Using funds from the Neighborhood Preservation Program, the town hired mural artist Caren Olmsted to create the 14-by-60 foot mural which will adorn the Moran Street side of the building.
Part of the project involves members of the public gathering in the basement of a Spring Street business where the pieces of the mural will be painted and assembled into panels which will be attached to the wall, creating the full rendering.

The first timeblock on July 30 has been filled, but there are 17 more hourlong blocks available through Aug. 3. Each session has space for 20 people which will allow groups of friends to work together. There is a limit of two signups per person.
Installation of the mural will be in early October with a formal "unveiling" ceremony to follow on a date to be scheduled later.
The mural is part of the overall Neighborhood Preservation Program grant aimed at Spring Street. That work has included installation, with the help of Planet Networks, of an outside PA system on Spring Street which can play music for shoppers and is used for narration of events such as parades and the annual Taste of Newton.
Last summer, the long-term project brought flower planters to the downtown shopping district. Other parts of the grant will help property owners restore facades and install signage and lighting. There will also be work to improve the alleyways which lead from Spring Street to off-street public parking.
Olmsted, a native of Morristown, has a studio in Basking Ridge where she creates her murals under the name Olmstead Mural Group. She will help supervise the public painting sessions.
Olmsted founded the company after several years working as a set and lighting designer and four years as an art educator. She holds a degree in theater design from Bates College and has an art education degree from Appalachian State University.

According to Jason, Moose International is a fraternal organization supporting local causes as well as but not limited to supporting Mooseheart and Moosehaven. Mooseheart is a city in Illinois owned by Moose International that provides a home for children whereby they are educated. Mooseheart is also known as the City of Children.
“We have approximately 150 -160 children living in Mooseheart,” he said. “Moosehaven is a community in Florida where many of our members retire to and live with like-minded people. On the local level our lodge is able to assist and help our members, their families and other people within our communities in their time of need. This past month we have donated three scholarships to Sussex County graduates.

Sussex County commissioners face a lack of money and will talk behind closed doors next week about what to do about the long-delayed project to upgrade and expand the Dennis Library on Main Street in Newton.
The library building was owned by the Newton Library Association until a year ago, but the collection and operations fell under the county's library division, paid for by a near-countywide library tax. The county board approved a plan in 2020 to use a $3.5 million state grant, and matching $3.5 million from a "rainy day" fund controlled by the commissioners for the expansion.
The library association donated the building to the county in anticipation of the project to expand the building's footprint at the corner of Main and Elm streets.
However, according to County Administrator Ron Tappan, new estimates from engineers on the cost of the expansion project have come in about 40% above the $7 million on hand. That amounts to about a $2.8 million increase in the project.
Dennis Library is one of six libraries operated by the county system. There is the main library in Frankford along with the Dorothy E. Henry Memorial in Vernon, Franklin Branch in Franklin, E. Louise Childs Memorial in Hopatcong and the Sussex-Wantage Branch in Wantage.
The county system is funded by a library tax which does not include Sparta Township, which has its own library system and tax.
Commissioner Director Chris Carney said the executive session will be held toward the end of the commissioner's regular meeting which begins at 6 p.m., April 12 at the Commissioner's Meeting Room in the county Administrative Center at 1 Spring St.
While not giving specific details, Carne and Tappan said options on the table include upping the county's share of funds, cutting back the scope of the project or dropping it altogether.
Carney said the commissioners normally adjourn their bi-monthly meeting directly from the executive session, but next week's meeting will likely see the board coming back into public session, not only to approve an item or two discussed in executive session, but possibly comment on the library system.
The proposal was made public in March 2020, with the announcement the county had secured a $3.5 million grant from the state. That state money comes from a 2017 voter-approved bond program which specifically goes to help improve library services across the state.
As a requirement of the grant, a locality had to come up with matching funds. The commissioners pledged a $3.5 million share to come from a special account set up in 2012 to hold the proceeds of the county's sale of the Homestead Nursing Home.

The nursing home, which is just yards from the main library in Frankford, was sold by the county for nearly $8 million to private owners with the proceeds earmarked for projects or programs which would benefit residents of Sussex County.
At that 2020 vote to approve the matching funds, the freeholders' resolution said a recent survey of more than 1,600 country residents showed 97.3% "believe the Library System is important to the County and 95.9% believe the Library System is important to them and their family."
Carney sad the dramatic rise in prices can be traced to inflation as well as the pandemic with supply of basic construction materials going down, meaning prices went up.
The expansion plan was to include a two-story extension from the back of the building, running parallel to Elm Street. The front of the historic building facing Main Street would be untouched.
The construction would include a pass-through of the current driveway which provides access to on-site parking.
The addition would include space for offices, including moving the county library director's office currently at the Frankford branch, as well as a technology center and to house the library system's computers.

NEWTON − With three applications for retail cannabis shops in hand, the Town Council is proposing to add one more possibility within the general area of Mill and Water streets, which are already cleared to hold two each.
On Monday, the council introduced an additional retail opportunity within the SD-3 zone, but retained the limit of two shops each on Mill and Water streets.
The council also approved a change in name for the 117 Water St. retail cannabis business from Newton CB to Skyland Herbal.
The council also expressed support for a resolution − likely to be introduced at the June 26 meeting − which urges Sussex County to move forward with the project to upgrade the county-owned Dennis Library. Once operated by the Newton Library Association, the town also owned the library before ownership was transferred to the county.
The county was able to obtain $3.5 million in state grants which it said it would match to make upgrades. The upgrades were estimated to cost about $7 million. However, bids to do the necessary work came in at a minimum of $10 million and the project was put on hold.
The county's Board of Commissioners has asked the county engineer and administrator to go over the plans looking to bring the costs down to what has been committed.
The library issue was brought to the council by a town resident during the public comment session who noted the need to upgrade the building to make it more accessible to town residents. Councilwoman Helen LeFrois was absent from the meeting, but during various later comments by other councilmembers, it appeared all were in favor of such a resolution.
The council also appeared to be upset by news from Wayne McCabe about how a house in the town's historic district was taken apart beam by beam and hauled away. McCabe said the owner, however, did not have that approval and instead had told the town's Planning Board he wanted to upgrade and restore the building.
According to McCabe, instead of upgrading, the applicant dismantled the house at 75 High St., leaving a cellar hole. When questioned, the owner, according to McCabe, said there was no way to "save" the building because of issues uncovered.
Town Attorney Eric Bernstein said on the face of what McCabe, a former county and town historian and president of the Newton Historic Association, said it appears the owner violated Historic Preservation Commission permissions and town permits for renovations, not demolition. He said he would look into the issue and report back to the council.
The agenda from the May 15 meeting show that Angel Pacheco appeared before the commission for permission to do "exterior renovations and repairs: siding, roofing, windows, front porch, side door, and front door" work.

The council also accepted the low bid of $1,089,472 from D.S. Meyer Enterprises of Waldwick to be the prime contractor for a sidewalk/road project on Mill Street and Swartswood Road. Since the road is part of the Sussex County highway system (County Route 519), the county is partner in the project.
The council approved - with Councilwoman Sandra Diglio abstaining - a resolution to name June as LBGQTIA+ Pride month in the town.

While Town Manager Thomas S. Russo's budget message sounded an initially dour outlook on finances, the general town budget of $16,382,302 contains a town tax increase of just $5 per month. He said the average residential tax bill for Newton taxes will rise from $2,838 paid in 2022, to $2,899 this year.
The budget message, presented at Monday's council meeting, said there has been growth in new developments in Newton and the town's Net Valuation Taxable − the amount of property which actually pays taxes − saw its biggest increase in more than seven years while the average property assessment also rose from the 2022 level of $185,293 to this year's level of $185,638.
Since 2011, the town's annual tax increase has been less than $100 and in 2019, there was no tax increase. From 2004 to 2010, the annual increase was in three figures, topping out at $298 in 2008.
Russo said he and the financial team, headed by Chief Financial Officer Monica B. Miebach, are able to use the last year's budget surplus to keep the tax rate down. In 2021 there was a fund balance of $2,922,773 of which $1,425,200 was used in the 2022 budget. The 2022 budget ended with a $3,778,446 surplus of which $2,050,791 was factored into this year's spending package. The remaining $1,727,655 is available to be used, if needed, in this year's budget as well.

The amount of state aid, as a percentage of the town's total budget, will be just 6.61% in 2023, continuing the decline in each year from the 8.18% of 2017. Total state aid will be slightly more as a dollar amount this year at $1,086,018, compared with $1,025,916 from Trenton last year, however.
As with most municipal budgets, salaries, wages and benefits, totaling nearly $9.5 million, constitute 58% of this budget. In 2022, employee costs were more than 62% of the budget.
Capital projects, paid directly from the budget and through bonding, will amount to $5.4 million in 2023, led by $2 million in renovations and repairs at Fire Station #1 on Mill Street, $140,000 for upgrades to the roller hockey rink in Memory Park and $76,000 toward repairs and upgrades to the "kiddie pool" at the municipal pool complex, also in Memory Park.
In addition to purchase of equipment, such as dump trucks, the capital projects fund also plans to use $515,000 for sidewalks on Swartswood Road, $375,000 in the emergency dispatch center, and $825,000 for a boardwalk between Memory Park and the state-owned rail-to-trail on the other side of the marsh which borders the park.
Those last three projects also include federal, state and private grants.
The capital projects budget also includes $265,000 for a reassessment project which was approved by the council in separate action Monday.
Because there was a lag in doing reassessments within town, the equalization rate for Newton properties went beyond a number which triggers possible state action. In response, the council decided to hire an assessment contractor to do annual updates to property values.
Appraisal Systems of Morristown, was awarded a five-year contract for $265,000 to do the annual updates, beginning with $125,000 worth of work beginning Oct. 1, and $35,000 for each of the following years.
By doing continuing reassessments - looking at and updating assessment records each year - it is hoped that changes in property values will remain in line with current conditions. The council also approved the 2023 water and sewer district budget, but on a vote on the tax rate going forward, Councilman Jean Paul Couce voted no, without comment.
Part of the discussion when that budget was proposed several weeks ago was that there were built-in increases in fees and no deafferenting between residential and commercial rates.
The town has 2,745 accounts served by the water/sewer system and will operate in 2023 with a $4.95 million budget.
The new rates, which are now in effect, have a residential minimum (up to 4,000 gallons of use per quarter) of $31.50 for each quarter and a sewer rate of $47.25 per quarter, for a combined rate of $78.75 per quarter.
The combined rate per quarter goes to $82.69 in 2024, and $84.76 per quarter in 2025.
The rates also increase for usage of more than 4,000 gallons per quarter.
