The Delaware Riverkeeper Network is opposing any re-designation of the Delaware Water Gap National Recreation Area because it might be too successful, and lead to overdevelopment of the areas of New Jersey and Pennsylvania outside its boundaries.
In separate letters to members of the Delaware River Basin Commission and to the members of the DEWA National Park Steering Committee, the DRN takes the position that, similar to what has happened around other national parks, there will be hard-to-control development outside the park's boundaries.
"The footprint and activities plan, by sheer virtue of their size and scope, will inflict irremediable harm and undermine efforts of NPS to prioritize river protection over visitor experience," states the letter sent to the steering committee, which includes former superintendent John Donahue and the Sierra Clubs of both New Jersey and Pennsylvania. "And as with other national parks nationwide, the new status will attract massive new development activity outside of the park that will cause a level of local buildout that will inflict additional unacceptable harm over which the NPS has no control."
In addition, the letter cites concerns over potential impact on water quality in the area.
"It is our considered opinion that the water quality and ecosystem impacts of the development planned shouldnational park status be achieved, compounded by development outside of the park boundaries that willadditionally ensue, will compromise the high quality water and natural ecosystems of the River, to a degreenot in keeping with the needs and goals of our region or the Special Protection Waters designation that wehave worked so hard to secure and uphold for the non-tidal River,"
The letter to members of the DRBC is more succinct: "We are concerned that the water quality and ecosystem impacts of the development planned should national park status be achieved, compounded by development outside of the park boundaries that will additionally ensue, will compromise the high quality water and natural ecosystems of the River, to a degree not in keeping with SPW protections."
Copies of the two letters, dated Thursday, were made available to the New Jersey Herald.

The Steering Committee is not associated with the National Park Service while the DRBC is a federal agency, charged with preservation and protection of the Delaware.
The commission is made up of the governors of New York, Pennsylvania, New Jersey and Delaware and a federal representative, usually a high-ranking officer of the U.S. Army Corps of Engineers. The commission is currently chaired by Pennsylvania Gov. Tom Wolf.
The Delaware Water Gap National Recreation Area was created more than 50 years ago to include land around a lake which was to be formed by the Tocks Island Dam. While the dam project was cancelled, the Corps of Engineers had already purchased or taken by eminent domain most of the property within the recreation area. Ownership was transferred to the National Park Service and became the Water Gap Recreation Area.
The plan to re-designate the land as a national park has met with stiff opposition by newly-formed citizens groups, as well as most of the municipalities bordering the park.

The Riverkeeper Network is a not-for-profit group formed in 1988 and "champions the rights of our communities for a Delaware River and tributary streams that are free-flowing, clean, healthy, and abundant with a diversity of life" according to its website.
The Delaware River is the longest un-dammed river east of the Mississippi, beginning as two rivers in the Catskill Mountains which join at the New York/Pennsylvania border and empties into Delaware Bay. Along the way, the river is drinking water source for 17 million people in the four states.
In addition to the recreation area, three sections of the river also have been protected by designation under the Clean Waters Act which carry designations as units of the National Park Service.
The letter to the DRBC goes on to say, "The ecological health and low level development within and around the DWGNRA has been key to the exceptional water quality and ecosystem health of the main stem River and tributaries throughout the region."
Within the National Park Service there are several designations, such as "recreation area," "battlefield," "monument," "preserve" and "historic site."
There is federal law covering each of those designations and what activities may be carried out within a designation's boundaries.
Most recreation areas surround man-made lakes and reservoirs and allow most outdoor activities from swimming to hiking and hunting/fishing.
National Park designation, however, does not allow for "extraction" of natural resources, including wildlife, which means no hunting, fishing or trapping. National parks also most often charge an entry fee to users.

The recreation area, which is known as DEWA within the NPS, does charge for use of some areas, such as beaches, boat launches and some campsites. However, with more than three dozen entry points into the park, there is no general fee and some park roads are regular commuter routes.
The plan put forward by proponents of national park designation does take into account the opposition centered around hunting and fishing and proposes to designate some portion of DEWA as the "Lenape Preserve," where hunting and fishing would be allowed.
However, the current plan does not include any map or description of what would be Lenape Preserve and what would be Delaware Water Gap National Park.
Both letters also reference the "preserve" but question how much the Lenape people have been involved.
"We are also concerned that while Lenape representatives living in the Midwest have been included in theplanning process, the Lenape Nation and tribes of our region, those that have an intimate, personal andenduring relationship with our River and watershed have not," the letter states. "The perspective of the local Lenape tribes and people is essential and must be honored. Failure to include them in planning seems a dramatic oversight ofhigh concern."
Both letters are signed by Maya K. van Rossum, the Delaware Riverkeeper and Deputy Director Tracy Carluccio.
Neither the steering committee nor the DRBC had returned calls seeking comment by Friday afternoon.

The Garden State iteration will feature more than 40 guided hikes — the most in recent memory — that range from easy walks to strenuous trails. Last year, 248 hikers traveled 952 miles across 28 hikes in New Jersey.
All events are free, said Caryn Shinske, a spokesperson for the New Jersey Department of Environmental Protection.
“New Year’s Day for many people is a time of renewal. It’s people deciding, ‘I’m going to get more fit,’ ‘I’m going to get outdoors and get some fresh air,’ or ‘I’m going to walk,’” she said.
“Maybe it’s an opportunity to spend some time in nature and just get to know your local environment. Maybe it’s just a time to be peaceful and to be quiet and commune with your natural surroundings.”

First Day Hikes began more than 20 years ago at the Blue Hills Reservation, a state park in Milton, Massachusetts, to promote healthy lifestyles and outdoor recreation. The program became a nationwide event in 2012.
New Jersey’s 2023 hiking locations include Belleplain State Forest in Cape May County, where participants can bring their dogs to hike, and eat treats around a campfire. Hikers can also explore Burlington County’s Wharton State Forest to learn about fire history and prevention during a guided hike from Batsto Mansion to Batsto Fire Tower.
A complete list of First Day Hike activities, and details on start times, how to dress, hike difficulty and length, age requirements, accessibility, whether dogs are permitted, and who to contact in case of inclement weather, can be found online.

The First State recorded “moderate” air quality conditions on Saturday, meaning acceptable conditions but some sensitive people may wish to limit outdoor exposure, according to AirNow.gov, a government-run air-quality monitoring website.
One major improvement Saturday morning: The sky was visible and much of the smoke that blanketed Delaware was gone. The conditions represent a stark contrast from Wednesday, when much of the state reported an air quality index above 200, which is categorized as “very unhealthy" and officials recommended residents stay indoors as much as possible and wear masks outside.
Most parts of Delaware, Pennsylvania and New Jersey began seeing air quality index numbers drop throughout Thursday night into Friday. However, through Friday, Delaware and Pennsylvania were still under a Code Orange air quality alert, and New Jersey issued an Air Quality Action Day statewide.
As of 1 p.m. Saturday, the latest air quality index in much of Delaware and surrounding areas was in the “yellow” zone, a moderate range of 51-100. Here are the air quality index numbers through the Delaware Valley, according to AirNow.

As air quality improves, the National Weather Service in Mount Holly, New Jersey, reports that we should enjoy the rest of the weekend. Sunny skies are expected with highs in the 80s on Saturday and Sunday.

The National Park Service has scrapped a contentious proposal to charge visitors a year-round fee to enter the Delaware Water Gap National Recreation Area, but will stick with a new charge to camp near the river.
A new Delaware River access point on the New Jersey side of the park and improved accessibility to trails and fishing spots are also among the short- and long-term plans in the park's final Visitor Use Management Plan, which was released to the public on Tuesday.
The planning process was set in motion in the summer of 2015, with officials citing an influx of visitors that was overwhelming the 70,000-acre recreation area. The surge only intensified this year, with the park reporting three to four times more visitors than usual as people sought out socially distanced pastimes amid the pandemic.
The proposed entrance fees of $25 per car, $20 per motorcycle and $15 per person for a seven-day pass would have been one way to pay for upgrades, but numerous public comments against the idea led the park to reject it, the Park Service said.
Currently, an amenity fee is charged at only six areas of the park. The new proposal calls for additional fee sites in the future but did not specify how many or how much they might charge.

Beginning in 2021, the park will also add a $16-per-site fee for overnight stays at riverside campgrounds, which are now free. Those campsites will now also require reservations; currently, most are available on a first-come, first-served basis for boaters on trips where the distance is too great to travel in one day.
The park will move forward with plans to improve its over 150 miles of trails and expand picnicking areas to meet high demand. Projects will include improvements to canoe and kayak access points, ramp access to public buildings, improved online and virtual services and a permit system for hunting access.
The Park Service said it will seek funding for a river access study to develop or expand an existing site on the New Jersey side of the Delaware.
The Park Service received 830 letters from residents and held three open houses on the proposed plan last year, including one at Sussex County Vocational Technical School in Sparta. The meeting left many residents angered over the proposed entrance fees, voicing concerns over paying to commute through the area or visiting places, such as The Walpack Inn.
Delaware Water Gap's superintendent, Sula Jacobs, said in a press release Tuesday that the plan "reflects adaptive management strategies, flexibility and continued public engagement" and that individual projects will rely on the availability of funds.
The park has already implemented several strategies to manage the influx of visitors and protect park resources, including closing the visitor-created trails at Raymondskill Falls. To prevent constant gridlock near the Route 80 parking area for Kittatinny Point — which accesses trails up to Mount Tammany — park rangers shifted the roads to one-way to increase parking capacity. Before the shift, visitors would park in various directions on Route 80.
The park is also exploring options for a permit program for hunters with disabilities, including limited road access and accessible pop-up camouflaged hunting tents, according to the plan.
The Delaware Water Gap National Recreation Area stretches 40 miles along the Delaware River in eastern Pennsylvania and northwestern New Jersey.
In August, President Donald Trump signed the Great American Outdoors Act, a bipartisan bill that spends nearly $3 billion on conservation projects, outdoor recreation and maintenance of national parks and other public land.

Beaches at the Delaware Water Gap National Recreation Area and the Round Valley Recreation Area are off limits to swimmers as bacteria levels in the river have climbed above safe levels following Tropical Storm Isaias.
“Do not swim in the river at any location within the park,” officials from the Delaware Water Gap National Recreation Area said in a social media post Sunday morning. “Avoid contact with the water when boating or floating.”
Isaias dropped nearly 5 inches of rain on part of northwestern New Jersey during Tuesday’s storm.
Though officials advise not to swim in the river for at least 72 hours after a storm due to high levels of runoff, it can take longer than that for bacteria and hazardous debris to clear out of a river if the storm moves upstream. That’s because pollutants in the river will be carried downstream after the storm has passed, officials from the Delaware Water Gap National Recreation Area said.
The beaches will stay closed until the water quality tests at an acceptable level for two days in a row.
Delaware Water Gap National Recreation Area officials manage the 40-mile section of the Delaware River from slightly upstream of Milford, Pennsylvania to a bit downstream of the Interstate 80 bridge at the water gap.
Meanwhile, Round Valley Recreation Area’s swimming beach in Hunterdon County will be closed until at least Monday, when results of the additional tests that have been collected are available. If the resample is at an acceptable level, the advisor will be removed. If not, the beach will stay closed.
Officials at the Water Gap also said Sunday that Van Campens Glen has reached capacity.
