NORTH PALM BEACH — Three North Palm Beach Village Council members have resigned over a new state law that takes effect in January that will require elected officials...

NORTH PALM BEACH — Three North Palm Beach Village Council members have resigned over a new state law that takes effect in January that will require elected officials of municipalities to disclose their personal finances in a document called “Form 6.”

Council member Darryl Aubrey announced his departure during a meeting on Wednesday, Nov. 15. He served 17 years on the council.

Mayor David Norris, who served a total of 27 years, and council member Mark Mullinix, who served eight, followed. They announced their resignations during the council’s meeting on Thursday, Dec. 14.

Village Manager Chuck Huff said that Form 6 is detailed and will require council members to disclose the exact numbers in their bank accounts, 401(k) plans and personal assets. It targets Florida’s smaller municipalities, since many larger cities and towns already require significant amounts of financial disclosure.

“Some of the (disclosures) are just really too much for municipal bodies,” Huff said.

Karen Marcus to join North Palm Beach council through March election

The remaining council members, Susan Bickel and Deborah Searcy, appointed Karen Marcus on Thursday, Dec. 14, to fill one of the empty council seats until three new council members are elected on Tuesday, March 19. Marcus, a longtime North Palm Beach resident, served as a Palm Beach County commissioner from 1984 to 2012.

The current council members plan to appoint two more people to fill the other vacant seats during a special meeting at 4 p.m. Thursday, Dec. 21. The council will then choose a mayor to serve through March.

Norris broke into tears when he announced his resignation. He said he hoped to serve another term, but had to resign as his business does not allow him to do such disclosures. Norris is a partner at a law firm with offices in the village and Boca Raton.

“I think the new rule is ridiculous and wrong,” Norris said on Dec. 14. “It’s something I can’t do. That is forcing me to do something that I don’t want to do, so I am announcing my resignation.”

Mullinix said he would even have to disclose his daughter’s college fund on Form 6, which he said he “couldn’t fathom” doing.

“What the state has done has made it impossible for me to stay,” Mullinix said at the meeting. “This has been one of the great honors of my life and it's been a treat to serve in my hometown.”

North Palm Beach to fill David Norris' seat in March 19 election

Once the new members are elected, the council will elect a mayor from among themselves at the first meeting following the election. Two people each are running to fill the seats formerly held by Mullinix and Aubrey.

A separate election qualifying period will be held from Jan. 4 to 11 to fill Norris’ former seat. Village voters will cast ballots on his replacement March 19.

“(The resignations) were kind of heartbreaking,” Huff said. “But it did not surprise me. Form 6 has a lot of people spooked and we are not the only municipality that is going through this.”

Elected officials in Dunnellon, Windermere, Longboat Key and other South Florida municipalities have resigned over the new requirement, according to media reports.

In the Florida High School Athletic Association's most recent Board of Directors meeting on December 12, the organization's executive director Craig Damon expressed his desire to release district classifications "by Christmas."

Something that couldn't be done without a controversial decision: whether or not to axe the metro-suburban classification system.

With nine in favor of the motion and four against, football teams back tracked to the eight-classification system used before metro-suburban was enacted two cycles ago.

Next fall, teams will compete in divisions 1A, 2A, 3A, 4A, 5A, 6A, and 7A, along with rural.

With classifications for other sports coming in January, per the FHSAA website, here's where Palm Beach County teams landed in Friday's drop of football classifications:

Wind and rain: South Florida watches for severe weather; strong storms expected

An evening of strong storms awaits South Floridians. What could come with them? Isolated tornadoes, wind damage and flooding, the National Weather Service warns.

Tornadoes, according to the NWS in Miami, can occur at any time.

“Nighttime hours are particularly dangerous because most people are sleeping and it can be nearly impossible to see an approaching tornado,” the NWS posted on X, formerly known as Twitter, around 1 p.m. on Saturday.

The Weather Service urges Floridians in the area to keep wireless emergency alerts enabled on their cellular devices so they can know if they are in the path of a tornado.

All of South Florida is in a slight — level two of five — risk for severe thunderstorms today, according to the NWS. The conditions are expected to continue through the evening.

Palm Beach County and South Florida remain under a wind advisory, with gusts up to 45 mph. The advisory remains in effect until 7 a.m. Sunday. A high surf advisory is in effect for all Atlantic beaches, too, with all Florida beaches under a high risk of dangerous rip currents, the NWS said.

The Weather Service also warns that these winds could blow around unsecured objects, tree limbs and cause cause some power outages.

Shortly before noon, the NWS shared a simulation of a radar loop showing the potential evolution of South Florida’s weather for this afternoon and evening on social media. The simulated loop reflects conditions worsening overnight. Showers and thunderstorms are expected throughout the day, but strong to severe storms with isolated damaging gusts are expected to last through the night and early into Sunday.

Aside from the winds blowing across the area, strong showers and thunderstorms could include locally higher severe gusts of wind, heavy downpours and frequent lightning, the Weather Service reported on social media. There is a possibility of a few tornadoes, as well.

“The hazards associated with these thunderstorms are frequent lightning, severe thunderstorm wind gusts, few tornadoes and a minimal threat of hail,” NWS forecaster Paul Ziegenfelder said. “On Sunday, the storm will move from northeast Florida to the mid-Atlantic coast by Monday.”

As for flooding in the area, a traffic alert was issued in the town of Palm Beach early Saturday morning due to flooding on South Ocean Boulevard. The flooding extends from 500 to 700 S. Ocean Blvd.

Weather-induced cancellations in the county include the popular West Palm Beach Green Market hosted on Saturdays, the Ferris wheel and Paradise Island at Sandi Tree in downtown West Palm Beach, the holiday display at Mounts Botanical Garden in West Palm Beach, Delray Beach's 100-foot Christmas tree and the Boca Raton Holiday Boat Parade.

The Weather Service advises residents to ensure a way to receive weather updates and warnings through the night. There are multiple ways to do so — by following along on social media @NWSMiami, checking weather applications, signing up for wireless emergency alerts and updating the mobile.weather.gov webpage.

LAS VEGAS — In case you were wondering whether Florida Atlantic could pick up where it left off last season, it's time to stop. No. 14 FAU upset No. 4 Arizona 96-95 in double overtime Saturday afternoon in the Desert Classic at T-Mobile Arena.

Junior guard Johnell Davis scored 35 points, one short of his career high, and had nine rebounds to lead the Owls (10-2). It was their first double OT game since beating North Texas in February 2012. The Wildcats, who were ranked No. 1 from Dec. 4-18 before losing their first game of the season last week, fell to 9-2.

Giancarlo Rosado made the back end of two free throws with just under a minute remaining for what turned out to be the winning point for the Owls, who beat their second ranked opponent of the season as they look to show everyone that last season's run to the Final Four was not a fluke. FAU defeated then-No. 12 Texas A&M 96-89 on Nov. 24.

"Very resilient group. When I looked at them in the eyes at the end of regulation and the first overtime, they are fearless. The moment is never too big," FAU coach Dusty May said. "If a team is going to beat us, it is going to be because they outplay us and not because of the moment. These guys are competitors and hoopers."

Caleb Love, who led Arizona with 26 points, missed a 3-pointer at the buzzer. He was one of five Wildcats to score in double figures. Pelle Larsson was the Wildcats’ next-highest scorer with 15 points.

In addition to Davis, Jalen Gaffney tied his career-high with 20 points for FAU - which beat a top 5 team during the regular season for the first time - and Alijah Martin had 13. Neutral site matchups have become natural for the Owls over the past two seasons, where FAU has amassed a record of 12-2.

"In the huddle with the team, I just kept telling them to believe, believe, believe that we were going to come out with the W," said Davis, who tied for fifth-most points in a FAU game.

Vladislav Goldin in foul trouble most of the game

Vladislav Goldin, who entered the game leading FAU in scoring (15.1 points per game) and rebounds (7.0) and the nation in shooting at 75.9%, was in foul trouble most of the game and picked up his fifth early in the first overtime. He finished with seven points and three rebounds.

This was the first loss in Las Vegas for Arizona coach Tommy Lloyd, who was 9-0 including back-to-back Pac-12 Conference tourney championships.

Both teams traded runs throughout the game to set up the final minutes of regulation.

Love put Arizona in front 73-71 with a 3-pointer with 1:09 left. FAU tied it with 7.2 seconds remaining when Gaffney rebounded Davis’ missed 3-point attempt and found Goldin alone under the basket for the dunk. Davis’ 3-footer with 10.2 seconds left put the Owls ahead 84-82 in the first overtime, and Love’s two free throws with 5.9 seconds remaining sent the game to another extra session.

An early 14-0 run gave Arizona a 17-3 lead just over six minutes into the game, but FAU didn’t panic. Despite going more than six minutes without a field goal, the Owls slowly cut away at the deficit and were within 27-25 with 5:11 remaining in the first half.

FAU was down six at the break, but the Owls made their first six shots — going on an 11-0 run — and were up 47-41 with 16:33 left.

The Owls will take the week off before playing at Florida Gulf Coast on Dec. 30 and then entering American Athletic Conference play for the first time.
