Sarasota County will soon begin constructing an office for the District 12 medical examiner, a facility that has to this point been missing from the county.
Although neighboring counties, such as Manatee County, have built autopsy facilities for its cases, Sarasota County has been paying Sarasota Memorial Hospital to use its facilities. Medical Examiner Russell Vega has asked for a Sarasota County facility to host offices and equipment for autopsies for nearly three years.
“Through no fault of our staff, this has been delayed for three years,” County Commission Chair Al Maio said. “Dr. Vega will still not get in the building for another year or two, so this has taken long enough, and we need to get the project moving.”
The new facility will be located on 4.4 acres at 4480 Fruitville Road, just east of McIntosh Road. It had to be placed within 3 miles of Interstate 75 to allow easy access to Manatee and DeSoto counties, which Vega and his staff also serve.
Commissioners voted 4-0 — Commissioner Nancy Detert was not present — to enter a lease with 4480 Fruitville LLC for the facility. State records show the LLC’s managing partner is Frank J. LaCivita, the executive vice president of Lakewood Ranch’s Willis Smith Construction, Inc.
The county would pay between $4.4 million and $4.9 million on the 30-year lease annually. The lease would have an annual 3% escalator or the consumer price index value, whichever is higher.
After property taxes, insurance and operating costs, Director of Capital Projects Carolyn Eastwood estimates the county will pay between $5 million and $5.6 million annually as a tenant.
The county has the option to purchase the property and the building for $19.1 million after a minimum of three years. Per the agreement, the facility will be built and occupied by January 2023.
Originally, the 17,483-square-foot facility was designed as a one-story building. However, commissioners wanted to explore the possibility of adding an unfinished second floor for future use.
Adding a second level would double the building’s square footage, but it would require 70 additional parking spaces, the removal of grand trees and the use of a stormwater vault system, all of which would drive the cost up by about $6 million. Additionally, the extra floor space would drive the annual cost of the lease up by about $500,000.
Commissioner Mike Moran said he’d like to explore the option of a second floor because he said the county would be hard-pressed to get 18,000 square feet so easily.
“I think it’s just common sense,” Moran said. “We’re already under construction here, but we’ll never have another opportunity like this for the interest of the taxpayer.”
Additionally, Moran said the additional space could be used as a way to generate revenue through rentals or as overflow or storage should the county administration headquarters be moved to Cattlemen Road.
“The minute we do a ribbon-cutting on this, I’m willing to bet a Starbucks coffee to anyone on the board that we will get a request from staff that we need to come up with 20,000 square feet of space,” he said.
Commissioner Christian Ziegler also was in favor of the second floor, but he questioned whether it could be built later. LaCivita said it isn’t cost-prohibitive because codes change, and the first floor tenants would have to be vacated while construction is underway.
Moran said the county wouldn’t have to fund a fully furnished second floor right away and could instead just build a “cold, dark shell” until they decide a future use.
Commissioner Ron Cutsinger agreed, stating it makes sense to move forward with the project now, so the medical examiner doesn’t have to wait several more years for an office in the county.
“I think we take the opportunity, and we build the shell,” Cutsinger said. “One of the reasons we’re moving forward with this project right now is because we’re fast-tracking this as much as possible because it’s been underway for quite some time.”
Commissioners agreed to move forward with the one-story lease, and staff will now work with 4480 Fruitville LLC to move forward on the design of two stories.

The resident population east of Interstate 75 will soon grow by at least 300.
Real estate development firm The Collier Companies recently purchased 13.2 acres for $5.4 million in a cash deal that closed on Aug. 23.
It’s part of Sarasota County’s Fruitville Initiative, which was approved in 2014 following workshops with residents and a 2010 charette. The goal of the initiative is to encourage economic development and growth on 420 acres along both sides of Fruitville Road east of I-75 to create a gateway into Sarasota. As part of the deal, The Collier Companies will also be building four roadways and gifting them back to the county.
Although the apartment project site is near the county-owned Celery Fields, an important bird and wildlife habitat, no community meetings were required through the planning process.
“Because we’re not abutting them, we didn’t receive any pushback,” says Shannon Lee, vice-president of development for The Collier Companies.
Yet to be named, the apartment complex will comprise of three- and four-story buildings, six in all, and offer 130 one-bedroom apartments, 114 two-bedroom apartments, and 56 three-bedroom apartments. It will also have a separate clubhouse, resort-style pool, fitness center, mailroom with package lockers and a pet spa. The style will be “modern and simple. We want to fit in with the area,” Lee says.
The apartment project will be located on the south side of Fruitville Road, near the Fruitville Public Library, and across from Citria, a new, 300-unit luxury apartment complex that opened this summer where a 800 square-foot one-bedroom apartment is listed for $1,849 a month.
The Colliers Companies’ project will cost roughly $70 million to build, but it’s too early to determine unit pricing, says Lee. “We won’t be renting for two years,” she says. “Rents have been going up so high and fast we’re trying to see where they’re going to level out first.”
She expects the project to break ground during the first quarter of 2022 and estimates 16 to 18 months for construction.
Sarasota County rent rates have been exploding. According to data from Apartment List, a national online marketplace for residential, long-term rentals, the last time they dipped was in June of 2020, and they’ve been on a consistent, steep incline since September 2020. The median price for a one-bedroom apartment in Sarasota County was $1,505 last month, compared to $1,142 at the same time last year. For a two-bedroom in Sarasota County, the rent was $1,923 last month; last year September, it was $1,459—a roughly 24 percent increase year-over-year for both one and two-bedroom apartments. In an August interview, Igor Popov, chief economist at Apartment List, said, “We’re getting used to seeing these numbers, but 20 percent or more growth in a year is not normal.”
Attracted to what’s in store with the Quay Sarasota and overall area growth, the Fruitville purchase is the first time the Gainesville-based the firm has set foot in the Sarasota Market.
“We look forward to doing more deals in Sarasota. I have my eye on a couple things downtown,” Lee says.

Highbridge Equity Partners and Nabr aim to build more than 100 homes in Oakland’s Fruitvale next to a growing arts district.
The Oakland-based Highbridge and New York-based Nabr have filed preliminary plans to build a 105-unit complex at 1026 Cotton Street, the San Francisco Business Times reported. It would replace a former restaurant building.
The 1-acre project just west of I-880 would include condominiums or apartments anchored by a 140,000-square-foot future arts collective known as The Loom.
Early plans call for three six-story residential towers built atop a podium base, with parking on the ground floor and underground for 105 cars. It would include studios, one-, two- and three-bedroom units, and an unspecified number of ground-floor shops and restaurants.
Project plans did not specify whether those units would be apartments or condominiums.
The company hopes to be among the first developers to help turn 5 acres in Fruitvale’s Jingletown into the premier arts district in the Bay Area, Highbridge Equity General Partner Douglas Abrams told the Business Times.
The project would be anchored by The Loom, a roughly 140,000-square-foot warehouse Highbridge acquired in 2019 for an undisclosed price.
The building has become an artists collective, with seven artists operating out of the building. Plans call for as many as 50 artists, Abrams said.
“The idea is the Loom would become The Loom District — to create the Wynwood, in Miami, of the San Francisco community,” Abrams said, nodding to a formerly industrial part of Miami that has been remade into an arts and entertainment district. The Bay Area, he said, is missing a place like that, and Highbridge thinks its piece of Jingletown could create it.
The developer has paid nearly $24 million over the past three years to acquire 1026 Cotton Street and two other parcels at 2150 Livingston Street and 920 22nd Avenue, which make up a combined 5.2 acres.
Abrams said the Jingletown project would expand to have housing, entertainment and a theater, becoming a new neighborhood with a European feel.
Highbridge has been one of Oakland’s most prolific investors over the past decade. Between 2016 and 2019, it spent more than $100 million on office buildings, including the iconic Tribune Tower and YWCA Building.

“The need for decent, safe, and affordable housing is greater than it’s ever been,” said Mark McCann, Managing Director, Tax-Oriented Investments (TOI) at JPMorgan Chase (JPM).

“If we can’t keep up with the demand for affordable housing, it may leave people with a tough choice between paying rent or putting food on the table,” said Vince Toye, Managing Director, Community Development Banking and Agency Lending at JPMorgan Chase.
Given this urgent need, McCann and Toye believe that financial institutions are rising to the challenge.
At JPMorgan Chase, the TOI group works closely with Community Development Real Estate (CDRE) to ensure a seamless, efficient experience for development clients in need of debt and equity financing.
“Affordable housing transactions are complex, and if we can make it easier on our clients by providing debt and equity under the JPMorgan Chase umbrella, then that’s what we do,” Toye said. “Without both debt and equity, these developments can’t take place. Allowing our clients to draw financing from different parts of our firm brings these projects to life much faster. The ease of doing business with the same entity allows developers to streamline their onboarding and payment integration processes.”
With this level of collaboration, the firm can provide complex financing arrangements for different types of affordable housing developments.
“We can pair our debt and equity to benefit transactions of all types,” McCann said. “Among the hundreds of transactions JPMorgan Chase debt and equity have worked together on in recent years, there are new construction transactions, historic gut rehabilitations, tenant-in-place apartment renovations, 9% and 4% Low Income Housing Tax Credit (LIHTC) investments, and transactions for the homeless, veterans, and others with special needs.”
McCann shares the details of one deal that required especially complex financing arrangements.
“Among recent deals we worked on in concert with our colleagues on the Community Development Banking team, the North Sheffield transaction was one of the most complicated in Chicago,” he said. “There were two distinct financing structures: one for the 405-unit renovation of two apartment towers for seniors and one for the 80-unit new construction for families situated between the towers. CDRE bankers Chet Shedloski and Jack Bernhard worked together with TOI deal manager John Kavanaugh to craft these financing structures, which included one Community Development Banking loan for the towers’ renovation and one for the new construction. Layered on top of the loans was a single investment through the Tax-Oriented Investments team—not just any investment, but at $95.4 million, the largest in an affordable housing transaction in TOI’s history! Our syndication partners at Boston Financial Investment Management and our development partners, the Chicago Housing Authority and PIRHL Developers, were instrumental in bringing us this opportunity to work together on this landmark property to preserve and create 485 units of affordable and market rate housing in Chicago’s high-priced Lincoln Park neighborhood.”

Instead of using metal frames, the glass door is tightly fitted to the shower walls and uses hinges that allow the door to swing in and out. The glass comes in a variety of textures, and customers can choose from multiple styles and colors for the door's handle and hardware.
Customer Cory Korpi of Estero said he and his wife were pleased with the professional treatment and results after they hired My Shower Door to replace a leaky and broken shower door in their home.
“They did great job coming out to our house and showing what our options would be. They made purchase very easy,” Korpi said. “They made the process very easy. They worked around our schedule.”
Daubmann, who’s been involved in glass since his family operated a shower door company in New England more than 30 years ago, saw the tradeshow as a chance to network and expand his business, which is growing rapidly.
This summer the company was ranked in the top half of the 5,000 fastest-growing companies in the United States as determined by Inc. magazine. The magazine asked businesses across the nation to supply the three most recent years of data on revenue and staff size to help it determine the rankings.
My Shower Door, which has locations in Fort Myers, Naples, Sarasota, Tampa and soon in St. Petersburg, ranked 2,085 in the country with a revenue growth of 188 percent to $9 million. It has 63 employees, up from about 22 during the reporting period. The company is hiring again for positions in sales, installation, accounting and human resources.
“I was surprised at how well we were ranked. I looked at that and said we’re in the top half of that,” Daubmann said.
A large chunk of the growth came from the opening of D3 Glass, a company that not only supplies My Shower Door, but also companies such as Hertz, Bonita Bay Health Center and others.
But back to the national glass show and networking: Daubmann is looking for leads to groom as potential affiliates with My Shower Door. Affiliation is different from franchising.
As an affiliate, there are no royalties or annual payments as for a franchise. They can lead to animosity after a while, according to Daubmann. Affiliates buy a business plan and can arrange for My Shower Door to supply it with glass and fixtures.
“I want them to be our partners,” Daubmann said.
The affiliate doesn’t have to use My Shower Door products or other specified items as a franchisee would have to do, Daubmann said. Affiliates own their own business and can chose their own name, too.
He tries to work with two or three new affiliates each year.
His newest affiliate is in St. Paul, Minnesota. It joins affiliates in Oklahoma City, Grand Rapids, Michigan; and York, Pennsylvania. Daubmann, who used to referee American Hockey League games, is judicious about growing his business. He’s reserved the Florida territory for My Shower Door outlets that are company owned. After the St. Pete store opens, a location in Orlando is scheduled to follow. Affiliates are limited to other states as he tries to go national with his business.
Daubmann, who has two sons in the business with him, is close to being certified as a pilot. One son already has his license. Daubmann plans to use his new skill to fly to his Florida stores.
At 60 and in good health, Daubmann said he’s not thinking of retirement yet.
My Shower Door’s growth was a pleasant surprise.
“We would like to build something big. Our affiliate program is a way to go nationally,” Daubmann said.
