BERNARDS – “It's a shame it has come to this.”
That's what Mayor James Baldassare Jr. said Tuesday after the Township Committee voted unanimously to take the necessary measures to transfer the assets of the Liberty Corner First Aid Squad to a trust fund for first aid services in the township.
The vote came six weeks after the squad announced that after 57 years of service, it was ceasing operations and beginning the process of dissolution.
The announcement sparked friction between the volunteer organization and the Township Committee that has included threats of litigation and squad members being no longer invited to attend the township's First Responders Appreciation Night on Oct 27.
Like many volunteer organizations throughout New Jersey and the country, the squad in recent years has faced a crisis in recruiting enough volunteers to provide 24-hour service.
In the announcement that operations would be ceased, the squad said several factors had contributed to the shortage of members – full-time careers, family obligations, pandemic fatigue and retirements.
Three years ago, the township contracted with Atlantic Health to provide paid daytime EMS service, with Liberty Corner and Basking Ridge Fire Company No. 1 & EMS providing service during the remaining time.
But after three years, Liberty Corner "had no choice" but to cease operations, according to the squad's letter thanking residents for their support.

With the squad no longer answering calls, that raised the question of what was going to happen to the squad's assets.
According to its 2020 federal income tax return, which is a public record, the squad had a total of $786,884 in assets, including $604,879 in savings and temporary cash investments at the end of the year.
The return also shows the squad in 2020 had revenue of $141,916, including $112,192 in contributions, and $137,920 in expenses.
But a dispute arose between the township and the squad about the assets.
The squad wanted "an opportunity to continue to rebuild," squad president David Lai-Len told the Township Committee on Tuesday, adding the squad was "admitting its shortcomings."
In response to squad members not being invited to First Responders Appreciation Night, Lai-Len said, "The Township Committee doesn't know what it's like to be a first responder."
Baldassare said at Tuesday's meeting that there has been "a lot of misinformation" about the squad's relationship with the township.
"We did not want to see the squad go, but it is what it is," he said.
"We did not push them out," Township Committeeperson Janice Fields, the Township Committee's liaison to the squad, said. "It was not a choice we made."
Fields added that the township was "shocked" to learn the squad was ceasing operations.
She explained that the township had the "fiscal responsibility" to transfer the squad's assets to a trust fund only to be used for first aid services. That trust fund would also be registered with the state.
But the squad disagreed with that plan, she said, and that ended discussions.
"We tried to work with them," Fields said, adding the township tried to help the squad "every way we can."
Fields said the township has the responsibility to ensure that residents have access to emergency ambulance service 24 hours a day.
"We're not going to jeopardize the safety of our residents," Fields said.
Some residents came to the meeting to support the squad.
"I'm shocked, appalled that's how the government feels about these amazing volunteers," Susan Kessel said about the squad members not being invited to the township recognition event.
Kessel also criticized the decision to transfer the squad's assets.
"I can't believe you feel this is the right thing to do," she told the Township Committee. "They're down and trying to rebuild, you're trying to take everything they have."
Nancy D'Andrea, a former chair of the township Democratic Party, also criticized the rescinding of the invitation to squad members.
"That's really shameful," she said. "We're better than that."
Gary Taylor, a captain of the squad, was emotional when he told the Township Committee about the squad and its members' devotion to duty.
"I joined the squad to make a difference," he said, his voice breaking.

BASKING RIDGE, NJ — A lawsuit is brewing between Bernards Township and the Liberty Corner First Aid Squad(LCFAS) after the squad ceased operations last month. Both sides are speaking out to Patch about the growing tensions ahead of Tuesday's Township Committee meeting.
LCFAS Past President and Captain Fred Miller said it appears the squad and its volunteers are "being pushed out."
"We faithfully served free ambulance service to the township for 57 years including 20 months anwering COVID calls and we just want to a chance to rebuild," said LCFAS President Dave "Phil" Lai-Len.
Fields said it wasn't as cut and dry. She said the squad has been having issues for at least three years in recruiting members. They went from a full-time shift to what she called "part-time" to wanting to cut it down even further.
"I went to my colleagues to ask and we all said no. We can't do that to the town," said Fields. "All along they have been having problems. If we give in to only three shifts and then what if they come back and say they can't handle three?"
Fields said the committee was very upset about the decision but said it was not fair when it came to residents' safety in case the squad couldn't cover a shift.
"We couldn't take that leap of faith. Not when it comes to safety of the community," said Fields.
Lai-Len emphazied that the squad just needed more time.
"We are just trying to rebuild. We are just asking for a chance," said Lai-Len.
Miller added that the squad had a "bunch of new members and students from Ridge" who were interested in joining. But they didn't get the chance to start.
The squad would need around 20 members to cover their full 24/7 shift and currently have 7 EMTs with a few other driving only, said Miller.
A decision was eventually made to cease EMS operations in Bernards Township effective midnight on Sept. 5 "due to increased call volumes, coupled with all-volunteer staffing issues." Read More: Liberty Corner First Aid Squad Halts Operation After 57 Years
The situation came to a head in mid-September when the township came in to get a list of all the squad's assets such as its land, building, vehicles, equipment and funds.
The township was referred to the squad's attorney.
Baldassare said the squad intended to not return the funds to the township and instead donate equipment to other municipalities and make internatinal donations.
"We can not sit back, and in good concisious, allow this when we are charged with the safety and wellbeing of the township residents," said Baldassare.
"They are under the impression they can use the remaining assets for whatever they want," Baldassare continued. "Our positon is all of those assets accumuliated are for a specific use - for EMS services for township residents."
Lai-Len said a number of people in the community have already reached out in support of the squad and started writing letters to the township.
"They contributed the money to the first aid squad and rely on our discretion on how to use it. They didn't donate the money to the township," said Lai-Len.
Fields said this lawsuit is the committee's way of "fighting for the tax dollars that went into the squad."
"We're fighting for our residents. We gave them an option to put the money in a trust fund only to be used for emergency services and they said 'No, speak to our lawyer.' And they were going to keep it for themselves and spend it how they saw fit," said Fields.

BERNARDS TWP., NJ _ The Liberty Corner Fire Company is hosting a Food Truck and Music Festival with 18 gourmet food trucks, live music, vendors and activities for children from 11 a.m. to 7 p.m. this Saturday, June 25, on the Liberty Corner Fireman's Field off Church Street in Liberty Corner.
Admission is $5, with children under age 5 free. The event is a benefit for the all-volunteer Liberty Corner Fire Co., which has been the firefighting organization serving a large portion of Bernards Township since 1910.
The event planners also announced there will be a selection of beer, margaritas, and a sangria garden for adults.

For children, activities such as pony rides, a petting zoo, face painting, sand art, games, and more have been scheduled.
As of early this week, the food trucks signed up to serve up meals and treats included: Chick Wings & Things; Cold Stone Creamery; Cousin's Maine Lobster; El Lechon De Negron; Empanada Truck; Hold My Knots; House of Cupcakes; Johnny Zeppoli; Mac Truck; Mozzarepas; Rolling Pita; Senor Tacos; Snatch Yo Soul Food; Soup Phantom; Taxicab Burgers; Top Tea and Uncle Sal's Egg Rolls, according to the fire company.
Cans and non-perishable items will also be collected and donated to a food pantry to support those in need.
The public is invited to bring friends, family and their appetites, along with chairs and blankets. The Liberty Corner firehouse is at 95 Church St. in Liberty Corner.
Live music is expected to be performed by Rock Bottom.
Some of the drinks to be sold will include beer from Lone Eagle Brewing, Sen?or Sangria, regular and strawberry margaritas, and red and white wine.

On Friday, Sept. 26, former Rutgers University football player Eric LeGrand, who suffered a paralyzing spinal cord injury during a 2010 football game, visited Bonnie Brae in Liberty Corner on Sept. 26.
LeGrand motored into the gym in his custom wheelchair and was warmly greeted by a group of Bonnie Brae students wearing T-shirts they had air-brushed with his motto of “Believe” on them. A banner hanging front and center, also made by students, displayed the message that is recorded on LeGrand’s voicemail, “Remember, never take anything for granted. Every day is a gift. It’s a prize of its own, so go out there and receive it. Enjoy it and live it to the best of your ability. Believe.”
You could hear a pin drop in the school's gym as Eric shared his personal journey of courage and inspiration with the 200 boys and staff members of Bonnie Brae. "They said I would never breathe without a ventilator, and I did. They said I would never be able to eat a normal meal, and I did. They said I would never walk again, but I believe I will," said LeGrand. LeGrand's milestones have not come easy. With his dedicated mother, Karen, by his side, he has committed to years of often grueling and difficult physical therapy. This coupled with his incredible determination and commitment to keeping himself healthy is what he believes will allow him to walk again someday from the spot he was injured on the Rutgers football field.
LeGrand is committed to raising awareness of spinal cord injuries, which he felt has taken a backseat in the media since the death of Christpher Reeve. He stated that most of today’s young people don’t know who Christopher Reeve is, and that while he is fortunate to have a lot of support, many people in his condition do not. In September of 2013, he officially launched Team LeGrand, a partnership with the Christopher and Dana Reeve foundation. Team LeGrand’s mission supports and aligns with the Reeve Foundation's mission of helping individuals living with spinal cord injury and their families by supporting quality of life initiatives and emerging therapies.
LeGrand’s visit to Bonnie Brae was no accident. Linda Saverino, a Medical Secretary at Bonnie Brae, saw LeGrand speak at her son’s school last year and was incredibly moved. She knew his story would resonate and inspire the boys and young men that she worked with every day at Bonnie Brae. “The boys we serve are ‘overcomers’, and Eric is an overcomer. I knew that meeting him and hearing his story could make a difference for our boys,” said Saverino. After a year of diligently following up with LeGrand, her wish came true.
LeGrand wrapped up his visit by answering questions from the young men in the audience. He was most touched by Khaleef, who shared that he had seen LeGrand play before his injury and had attended a camp at which LeGrand had spoken. Khaleef expressed how thankful he was to LeGrand, and how much it meant to him personally to see him again and to hear his story. Students then presented LeGrand and his mother, Karen, with a wood-embossed plaque that they had made in their shop class with “Believe” emblazoned upon it, as well as a modest donation check for his foundation. Both Eric and his mother were touched and said they would welcome the opportunity to visit again and become more involved in Bonnie Brae’s mission “to help young men reclaim their potential through education and therapy.”

Bonnie Brae serves 89 boys and young men at the main campus on 100 acres in Bernards Township and 15 young men at community-based transitional living homes in New Brunswick and Bound Brook. For nearly 100 years, when all other resources have failed, Bonnie Brae has been a safe haven for boys-in-crisis.

The sale of the three-building office park was brokered by Cushman & Wakefield’s East Rutherford, NJ, investment sales team of Gary Gabriel, Andrew Merin, David Bernhaut, Brian Whitmer and Frank DiTommaso II.
“The portfolio features a diverse, credit-laden rent roll with over 40 tenants offering numerous synergies from shared amenities and multiple price points for occupiers,” says Gabriel. “Prior ownership capitalized on the flexibility of the park, and its amenities, and was able to consolidate and expand a number of tenants.”
