Construction is rising on 88-20 153rd Street, an eight-story residential building in Jamaica, Queens. Designed by Hill West Architects and developed by The Chetrit Group, the 80-foot-tall structure will yield 133,000 square feet with 207 rental units. NY Developers & Management is the general contractor for the property, which is bound by 88th Avenue to the north, 89th Avenue to the south, and 153rd Street to the east.

Recent photos show the reinforced concrete superstructure standing two stories above ground, with a network of scaffolding assembled to hold the wooden formwork for the next floor slab. Steel rebar can be seen protruding at the locations of the following series of vertical columns. Work should proceed smoothly on the remaining stories given the straightforward dimensions of the building massing, and the edifice could potentially top out before the end of the year.

The rendering in the main photo was posted on the construction fence and shows the exterior composed of a light-colored cementitious grid surrounding two distinct fenestration designs. The northeastern corner features larger windows with thick black mullions arranged in groupings of two and three stories, while the wings on either side incorporate narrower windows with white mullions in a more vertical arrangement. It appears that the entrance will be tucked underneath the corner facing 88th Avenue and 153rd Street.

The closest subways from the property are the E and F trains at the Parsons Boulevard station. Also nearby are the E, J, and Z trains at the Jamaica Center-Parsons/Archer station.

88-20 153rd Street is expected to be finished in the winter of 2024, as noted on the construction board.

Construction continues to rise on 270 Park Avenue, JPMorgan Chase‘s 70-story supertall headquarters in Midtown East. Designed by Norman Foster of Foster + Partners and developed by Tishman Speyer, the 1,388-foot-tall skyscraper will yield 2.5 million square feet of office space and set the record for the tallest building in New York to be powered by hydroelectric energy. Banker Steel is in charge of steel fabrication and NYC Constructors is the general contractor for the property, which spans a full block bound by East 48th Street to the north, East 47th Street to the south, Park Avenue to the east, and Madison Avenue to the west.It is expected to have a capacity to hold 15,000 employees.

The superstructure has continued to ascend steadily since our last update in mid-June, and has surpassed the roof level of the prewar building to the south. Patti & Sons has begun fireproofing the steel beams of the lower levels, as noted by the white finish on the first two office floors. This process will continue in step with the rising structure throughout the rest of the year and into 2023.

During our visit, we observed a constant parade of trucks delivering steel and rebar to the site, keeping the two construction cranes in constant motion hoisting the two-story columns and bundles of material up above East 47th Street.

Installation of the floor-to-ceiling glass and façade paneling has yet to commence, but could feasibly begin soon on the floors that have been fireproofed.

The following photo shows the diagonal steel columns two floors away from completing the first and largest diamond of the signature diagrid pattern. Above this peak, the massing will begin to set back from the street on the eastern and western elevations. Four more diamonds and three more setbacks will follow, each reducing in size up to the illuminated crown.

Meanwhile, work is ramping up on the multiple reinforced concrete cores within the base of 270 Park Avenue. The following photos show steel rebar protruding above formwork around the northwestern and southwestern corners behind the flared steel columns. Concrete pours should proceed imminently creating the walls that will surround the vertical trusses, and part of the assembly will be enclosed with large steel plates. The lobby floor will sit above street level, with staircases connecting the space to the sidewalk and ground-floor frontage.

YIMBY last reported that 270 Park Avenue is anticipated to be completed by 2025.

Demolition permits have been filed for four adjacent parcels comprising three four-story buildings and one five-story structure at 733-739 Second Avenue in Midtown East, Manhattan. The 7,443-square-foot lot is owned by Brause Realty under the New Second Avenue Owner LLC.

Located on the west side of the block between East 39th Street and East 40th Street, the interior lot has 83 feet of street frontage and houses four buildings built between 1910 and 1920. Components currently consist of retail space on the ground floor and residential space on the levels above.

Demolition permits were filed by Brause Realty in January 2022 for 729 Second Avenue, located at the intersection of East 39th Street and Second Avenue. No new construction plans have been disclosed for the property as of yet.

733-739 Second Avenue is closest to the Grand Central-42nd Street subway station, serviced by the 4, 5, 6, and 7 trains and Metro-North lines.

The San Antonio Spurs may have wildly missed the NBA’s playoff bubble, but that didn’t stop one of their rookie guards from getting his favorite bubble tea not far from his New Jersey hometown.

Hackensack native Dominick Barlow, 19, an undrafted rookie, picked up by the Spurs out of the Atlanta-based Team Overtime, returned to his hometown roots and enjoyed a treat from Zai’s Cappuccino Bubble Tea in Bergenfield, according to a post made on Monday, April 17 by members of the ecstatic business.

Though the Spurs limped to the worst record in the Western Conference this season - tied with the Houston Rockets for second-worst in the entire NBA - Barlow was all smiles in Jersey as the postseason kicked off without his squad, posing for photos with members at the bakery.

“My favorite player from the San Antonio Spurs visited me for his favorite Zai’s Cappuccino Bubble Team!,” the owners of the popular dessert spot posted on Instagram Monday afternoon. “I’ve known (him) since he was a kid and watched him grow up to be a wonderful and respectful young man.

“Dom, I’m super proud of you and all your accomplishments and achievements! Keep on shining.”

Barlow made a name for himself playing first at the St. Joseph’s Preparatory School in Philadelphia before receiving limited time and transferring to Dumont High School, where he became a star amongst his peers, averaging a double-double his junior season and then top honors despite being limited to eight games by the COVID pandemic his senior year.

He was named North Jersey Player of the Year as a senior, and planned to play a post-graduate season in Maine before ultimately pursuing professional plans.

During his first year in the league, the undrafted free agent appeared in 28 games for the Spurs, averaging less than 15 minutes per game under the tutelage of Hall of Fame coach Gregg Popovich.

The rookie put up middling numbers during his rookie year, averaging less than four points a game on 53.5 percent shooting, but the future could be wide open for the Jersey native as the Spurs are likely to embark on what could be a lengthy rebuild following years of near unparalleled sustained success among NBA teams.

E.I. DuPont De Nemours & Company is located at 2000 Cannonball Road, Pompton Lakes, New Jersey. The DuPont Pompton Lakes Works site (DuPont) occupies approximately 572 acres of land in Pompton Lakes and Wanaque. On July 1, 2015, DuPont transitioned ownership of the Pompton Lakes Works site to The Chemours Company, FC, LLC (Chemours) in 2015.

Two parallel valleys (Wanaque River and Acid Brook) run through the site north to south. Land use in the vicinity of the site is predominantly residential and commercial, and includes undeveloped areas, an interstate highway (Route 287) and state-owned forest. DuPont operated at the site from 1902 to April 1994, when the facility closed. DuPont manufactured lead azide, aluminum, bronze shelled blasting caps and produced metal wires and aluminum and copper shells. DuPont operated at the site from 1902 to April 1994, when the facility closed. DuPont manufactured lead azide, aluminum, bronze shelled blasting caps and produced metal wires and aluminum and copper shells. Background

E.I. DuPont De Nemours & Company manufactured explosives on this 572-acre site at the north end of Pompton Lakes, New Jersey, from 1902-1994. Land use in the vicinity is primarily residential and commercial and includes undeveloped areas, an interstate highway (Route 287), and state-owned forest. Cleanup of the facility is required under a New Jersey Department of Environmental Protection (NJDEP) order, NJDEP groundwater permit and an EPA permit.

During the facility's operation, manufacturing and waste management practices resulted in contamination of surface water, soil and sediment, and groundwater both on and off-site. Wastes disposed of on-site included lead salts, mercury compounds, explosive powders, chlorinated solvents, waste wire drawing solution and detonated blasting caps. As a result, primary contaminants in the soil and sediment are lead and mercury.

Lead and mercury releases have migrated off-site via a surface water feature known as Acid Brook. This migration resulted in soil contamination at 140 homes near Acid Brook due to overflow from the Brook during flooding events. As a result, acid Brook and the adjacent impacted homes were remediated in the mid-1990s.

Groundwater contaminated with volatile organic compounds also migrated off-site with the potential for vapor intrusion from contaminated groundwater, impacting off-site residences and other structures. Vapor intrusion results from spilled or leaked chemicals and gives off gases or vapors that can migrate through the soil and into buildings through cracks in basements, foundations, sewer lines, and other openings. A groundwater extraction and treatment system was constructed on-site and has been operating since 1998. This system has reduced the concentrations of volatile organic compounds in on- and off-site groundwater over time.

A residential area of about 425 homes is considered the “vapor intrusion investigation area.” This area was a result of groundwater contamination that originated from the historical operations of the DuPont facility. These properties were eligible to undergo vapor intrusion testing, design and installation of a vapor mitigation system, and inspection and maintenance of the vapor mitigation system once installed. Approximately, 337 vapor mitigation systems have been installed.

An area totaling about 40acres within Pompton Lake (known as the Pompton Lake Study Area) was subject to soil removal and dredging of sediment due to contamination by lead and mercury. The source of this contamination in Pompton Lake was DuPont's historical operations that resulted in the migration of metals (particularly lead and mercury) from the facility via Acid Brook into Pompton Lake. As a result, approximately 146,600 cubic yards of contaminated soil and sediment were excavated, processed and disposed of at approved off-site landfills. Restoration of the Pompton Lake Study Area included new plantings and park amenities, as shown in figure 1 below.

FRANKLIN LAKES — A proposal that would authorize the borough to establish a tax-financed open space fund will be on the ballot in November.

If it is approved, the borough would be authorized to impose a levy of 1 cent per $100 assessed valuation, or $106 per year on the average home, valued at $1,063,000.

An estimated $450,000 would be raised annually to help the borough acquire, develop and maintain land for conservation and recreation purposes. An open space levy would also make the borough eligible for New Jersey Green Acres Planning Incentive matching grants for the acquisition of open space.

If approved, the levy would have to be renewed every five years by referendum.

Open space funding is not new. Of the state's 564 municipalities, more than 200 have such funds. They include Oakland, which established its fund in 2003, and Wyckoff, in 2006.

Mayor Charles Kahwaty said the proposal "is a direct response to the concerns expressed by residents about how vacant land in Franklin Lakes is being overdeveloped."

The goal is to develop a fund that "over a period of time can be utilized for conservation and preservation purposes," Kahwaty said. "Overall, it is an effort to preserve the open space quality of life which Franklin Lakes residents have always treasured. The amount to be raised is relatively modest in the beginning. However, it is hoped that as years pass, enough funds will be generated to purchase properties which are suited for this purpose."

Resident concerns have been heightened during the recent hearings on the proposed development of the 89-acre Cigna/IBM/Express Scripts property off Parsons Pond Drive by the S. Hekemian Group. Originally proposed with 640 multi-housing units, the project was eventually reduced to 305 units, and two warehouses were substituted for the remaining 335 units. But residents continue to express worry over open space development.

Not yet discussed, but on the horizon for all of New Jersey, are new affordable housing quotas anticipated in 2025, when current agreements expire and a new round of assessments are issued. Developers will be expected to push once again for affordable housing designations for their properties.

Often mentioned as a property of concern if it came on the market is the 129-acre Becton Dickinson headquarters, just off Route 208 in the center of the borough. Although no plans to vacate the property have been announced, the land's estimated value of $46 million would make it a daunting purchase goal. But smaller tracts may be purchased or preserved.

The borough already has more than 450 acres of parkland and open space, which are permanently restricted from development. They include the Franklin Lakes Nature Preserve, Alice & Bud’s Meadow, and the 84-acre Parsons Pond Park adjacent to the Cigna site that was deeded to the borough by Express Scripts in 2015 as part of a tax deal.

The municipal question that will be on the Nov. 7 ballot will read as follows:

“Do you wish the Borough of Franklin Lakes to levy upon the taxpayers a tax in a sum not to exceed one cent ($0.01) per one hundred ($100) dollars of real property valuation, to be utilized solely for one or more of the following purposes:

The S. Hekemian Group, the contract purchaser of the property, is expected to present its concept plan for the site, currently owned by Cigna Corp.

The developer has also proposed donating a 3½-acre portion of the site for the borough to construct a 55-unit affordable housing complex previously planned for McCoy Road. The property is currently zoned for office building as well as research and laboratory use.

The hearing follows a Jan. 23 information session where borough officials outlined the proposal's complex background for the public. Residents can listen to an audio recording of that meeting, view a Power Point presentation and read other information about the Cigna proposal on the borough's website, franklinlakes.org.

Borough officials said the proposal does not include the adjacent 100-acre Parsons Pond Park, which was donated to the borough by Express Scripts in 2016 and designated a Green Acres site, which can't be developed.

No vote to authorize the proposal is expected during the hearing, billed as informational, as elected and appointed officials weigh its pros and cons. The borough's print materials characterize the meeting as "one of the initial steps in the process of working with the developer to find a solution that is acceptable to all parties."

However, borough officials cautioned, "The developer has represented that, if we do not reach an agreement on this proposal ... it will pursue whatever legal recourse it believes it has."

Affordable issues

The property was not included in the borough's June 2019 affordable housing settlement agreement with the Fair Share Housing Center because it was not vacant and developable at the time.

Fair Share's senior staff attorney, Josh Bauers, said Monday that the center had not yet been consulted on the proposal.

Future questions

Borough questions center on whether the property meets criteria to qualify as an "area in need of redevelopment." The term was once limited to blighted urban areas, but it now has a wider interpretation that is still being legally debated.

The borough has already completed the first two legal steps of this process by authorizing the Planning Board to conduct a preliminary investigation of the proposal on Dec. 6, and authorizing the borough planner to evaluate whether the property qualifies for redevelopment status on Dec. 21. The next step would be for the Planning Board to consider the borough planner's study, hold a public hearing, then provide a recommendation to Mayor and Council.

Also under consideration is whether the borough should enter into a tax abatement agreement with the developer. If the developer is allowed to make a payment in lieu of taxes, or PILOT, it will be calculated using a different formula from the standard property tax assessment. The county would get 5%, the borough would 95%, part of which may be allocated to schools. Currently 67% of Franklin Lakes property taxes go to its highly rated schools.
