Miami-Dade County could sell land near Homestead Air Reserve Base to a developer with plans for a $28.2 million container and entertainment park.

The project would feature dozens of shipping containers converted into spaces for small businesses, such as retailers or restaurants, along with play areas for kids and a small entertainment venue.

The Miami-Dade County Chairman’s Policy Council will consider the proposed property sale on May 8 and the item could go before the full County Commission on June 6. Homestead Town Center LLC, co-owned by attorney Ahmand Johnson of Greenspoon Marder and Jossua Parini, a co-owner of coworking company 360 Spaces, wants to purchase the 23.85-acre site at the southeast corner of Southwest 280th Street/Waldin Drive and Southwest 127th Avenue.

The U.S. Air Force deeded the vacant site to the county in 2004 with the understanding it would be used for economic development, not housing.

The County Commission granted Homestead Town Center permission to build a temporary container park on the property in September. That group has paid $108,000 in permits for the property so far, but didn’t build the project, according to a county memo. The group realized the cost of building a container park would be considerable, so such a project should be permanent, not temporary.

County staff proposed selling the property to the developer for $12.47 million, which is based on its appraised value by the Miami-Dade County Property Appraiser. However, the county noted that was less than the value of $13.99 million an independent appraiser assigned to the property.

The county has not held a public bidding on the property.

The purchase price by Homestead Town Center would be reduced by the amount of permit fees it has paid to control the site on a temporary basis, but only up to $177,333.

The deed would include a 15-year agreement governing how the developer would utilize the property and violating that agreement could result in ownership reverting back to Miami-Dade County. The developer must spend at least $12.5 million on improvements on the site, which is less than the $28.2 million estimated project cost the developer listed. With construction completed in 36 months, the project must have 47 shipping contains, four soccer fields, a covered amphitheater of 2,700 square feet, two rubber surface play areas, a dog park, an outdoor gym, a farmers market, and dining areas.

The project must create at least 121 permanent full-time jobs, with salaries the greater of $35,075 or what the county defines as a “living wage.”

The container park must cover at least 12.2 acres. The remaining land could be developed with uses that complement the container park, such as retail or entertainment. Certain uses would be specifically banned from the remaining land: housing, strip clubs, funeral homes, and shooing range.

Johnson couldn’t be reached for comment. He’s working with Berenblum Busch Architects in Miami on the project.

The Miami-Dade Office of Inspector General (OIG) issued a review of the selection process for Homestead Town Center that was attached to the agenda item. The OIG noted that an October 2022 presentation by the same group called the container park a “loss leader” and hoped to build a mixed-use project including housing on part of the site, but the Air Force would need to approve housing development there.

HOMESTEAD - If you're heading towards the Florida Everglades, there's a place that's sure to catch your eye along the way: Robert is Here.

"This is me. This is just what my life has been. I've never done anything else," said Robert Moehling, the founder and owner of Robert is Here.

In 1959, 6-year-old Robert stood on the corner of SW 344th Street and SW 192nd Avenue, selling cucumbers in hopes of financially helping his family.

The first day of business didn't go well, no one stopped.

So, his parents had an idea.

"We put up a big sign, 4 by 8 or so, whatever big it was — it was a hurricane shutter from our old house — and the sign simply said, "Robert is here," said Moehling.

That day, 6-year-old Robert sold out and he's been here ever since.

Now, the stand is a lot bigger, offering practically every tropical fruit you can imagine.

They also sell homemade jellies and sauces, milkshakes that customers rave over and there's an entire petting zoo in the back.

Robert has made his business a family affair, and his children and their spouses help to keep things running.

The south Miami-Dade area is continuing to develop, with an influx of construction.

Now, the family is concerned about a proposed school that could be built near their property and the traffic it could cause.

"This traffic stop right here has 20 cars in each direction right now without the houses being built, without the school being here. It's just a disaster," said Heather Moehling, Robert's daughter-in-law who helps run the business.

The family is also concerned with where the high schooler will park, saying there won't be enough spaces for the kids on campus.

"And where are they going to park? They're going to park where we have no room to park or even drive," said Robert.

We reached out to Commissioner Kionne McGhee, who oversees the district, and he says south Miami-Dade is the fastest growing part of the county and says we're now seeing the impact of an area that wasn't given the proper attention decades ago.

"We're starting to see everything now come together and create what we're seeing now and that is a tug of war between particular use of property, private rights, we're starting to see the clash between business and agriculture," said Commissioner McGhee.

While the Moehling family acknowledges the school could bring a boost to business, they ultimately say the lack of space and roadways will prevent many customers from getting there.

And they say Robert is Here has always been here.

"We are an agritourism business here in the area and having all the excess people around — I want to make sure they know we were here first. We've been here since 1959 and agriculture will remain here, and we have that right to farm," said Heather.

There will be a public zoning hearing about this proposed school on October 19th and the family tells CBS News Miami they plan to be there.

(WSVN) - It’s a rough ride for drivers along one South Florida road, and they say their efforts to smooth the situation are being derailed. 7’s Karen Hensel investigates.

With every bump and thump that drivers feel on this Homestead road, they also feel their anger rising.

Sonia Rodriguez, passenger: “It’s a pain.”

This railroad crossing near the intersection of 184th Ave and 296th Street has seen better days.

Juan Rodriguez, frustrated with the railroad crossing: “Well, as you can see, it’s a lot of potholes have developed, the wood is rotten, the railroad nails are exposed.”

And it’s making for a shaky and potentially dangerous ride.

Elsie Ryan, driver: “I feel like I’m going over, like, big bumps, It’s not nice.”

Our cameras captured cars and trucks trying different methods to cross the tracks.

Some took it slow, some sped up.

A few even drove into the opposite lane to avoid the gaps between railroad ties and the tracks.

Sonia Rodriguez: “It’s horrible! It jumps, and it’s horrible.”

Juan Rodriguez says he has tried to report the problem for the past two years.

Juan Rodriguez: “I want whoever is responsible to fix it.”

But he says it’s difficult to find out who is responsible.

Juan first called 311 to report the issue to Miami-Dade County.

Juan Rodriguez: “Dade County 311 referred me to CSX, to call them.”

CSX maintains nearly 3,000 miles of railroad track across Florida, but Juan says it’s clear this crossing has been neglected.

It even led one driver to come up with their own fix.

Juan Rodriguez: “She dumped a load of gravel, but it all washed out. As you can see, it’s all in this edge right here.”

He says his efforts to get the tracks repaired have hit a dead end.

Juan Rodriguez: “I know that every time I talked to CSX, they told me they weren’t responsible because the tracks have been abandoned. Take care of the problem.”

So 7 Investigates started asking questions, and we got answers.

CSX says it is “coordinating closely with the city to schedule maintenance work on 12 crossings along this rail corridor … We expect this work to take two weeks to complete.”

Juan Rodriguez: “So that’s good news, that at least somebody’s going to take care of this problem and resolve this. I’m really grateful to Channel 7 and to all of you who had cooperated in resolving this problem.”

Miami-Dade’s Department of Transportation and Public Works tells 7 Investigates that CSX has filed a request to close Southwest 296th Street beginning July 26. The request is still pending.

HOMESTEAD, Fla. – A bear that was spotted last week roaming around a Homestead neighborhood was captured over the weekend and released in a state forest, officials with the Florida Fish and Wildlife Conservation Commission confirmed.

Home surveillance video captured the bear strolling around the Isles of Oasis neighborhood off Pacific Drive and Southwest 147th Avenue around 10 p.m. Thursday.

A spokeswoman for the FWC said the 200-pound male bear was captured around noon Saturday and was released in the Picayune Strand State Forest in Collier County the following morning.

During this time of year, bears are more active. Juvenile bears are starting to disperse from their mothers and may be seen in unexpected areas as they make their way to other habitats and typically move away on their own,” the spokeswoman, Arielle Callender, said in an email to Local 10 News.

According to a map provided by the FWC, bear sightings in Southeast Florida are rare, however Callender said a bear sighting in a residential area is not necessarily cause for alarm.

“However, it is important that residents secure food attractants so that bears do not linger in the area. If a bear is not able to find food, it will move on,” she said.

FWC officials warn the public never to approach a bear or feed it.

“The worst thing you can do is turn around and run,” Zoo Miami’s Ron Magill said.

Instead, Magill suggests looking as “big as possible,” speaking firmly and loudly yelling at the bear.

“More likely than not, that bear is gonna run away,” he said.

Neighbors in Homestead were happy to hear that the bear has a new home.

“Our kids ride their bikes and so it is great to realize we don’t have to worry anymore about bears roaming through the neighborhood and worry about the kids,” resident Tikealia Williams said.

On Sept. 13, the County Commission’s Airport and Economic Development Committee will consider granting the Seattle-based e-commerce giant (Nasdaq: AMZN) a 12-month extension for its Homestead project. It appears Amazon is still moving forward with the $129 million investment in the project, but it's taking longer to open than initially anticipated.

In 2020, Amazon purchased the 76.9-acre site at 27505 S.W. 132nd Ave. from the county for $22.06 million and signed a development agreement that required it create at least 325 jobs with an average salary of $32,000.

However, by 2022 Amazon had slowed down its development and leasing of warehouses across the country. The explosive growth in e-commerce sales during the first year of the Covid-19 pandemic had eased up, plus construction costs increased. Amazon often uses advanced robots in its warehouses.

According to the county staff memo, Amazon obtained a temporary certificate of occupancy for the 1.35 million-square-foot facility in June 2022; however, it has not yet been fully equipped with all the necessary equipment and furnishings to commence operations. Amazon anticipates installing the necessary equipment by spring 2024, according to the memo.

“Amazon has endured delays due to ‘various macroeconomic issues such as industry-wide supply chain challenges and inflationary pressures that have impacted not only this site but Amazon’s entire network of facilities,’” according to a county staff memo.

Under the proposed agreement, the completion date and job requirement deadline for Amazon’s Homestead facility would be extended 12 months to Sept. 18, 2024. It would still need to comply with the deal for 21 years.

"We’re grateful to Miami-Dade County for their partnership on this project and will continue to work closely together to share more as plans progress,” Amazon spokesperson Owen Torres stated.
