How about a French bakery?
Now there is one, in Denville, that seems beamed from Paree. Its croissants are buttery bliss, macarons miraculous, chocolate chip cookies catnip. The bravura bakery is Chocolatine, run by French baker Cédric Hosy and his Rockaway-raised wife, Elaine Castro, who has a sales background. (See our picks for the tastiest Chocolatine goodies below the Q&A.)
How did Denville get this lucky? Cédric: Merci. After years of baking and bartending for other people, it was time to have my own business. Our retail bakery opened in March. But we’ve been here since 2020, baking croissants to sell wholesale to restaurants, hotels and markets. Elaine: Before the pandemic, we were working in [New York City] and didn’t see enough of each other. I had a day job in IT sales, and Cédric was tending bar at night. Then Covid came. The bars were closed, and I couldn’t meet with clients in person. It was a good time to move out of the city and open here. Cédric: People gave up a lot during Covid. But I’m French, and I just knew croissants would succeed.
How’s it worked out? Cédric: Chocolatine is doing well. And Elaine and I working together now is great. Being business partners has brought us closer. I’m the baker in the back, and she’s the boss in the front. Elaine: I’m the customer-facing one. I love selling our products because they’re honestly delicious and totally French. And since we keep bakery hours, closing at 3 or 4, I’m able to do some IT sales consulting again. Cédric: Chocolatine is 100 percent authentically French—no different from a neighborhood bakery in any French city. Elaine: We don’t cut corners. We use the best ingredients. Cédric: Valrhona French chocolate and butter from Normandy. Elaine: Our customers are thrilled to have a real, committed French bakery here in Denville. A lot of customers come in every day. Cédric: Like in France. Elaine: They take their time looking at everything we have that day before they choose. It’s all fresh, so pretty and wonderful to bite into, whether it’s a sweet treat or a savory tart or quiche.
Why did you open a bakery and not, say, a French café? Cédric: I have loved croissants since I was a kid. And baking was the first thing I did in the kitchen, in a pastry-making internship in high school. [Laughs.] That’s very French! After that, I had six years of culinary education. I have a degree from a great hospitality school, Lycée et CFA François Rabelais. It’s in the town of Dardilly just outside Lyon. That’s the culinary capital of France. I also have a diploma in hospitality management.
What else have you done in culinary? Cédric: All kinds of jobs. Cooking in restaurants, doing sales of French specialty foods, tending bar—a lot of that—and the baking. When I moved to New York in 2007 I bartended, because I had been doing that in Paris, Geneva and also Miami.
You pivoted from mixology to pastry. Are the skills similar? Cédric: It was a natural move for me. Bartending and baking are both very creative if you’re good. And I have a lot of creative energy. But to make nice cocktails and good pastry, you also have to be very precise.
What’s next for Chocolatine? Cédric: We hope to keep loving what we do. And to expand and open more shops. Elaine: And maybe bring some adventurous, multicultural flavors to our pastries. Like ube from my native country of the Philippines. It’s a purple sweet potato but tastes like dessert. Cédric: A great croissant could handle it.

DENVILLE, NJ – Funding was recently announced for a new warehouse proposed to be built in Denville on vacant land formerly owned by the township.
The joint venture equity deal for the proposed 119,250-square-foot building on 12-18 Vanderhoof Ave. was announced in a press release by JLL Capital Markets, which said it made the arrangement.
In the statement, JLL said it “operated on behalf of the new development sponsor, Cervenka Development Partners (CDP), to arrange the joint venture equity partnership with a global investment manager, Monocle Group.”

The warehouse would be built on a 19-acre site that became township-owned property through a tax sale almost four decades ago. The last year sold it to Vanderhoof LLC for about $6.4 million.
Denville Mayor Thomas Andes praised the deal that will enable the site’s development.
“The township and its professionals worked collaboratively with Cervenka Development Partners to create a plan that provides so much benefit to our community,” Andes said in the press release. “This project truly represents smart growth and is a win-win for everyone involved, including the citizens of Denville.”
The proposed building will feature a 36-foot clear height, 18 loading bays, one drive-in door, 52 car parking spaces and 13 trailer parking spaces, according to the announcement. It noted the site is close to Routes 80, 287 and 95 “providing access to 10 million people within a 30-minute drive time and 20 million people within an hour.”
“In my 12 years as mayor, we have continuously strived to increase the strength of our financial position through conservative budgetary policies,” Andes is quoted as saying. “This project and our partnership with CDP and Monocle Group is an integral part of a 5-year plan to be one of only a handful of municipalities in the state of New Jersey that are completely debt-free.”
CDP Principal Tom Cervenka is also quoted in the statement.
“We couldn’t have asked for a better team to execute this acquisition,” he said. “The town of Denville and Mayor Andes have been incredible to work with, while our JLL Capital Markets team brought an amazing equity partner to the table with the Monocle Group.”
Also weighing in was Monocle Group Principal Eric Benitez.
“We are thrilled to have been introduced to Tom and Sasha through our relationship with the JLL Capital Markets team,” he said. “CDP was able to secure this site at a cost basis that will enable us to achieve an above-market return on the deal. CDP has brought this project to the cusp of site plan approval, and we cannot wait to carry this through to completion together.”
The JLL Capital Markets Investment Sales team was led by Managing Director Marc Duval, Director Jason Lundy, Managing Director Jordan Avanzato, Director Nicholas Stefans and Senior Managing Director Jose Cruz, according to the press release, which noted that Joel Lubin and his team will be handling the leasing for the project.
“JLL was able to bring several investors to the table despite a period of volatility in the capital markets environment and that speaks greatly to the strategic sponsor, Cervenka Development Partners,” Duval said.
“Investors were attracted to the opportunity, given CDP’s diligent and forward approach as well as the strong industrial fundamentals in Morris County,” Lundy added.

Recycling
The team collects plastic bags and wrapping and works with Trex, a company that turns plastic into useful items like benches and wind chimes. The team has also been working with the Denville Township Green Team and the Oaks at Denville to collect the items.
At Halloween, the Green Team also collected candy wrappers and used markers for recycling.
Tower Gardens
With the help of Business Administrator Damaris Gurowsky, the Green Team received a grant to purchase indoor tower gardens. The gardens, which are tended by the students at Valleyview Middle School, have produced several packages of arugula.
Sustainable Sunday
On June 11, 2024 the Green Team will participate in Sustainable Sunday. The community event will be held at the Denville Farmers Market, 51 Bloomfield Ave. in Denville from 8:30 a.m. to 1 p.m. During the event students will share fun and educational activities about birds, ecosystems and the impact of climate change.
Denville Board of Education Member James Kim spoke about the district’s instructional space, demographic report and new housing developments in town. Kim is a member of the Denville Space Considerations Ad Hoc Committee along with Dino Cappello, Andrea Zeydelis, Denville Schools Superintendent Steven Forte and Sandra Cullis.
The Space Considerations Committee is studying “the immediate and long-range instructional space needs of the district, investigating, proposing and reporting solutions” due to the growth in residential development of the township.
Kim provided valuable information to the Board and public as it relates to the district’s mission and strategic plan. Additionally, the committee’s presentation examined past enrollment to future demographic projections and compared the data against the capacity of the district’s buildings.
Data points for the demographic projections were found in the “Demographic Study for the Denville Township School District, January 2022,”compiled by Richard Grip of Statistical Forecasting, LLC.
The committee’s presentation states that, “Based on 2023/24 Enrollments and current BOE policy, the District could take on 555 additional students.”
In its “Final Assessment,” the committee’s presentation also states that, “Based on the projected future enrollments of roughly 2,000 students by 2026/2027 School Year and based on Policy 2312 - Class Size, the Denville School District will be able to meet the space requirements needed to educate the students enrolled.”
However, the committee indicates in the presentation that there is a risk of variations from the projections that could result in a beyond capacity situation that could exceed current policy. Therefore, the committee made several “Immediate Recommendations” including the implementation of a monitoring system.
That would involve announcing student enrollment numbers monthly and could involve commissioning a new forecast analysis if the forecast discrepancy exceeds 3 percent to 5 percent or when the current forecast becomes outdated in December 2026.
Another recommendation sets timeframes for expanding the second floor of Riverview Annex.

So how happy are you to have won the election?
It still has not fully sunk in yet, but I'm happy that the hard work paid off. I could not have asked for better running mates, and we had an incredible group of volunteers and supporters that worked to get us across the finish line.

Why did you want to run for Denville Council?
Initially, I had a lot of reservations about running. I am very private, and when you run for office you are obviously in the public eye. However, after speaking with many former and present council members they gave me advice and encouraged me to run. Having served on several volunteer boards for 20+ years has given me the experience to take on a larger role in our community.
What is the one thing you'd like to see happen in 2024 in Denville?
I would like to see an initiative to showcase the history of our citizens with particular emphasis on our veterans and their service.
The Downtown in Denville is fantastic. Are there any ideas to even further improve it?
Part of the overall success of our town depends on the vitality of our downtown business district. In any business you have to periodically reinvent yourself in order to keep up with business trends and stay relevant. I think that with the business owners leading the way and with public input, the council can help to keep our downtown vibrant and successful.
What are the biggest challenges you see as a Council member regarding upcoming town issues?
Without a doubt it is the unfunded mandates forced on us by the state with the affordable housing mandates being the worst of them. People need to understand that our state is openly at war with the suburbs. The affordable housing debate has been ongoing for 40+ years, but the latest iteration of this being forced by the courts has been disastrous. We simply cannot sustain the type of growth being forced on us nor do we have the infrastructure to do so.
Give us an insight into your mindset and how you look at the town for the next 3 - 5 years?
I think that the issues will remain the same - affordable housing mandates, supporting local business and our downtown, increased recreational opportunities and open space, public safety, flood mitigation, and maintaining stable tax rates. As council members our job will be to work with our administration and professionals to formulate a strategy that best manages these issues.
What specifically in your background makes you uniquely qualified for helping the town for the next several years?
I was fortunate enough to have been born and raised in Denville. I have a good understanding of our community. My family life has been centered in Denville, and with my experience on many volunteer boards and organizations, I am ready to take on the responsibility in helping to shape the future of our community.
Tell us about yourself personally and professionally.
My wife and I both grew up in Denville, and we have two children who went through the Denville public school system. I have been employed at University Hospital as a Senior Network Security Engineer for 6 years having formerly worked for UMDNJ for 8 years. I have been in the Information Technology (specifically Network Security / Cybersecurity) field since 2002 with experience in several industries including financial services and military/defense.
