gonna say 'cash out we don't cover that.' That's my question. Where do I go, what do we do," Canfield said. She said a similar flood happened 20 years ago but her husband dug a trench around the home and saved it.
"This I've never seen this in my life," Canfield said.
Murphy also visited with Ken Richards who was sitting under a tent in his front yard. He told the governor the foundation wall in the back is gone. He is staying with his sister for the time being. When the foundation began to crumble, Richards grabbed his keys and wallet and got out.
"They let me in 15 minutes at a time just to get some things," Richards told the governor.
Murphy said after his tour he had seen some real suffering both in person and in photos and videos.
"Small miracle. To the best of everyone's knowledge no injuries and no fatalities thank God," Murphy said. "Incredible bravery and courage in these communities. We're going to do everything we can. I'm thankful Congressman Tom Kean is here with the federal piece."
The governor said it will take time for damaged roads and bridges to be replaced
Several hundred JCP&L customers remained without power on Monday morning.
Murphy also advised residents, businesses and communities impacted by the flooding to document what they spend for recovery. Pictures and video of damage are also helpful.
Dan Kelly, executive director of the Office of Recovery and Rebuilding appointed by Gov. Chris Christie following Superstorm Sandy, will be working to get financial assistance from the federal government that meets their thresholds, according to the governor.
Zarrow said that despite two Tornado Warnings issued Sunday morning the National Weather Service is not sending a survey team anywhere as no significant damage has been reported.

The South Orange and Maplewood School District is pleased to announce that Columbia High School was ranked #59 as one the best high schools in New Jersey in the U.S. News & World Report which was announced on April 26.
This publication shared that 406 New Jersey schools out of a total of 445 were ranked on six factors based on their performance on state assessments and how well they prepare students for college. The U.S. News rankings include data on nearly 24,000 public high schools in 50 states and the District of Columbia. In addition to traditional high schools, the rankings encompass charter; magnet; and science, technology, engineering and math-focused schools. In addition, institutions in all 50 states and the District of Columbia are included in the Best High Schools rankings. Schools are ranked nationally and within each state.
Superintendent of Schools, Dr. Ronald G. Both Deptford and Vineland locations will open for adult use sales with limited hours, which will expand as demand and market dynamics evolve. Each location will offer medical-only hours, along with medical-only parking spots, pick-up lines and dedicated phone lines to ensure that patient access is unaffected with the onset of adult use sales.
The adult use menu will launch with some of the Company’s most popular flower strains, available in both 3.5g and 7.5 g packages, as well as two vape options.
