Palm Beach County won’t stand in the way of either Palm Beach Gardens or North Palm Beach as they try to annex residential areas that the county now governs.

It doesn’t, however, want to lose control of six county-owned parcels that fall within one of Palm Beach Gardens’ five proposed annexation areas. Together, they total 20.7 acres, with the largest of them the 13.9-acre Juno Park.

County commissioners this week directed staff to send a letter to Palm Beach Gardens, saying they want to maintain ownership of the six parcels regardless of what happens with the annexation vote on March 19.

“These annexations are not a surprise to anybody,” said County Commissioner Maria Marino, who represents north county. “This is only 20 acres. The reason why the county wouldn't want the land to be annexed is because the county has its control when it is unincorporated.

“I don’t see why we should oppose the annexation. I believe we should give voters the opportunity.”

Juno Park largest of six parcels Palm Beach County wants to retain from annexation

The six parcels are all within Area 1 of Palm Beach Gardens’ plans. It is the largest of the five areas, covering 1,244 acres, 3,607 homes and 7,760 people.

As it stands now, all neighborhoods in Area 1 would become part of Palm Beach Gardens if a simple majority of all the area’s voters — 50% plus one — cast ballots in favor of the move, even if entire communities vote to oppose it.

The six parcels the county wants to keep control of are:

Ron Ferris, Palm Beach Gardens’ city manager, said the city’s response depends on the outcome of the annexation vote, which is set for March 19.

“The city would be open to a dialogue with the county to determine the best way to serve the residents in the area by utilizing any available property,” Ferris said Tuesday.

County commission questions lawyers for Palm Beach Gardens, North Palm Beach on annexation plans

In four places, Palm Beach Gardens and North Palm Beach will compete to annex the same neighborhoods in March. Officials acknowledge that this type of competition is rare, and say the courts likely would have to resolve the matter of residents' vote to have both municipalities annex their lands.

Attorneys for both Palm Beach Gardens and North Palm Beach appeared before the commission Tuesday to speak about their annexation efforts.

R. Max Lohman, the Palm Beach Gardens attorney, said his city has “has worked with the Village of North Palm Beach as far back as 1989, trying to resolve disagreements about their future annexation areas It has just been to no avail. They have agreed to disagree over the years unfortunately.”

Lohman told commissioners that North Palm Beach’s proposed annexation areas do not meet the “compactness” requirement for annexation per state law, which means that the concentration of property in each area must not create pockets of unincorporated land within it or boundaries that are too winding.

Leonard Rubin, village attorney for North Palm Beach, directly refuted Lohman’s claim.

“I don't agree with (Lohman’s) analysis about the creation of enclaves and I don't agree that the city cooperated with the village,” said Rubin. “Palm Beach Gardens has no interest in meeting with us.”

Residents in Hidden Key, a neighborhood east of U.S. 1 off Jack Nicklaus Drive that Palm Beach Gardens has proposed annexing, have raised a similar question about the shape and size of Area 1. They have asked the city to create an annexation district exclusively for their neighborhood, wanting their votes to stand on their own and not be blended into the other communities in the zone.

Two restaurants connected by a small hallway at North Palm Beach Country Club merged with a brand-new menu in time for a rush of customers visiting the village to escape the cold in the Northeast.

NPB Public House, a laid-back, tavern-style eatery with comfort foods such as chicken wings and french fries, became a part of the upscale, clean-eating restaurant Farmer’s Table North Palm Beach on Nov. 13.

Farmer’s Table opened at the country club in 2019 and NPB Public House followed about a year later to provide golfers and visitors a more casual eating option with a bar and televisions to watch sporting events with friends.

Don Lullo, general manager of the Farmer’s Table location, said the head chef and leadership team decided to merge the two because customers often wanted to order items off both menus while sitting at the same table.

“We listened to our guests, golfers and members and thought, ‘How can we find a middle ground to make everyone happy?’ ” Lullo said.

Favorites from NPB Public House such as black bean chili, pretzel sticks, cheeseburgers and fries carried over to the new menu. Farmer’s Table’s best-selling salmon, flatbreads and turkey meatloaf are also on the menu.

The new merged concept no longer offers chicken tacos or a soup of the day, but has some new items including short-rib french dip, a chicken club melt and skirt steak.

Lullo says that Farmer’s Table plans to stay as the signature restaurant at the country club for the next 10 to 15 years. Service has steadily increased these past few weeks with the start of the “in season” time for the area.

“Now we have the best of both worlds,” Lullo said. “We have one menu that really caters to everyone's needs and desires. It has a little bit of something for everyone.”

NORTH PALM BEACH, Fla. (CBS12) — It's been almost one week since an EF-2 tornado rocked parts of Palm Beach County, and people are continuing to pick up the pieces.

The path of the tornado on Saturday extended over two and a half miles, starting as an EF-0 tornado near I-95 and then extending to an EF-2 a short time later. The tornado had wind speeds of up to 130 mph, according to a report from the National Weather Service Miami (NWS Miami).

CBS12’s Dani Travis went back to three of the worst hit places; the Sanctuary Cover Apartments, Sandalwood Estates, and the North Palm Beach Community Center.

Sealed up apartment windows, smashed in cars, ripped up roofs, and uprooted ground, are all signs of damage that still remain from the EF-2 tornado that hit the North Palm Beach area six days ago.

"It looked pretty bad when you first stepped on scene, like woah what just happened. Literally like an earthquake or a bomb went off,” Zak Sherman, North Palm Beach Parks & Rec Director of Leisure Services, said.

"It was not like a hurricane; it was fast and furious,” Susanne Girouard, Sandalwood Estates resident, said.

The American Red Cross Palm Beach County chapter jumped into immediate action.

“We really focus on families that have major damage or their homes are completely destroyed. We’re very lucky in this situation that there weren’t that many homes that met that requirement,” Eric Roby, American Red Cross Palm Beach Executive Director, said.

At this time, the Red Cross is assisting about a half dozen families whose homes met those requirements.

"There’s a lot of cosmetic damage, a lot of trees down, broken windows, but a lot of the homes that were damaged are still livable,” said Roby.

Cosmetic damage has forced the North Palm Beach Community Center to remain closed since the storm.

“The thing that stands out the most is all the trees, but the most costly damage is obviously going to be to the field, the field lights,” said Sherman.

A costly price guessed to be more than $200,000 in damages, but manageable with the help of insurance. Minutes away, Sandalwood Estates Resident Susanne Girouard says the cleanup process over the past week has been better than expected.

“FPL was great. I don’t know how many tree people we have here. Unfortunately, we had to remove a lot, but it’s been excellent,” said Girouard. “Everyone’s come and done everything great. I mean, it’s amazing.”

And clean-up workers at many of these hard-hit locations agree.

“Things are looking great right now. When you first drive in, it looks like the trees got a nice haircut,” said Sherman. “Everyone’s pitched in, everyone’s helped.”

A community left picking up the pieces 6 days later, just thankful it wasn't worse.

“This tornado is the perfect example as to why the Red Cross recommends that you are prepared for a disaster 365 days out of the year. It’s not just storm season that we’re accustomed to here in South Florida,” said Roby.

Red Cross says you can be disaster prepared by having a plan, practicing that plan, make sure you know who to communicate with and where to meet up, and make sure you have at least three days’ worth of emergency supplies foe your entire family.

The North Palm Beach Community Center is set to re-open to the public Saturday.

Palm Beach Gardens in September came up with an ambitious annexation plan that could add 8,000 new residents to the city.

The five areas proposed for annexation total 1,354 acres and 8,352 residents.

If residents in all five areas vote to annex, Palm Beach Gardens' population would grow to nearly 70,000, making it northern Palm Beach County's largest incorporated community. It had 60,175 residents as of July 1, 2022, according to the American Community Survey. Jupiter had 61,126.

The five areas are:

Area 1: The largest area, covering 1,244 acres and focused north of PGA Boulevard, includes the Cabana Colony, Crystal Point, Frenchman’s Landing, Captain’s Key and Hidden Key neighborhoods. It’s bounded generally by Alternate A1A to the west, the Intracoastal Waterway and Little Lake Worth to the east and Donald Ross Road to the north. It would bring 3,607 residences and 7,760 people into the city.

Area 2: South of the recently annexed Ritz Carlton Residences project on the southeast corner of PGA Boulevard and the Intracoastal, this roughly 22-acre section includes 74 residences and about 157 residents.

Area 3: This section includes the Pirate’s Cove neighborhood south of PGA Boulevard, north of Canal Road and east of Prosperity Farms Road. There are 63 residences and 134 people living there.

Area 4: This section is an enclave surrounded by the city. It includes the Monet Acres and Monet Heights neighborhoods. There are 71 residences there and about 151 residents in this area on the northeast corner of Prosperity Farms and RCA Boulevard.

Area 5: This would be the Monet Gardens neighborhood, bordered by Fairchild Avenue on the north and RCA on the south, with Fairchild Gardens Avenue on the west. This is another enclave surrounded by the city, with 113 residences and 240 residents.

The Palm Beach Memory Care facility in North Palm Beach sold for $17 million.

According to its website, Palm Beach Memory Care offers inclusive care and medication management starting at $6,600. The facility includes a dining hall and wellness facilities.

Alta Senior Living lists nine senior living facilities on its website, including Palm Beach Memory Care. In 2022, the company acquired an assisted living facility in Tequesta.

Senior living is a growing area of real estate because the Baby Boomer generation is aging into their senior years and in greater need of assistance.

Couple cancels wedding in Israel, gets married in North Palm Beach

At first glance, the wedding happening outside a North Palm Beach synagogue appeared to be just an ordinary Orthodox Jewish wedding.

But this wedding was anything but ordinary.

South Florida rabbi calls for peace, Jewish people to not live in fear amid Israel-Hamas war

The couple is Zalman Raksin and his wife, Daniella.

They live in New York but were scheduled to marry in Israel.

That’s where Daniella grew up, and it’s where most of her family still lives.

All their friends and family planned to go to Israel for the wedding.

But then the war started.

Raksin has family in Palm Beach County, so he and Daniella left Israel and went there.

“We weren’t sure they were actually going to get here,” Ezagui said. "When they finally got here on Thursday, that’s when we said, ‘Hey, let’s give them a wedding.’”

“This is just unbelievable,” Raksin said. "Having to leave Israel and canceling the wedding over there and just making it happen here within a week."

Within in five days, every detail had been taken care of: the flowers, the food, the music.

“We decided this couple has to get married,” Ezagui said. “Because that’s how the Jewish people survive. We move on. We grow. We rise above.”

Some of the invited guests could make it to North Palm Beach.

Most could not.

Many of the people at the wedding were strangers who just wanted to give the happy couple a proper wedding.

“When you see someone going through something so difficult, you want to be there to show support and show love, even if you don’t know the person,” said Talia Rockmacher of West Palm Beach.

“We wanted to make sure that there were people there that could support them and boost them up when they’re in a sad place,” said Samantha Meltzer of Juno Beach.

And what made the wedding even more special was what happened in Israel the night before.

The original wedding date was Tuesday at a venue just outside of Jerusalem.

A rocket fell there at the exact time they were supposed to be getting married.

“It was crazy,” Daniella said. “It was like Yashem is with us.”

“It broke my heart,” said Mindy Lew, a friend of the groom. “In a place we could have been, but God decided we weren’t supposed to be there.”

“Thank God we weren’t there,” Raksin said. “And we weren’t supposed to be there.”

Instead, they were in North Palm Beach, celebrating and looking forward to a lifetime of happiness.

“This is the best way for us to stay strong, to stay in control during these times,” said David Steinhauser, a friend of the groom.

“The good and the mitzvah we are doing, which is getting married, is the biggest and best mitzvah you can possibly do as a Jewish person,” Raksin said.

"This is just unbelievable, from everything we've been through, having to leave Israel, canceling the wedding there," Zalem, the groom, said.

They came to Florida as Zalem's sister, along with his brother-in-law, run the Jewish Community Synagogue in North Palm Beach.

"What takes people years to plan we pulled off in five days. The community really came through, everyone really chipped in," said Leib Ezagui, Zalem's brother-in-law and rabbi of the Orthodox synagogue.

The Raksins said the venue where they were supposed to get married in Israel was hit by a rocket a day before their original wedding date.

Daniella, who was born in Israel, said she has lost six friends and a niece since the war began.

"It's crazy and we're just lucky that we have everybody surrounding us," Daniella said.

She said her mother was able to fly to Florida for the wedding but said her mother's side of the family is still trapped in Israel.

"If they're watching this what message do you have for them?" WPTV reporter Joel Lopez asked.

"I love you all and you're with me in my heart and hopefully we're going to have quiet days," Daniella said.

The original wedding was set to have about 400 guests, but the new site was filled with friends of the family as well as strangers in the community who wanted to show their support.

"We'll be there for them like everyone is always here for us," Anna Ostrovsky ,who doesn't know the couple but attended the wedding, said. "The weather was terrific, we had a great time, even now I have tears in my eyes."

The ceremony was followed by dinner and dancing.

The couple said they hope to celebrate with loved ones in Israel someday.

"As much as it is sad and it is tough, it's super important in this time for us to be joyful and excited to be happy. Zalem said. "The good deed and the mitzvah that we are doing which is getting married is the biggest and the best mitzvah you can possibly do as a Jewish person because how else will the Jewish nation continue?"

For many of us locals, a day at the Lake Worth Pier isn’t complete without a meal at Benny’s on the Beach. The ample outdoor seating area gives you panoramic views of the Atlantic Ocean while you dine on everything from piled-high pancakes to fried seafood platters fit for a sea captain. Try the special paella (available from 5 pm on Saturdays and Sundays only) or pick your favorite dish from the seafood bake menu (available Monday through Friday from 5 pm).

We hope the locals don’t mind us giving away one of the best-kept secrets in The Palm Beaches. Al Fresco is an Italian restaurant located at the beachfront Palm Beach Par 3 golf course, with an elegant menu of classics like eggplant rollatine and Al Fresco “Golfballs” (that is, veal and beef meatballs in spicy tomato sauce). But the best part is the open-air terrace, which offers swoon-worthy views of the manicured fairways and azure Atlantic Ocean.

These two dining and nightlife fixtures are located across the water from each other at Boynton Harbor Marina, but so close you could toss a coconut (not that we’ve tried). Banana Boat, on the other hand, keeps the party going until 2 am every night of the week.

The casual, crowd-pleasing breakfast and lunch options make a perfect bookend for your day at Lantana Park and Public Beach. (FYI: Dune Deck doesn’t accept credit cards, but there is an ATM on the premises.

Sitting on a quiet offshoot of the Intracoastal Waterway across from a lush park, Guanabanas is a hidden gem that feels like paradise. The palm-fringed patios, stone walkways and illuminated waterfalls will make you feel like you’ve discovered a secret jungle retreat. The super-tasty menu is filled with Caribbean-flavored local catches that will hit the spot after a day in the sun, from blackened fish to tequila-lime shrimp.

Located at the Jupiter Yacht Club Marina along the Jupiter Riverwalk, Dive Bar’s popular patio offers dreamy views of the water (but let’s face it, boats are the real eye candy here).
