OPA-LOCKA, FLA. (WSVN) - Opa-locka officials gave residents an update after tenants said the living conditions at their apartment complex were dire.

Living conditions were horrid for residents living in the Glorieta Gardens Apartments, located at 13210 Alexandra Dr., a public housing property.

The city inspected the living spaces of the property and found black mold in all 251 units. A report created after the inspection stated that 90% of the units are infested with rodents and even snakes. The report also found that 90% of the units did not have working toilets or showers, and 60% of the units had raw sewage.

“At one building in particular, the feces was coming out of the kitchen sinks of the units,” said Opa-locka City Manager Darvin Williams.

Residents at Wednesday’s meeting expressed their concerns.

“It’s unfair, like, how should we be living like that?” said resident Jasmine Wimes.

“That is not standard living conditions,” said Williams. “A baby should not have to be faced with a rat infestation and a snake infestation and a mold infestation.”

Resident Deidre Thomas said the mold has sent her to the hospital 13 times with upper respiratory problems.

“I’ve been plagues with mold, rats, roaches. I’ve had to replace my furniture three times, I’ve moved twice, my kids are sick from the mold, I’m sick from the mold. It’s just overwhelming,” she said.

Wimes said her little boy is very sick from the living conditions.

“My son, he takes over 20 medicines due to his chronic asthma,” she said. “He’s developed lung disease, a throat disease, and he started getting seizures. He just sees so many specialists.”

In addition, Wimes said, her son is now breaking out in rashes.

“From his head to his toes, every time he takes a bath,” she said.

Williams said he expects to move the residents out.

“Our hope is to have a similar outcome as to what we had with Cordoba Courts, which is to move the residents out and either rehabilitate those buildings or knock them down and build new ones,” he said.

The city explained they have done all that they can after going through the building and housing departments.

Since the building is part of public housing, Williams said, the U.S. Department of Housing and Urban Development has to act.

“We’ve been reaching out to HUD, and we’ve had several meetings over the last year, and it seems to be we’re always postponed for another two weeks for a review, and that’s where it’s been standing,” he said.

Wednesday afternoon, Williams said, U.S. Rep. Frederica Wilson called a meeting with HUD.

Wednesday afternoon, a spokesperson from HUD issued the following statement:

The conditions reported to HUD of several units at this privately owned property in the City of Opa-locka are unacceptable. We have expressed our concerns to both the city and the property owner. In our conversations with Opa-locka officials we have requested a detailed report of the units inspected by their local code enforcement. This will assist the Department in moving forward with proper action regarding the conditions of the affected units.

We have received a list of violations from the city, and we will coordinate with them should they take action to condemn any units or determine any to be uninhabitable. We are working and will continue to work with the owner in addressing the issues that tenants have reported and those that have been brought to our attention.

Any resident of Glorieta Gardens that has issues with their home should report it immediately to the owner. If it is not addressed, the next step is to reach out to the assigned HUD point of contact, Sonj’e Jackson at [email protected] or 678-732-2743.

Glorieta Gardens’ management group did not immediately respond to 7News’ request for comment.

On Wednesday, city leaders and residents of the Glorieta Gardens community called for the U.S. Housing and Urban Development for solutions.

“We need help over there," said resident Jasmine Wimes.

Wimes has lived at Glorieta Gardens for decades and says the problems are only getting worse. Her 7-year-old son is now on 20 different medications for breathing issues and rashes she says are connected to their living conditions.

“Recently, he just broke out all over his body from his head to his toes," she said.

Neighbors said they have been facing numerous issues, including sewage coming up through sinks, broken toilets and water leakage.

Wimes is now pregnant with her second child, and she’s worried about this baby’s future.

“I have a new baby, and what if this baby comes out with these issues?" she said. "He doesn't serve to go through this.”

Opa-locka’s interim city manager Darvin Williams grew up in HUD housing and said this issue is personal to him. But the city can only do so much because technically it’s private property funded by HUD. He told NBC6 he’s reached out to HUD for help.

“A baby should not have to be faced with a rat infestation and a snake infestation," he said.

A statement from a HUD spokesperson called the conditions "unacceptable" and said the department is working with the city to take action.

"We have expressed our concerns to both the city and the property owner. In our conversations with Opa-Locka officials we have requested a detailed report of the units inspected by their local code enforcement. This will assist the Department in moving forward with proper action regarding the conditions of the affected units," the statement read. A developer has proposed a seven-story apartment complex in Opa-locka, not far from a major Amazon distribution center.

NGE Key West LLC, managed by David Horowitz and Steve Horowitz in Miami, and their partners at F1 Residential Solutions are seeking approval to develop the 1.38-acre site at 125, 111, 103 and 100 Perviz Ave. The vacant property is in the historic downtown district of Opa-Locka, which is known for its Moorish architecture crafted by Bernhardt Muller in the 1920s.

The developer owns three of the lots, and the 33,977-square-foot property at 125 Perviz Ave. is under contract from the city.

The 109,956-square-foot building would feature 89 apartments, 1,658 square feet of retail and 193 parking spaces on both the ground level and a second-floor parking deck. There wouldn’t be any major amenity areas.

The apartments would range from 605 to 870 square feet. There would be 41 one-bedroom units and 48 two-bedroom units.

Acebal Huembes Fontana Design Studio designed the project. Miami-based attorney Pedro Gassant, who represents the developer in the application, couldn’t be reached for comment.

There hasn’t been much development in Opa-Locka in recent years, partially because the city government has struggled financially. However, there’s a dire need for less expensive apartments in Miami-Dade County amid a surge in rents in the urban core, and Opa-locka offers vacant land at relatively inexpensive prices for developers. The Amazon warehouse has also created hundreds of jobs in the city, and there are several aviation industry facilities at Miami-Opa Locka Executive Airport.

After a military base closed in the 1950s, the city of 16,000 declined economically and became Florida’s first predominantly African-American suburb. “A substantial Hispanic influx has since added diversity,” but the local economy remains depressed, according to Stantec Urban Places, which authored a Downtown Master Plan in 2021. “Opa-Locka has been bypassed by all but auto-oriented and strip retail development for more than two decades due to its widespread poverty,” Stantec Urban Places reports.

For those who argue that Opa-Locka’s future will be just more of the same, the plan is a retort. It begins with a simple mission—to revive downtown, while ensuring the center is common ground to the city’s residents long into the future.

While Miami’s strong housing market has largely bypassed Opa-Locka, the plan calls for 2,300 units of new transit-oriented, mixed-income development. “Extensive market research revealed significant, unmet, demand for a new mixed-use, walkable South Florida downtown that welcomed residents from across the economic spectrum,” according to planners. Based on community feedback, the goal is for 40 percent to meet affordability standards.

Opa-Locka’s inland geography has long been a barrier to investment, but that position now signals a safer location in a time of climate change. The city also benefits from a highly connected network of urban blocks. At 160 acres, the downtown has the potential to be a dense, walkable, urban neighborhood—connected to an existing commuter rail station.

Downtown is largely desolate now, which also means that abundant underutilized land is available, especially around the old Navy barracks, which add little to the city’s character and walkability, according to the planning team. The downtown revitalization is linked to the barracks redevelopment, which would bring population density to support roughly 95,000 square feet of new retail on Opa-Locka Boulevard. Strategies to ensure existing residents share in the growth include “a strong focus on funding, training, and similar support for minority entrepreneurs to ensure emerging business opportunities are connected to the Opa-Locka community.” Some existing industrial buildings are being converted to flex space for new business startups, entertainment venues, and other uses.

“We have a vision folks believe in and the strategies to make it happen,” according to Corion DeLaine, Community Redevelopment Agency Manager. “We are empowered to make sure that the residents, the business owners, and the property owners get our absolute best in terms of moving the community forward.”

Planners draw on new urban principles, especially related to the public realm. “The overall plan includes roughly 65 acres of improved pedestrian friendly right of way and a funding strategy to line all new and many existing streets with shade trees to provide badly needed shade and make the goal of a walkable downtown achievable.” Also, two neighborhood parks are proposed.

Since the plan was formally adopted, three significant redevelopment projects are seeking approvals with the city, the firm reports. All are mixed-use, including the replacement of a nondescript single-story commercial building with a five-story structure, and the redevelopment of a city owned parcel along Opa-Locka Boulevard.

“This plan demonstrates how a new urbanist vision, matched with the right affordable housing, small business support, ‘common ground’ and similar equity and inclusion initiatives together with effective funding strategies can unlock substantive change—and bring new hope—to an impoverished community of color,” Stantec Urban Places says.

Construction on a 740,000-square-foot industrial complex in Opa-locka will start this year, a spokesperson for the developer stated.

Link Logistics, a subsidiary of New York-based Blackstone Group, confirmed it will begin construction on the second phase of Ironwood Commerce Center, a six-building modern logistics complex, in the second half of 2023. The $90 million project is expected to be completed within 18 months, a spokesperson said.

Ironwood Commerce Center Phase II is being built on the former site of the Opa Locka Hialeah Flea Market at 126901 N.W. LeJeune Road/N.W. 42nd Ave. The 43.8-acre site was acquired by Gramercy Property Trust for $80 million, as part of a larger 72-acre land deal, in July 2017. A year later Gramercy, which owned industrial real estate across the U.S., was acquired by Blackstone for $7.6 billion.

The future industrial project will be across the street from Ironwood Commerce Center Phase I, a 505,440-square-foot warehouse complex. Available space within Ironwood is listed online by CBRE for between $19.45 and $20.90 per square foot.

A Link spokesperson said the future Ironwood buildings are being constructed on a speculative basis "and are expected to attract tenants in a variety of industries to Opa-locka."

South Florida's industrial sector has heated up since the pandemic as more people and companies migrate to South Florida. In the first quarter of 2023, the average asking rent for an industrial building in Miami-Dade County was $12.41, a 10% increase from the year before, a recent report from CBRE stated.

Industrial space is in such high demand that warehouse buildings are often leased out before they're even completed. For example, in Countyline Corporate Park in Hialeah, several companies lined up for space within warehouse buildings that had only recently broken ground.

The city of Opa-locka is ideal for an industrial complex due its access to a skilled labor force and connectivity to major highways, according to a statement from Link Logistics.

Ironwood Phase II is expected to provide 765 full-time jobs once completed, Link Logistics stated, and about 1,000 people will be hired to construct the complex. To recruit locally for those construction jobs, Link is co-hosting a job fair with the city at the Serbondy Village Community Center on June 7.

John Taylor, mayor of Opa-locka, said he's hopeful that projects such as Link Logistics will boost his municipality's economy.

"There is a need for employment in the city, of real high quality employment, and we are grateful to have them," Taylor said.
