Radar finds 145 graves buried beneath King High School in Tampa

TAMPA — Ground penetrating radar has located 145 caskets at the southeast corner of the King High School campus.

The caskets, buried 3 to 5 feet deep, are part of a mid-20th century paupers burial ground known as Ridgewood Cemetery. Today, the one-acre site is open land with one small building, used for the school’s agricultural program.

“These appear to be coffins or voids in the soil where coffins have decayed over time,” school Superintendent Jeff Eakins said at a news conference Wednesday. The announcement came during a meeting of the district’s Historical Response Committee, set up in response to news King High may have been built on a cemetery.

This is the second time in less than three months that a forgotten cemetery has been found in the Tampa Bay area.

In August, in reaction to a Tampa Bay Times report, archaeologists went looking for and then found nearly 130 caskets from the all-black, segregation-era Zion Cemetery under a portion of the Robles Park Village housing projects in Tampa.

Records indicate that there were 250 to 268 burials at Ridgewood, Eakins said. Nearly all were African-American.

“I am sick of this,” Yvette Lewis, president of the Hillsborough County NAACP and a member of the Historical Response Committee, said Wednesday as she fought back tears. “This hurts deeply. It was hate toward people who looked like me. It deeply saddens me that people can hate you this much, that they can treat you less than."

Tampa opened Ridgewood Cemetery in 1942.

The city sold a 40-acre plot that included the cemetery to a private company in 1957 and the company sold it to the school district in 1959.

The school district’s deed makes note of the cemetery but, over time, it was forgotten.

Hillsborough School Board chairwoman Tamara Shamburger called it a deliberate act.

“Certainly, back in that day, profits were put over people, especially people who look like me," said Shamburger, who is black.

Then in October, cemetery researcher Ray Reed informed the school district of the possibility that Ridgewood graves may remain at the King High campus, 6815 North 56th St. at Sligh Avenue.

It was also Reed who tipped off the Times to historic records that led to the discovery of forgotten Zion Cemetery. The Times identified the location of the cemetery and found the names of 382 people buried there.

Since then, archaeologists have confirmed that nearly 800 people were buried in Zion between 1901 and 1929. They believe further investigation of the 2½-acre site will reveal more bodies.

The discovery of Zion emboldened Reed to call the school district, he said.

“This is one of those situations where being proven right is a no win,” Reed said. “You end up learning that this community was so twisted.”

Others have come forward with reports of lost cemeteries in the months since Zion was found.

Those who grew up in the former African-American community of Clearwater Heights believe unmarked graves from an early 20th century cemetery still lie beneath an empty lot that is now part of the FrankCrum Staffing campus, 100 S. Missouri Ave. in Clearwater.

In addition, historians believe that the lost College Hill Cemetery for Cubans and African-Americans occupies a vacant parcel of land that now is part of the Italian Club Cemetery on the outskirts of Ybor City.

The school district initially placed Ridgewood Cemetery at the southeast corner of the King High campus, based on appraisal surveys conducted before the district purchased the land in 1959. But the city of Tampa later provided records placing the cemetery at the northeast corner — now occupied by the school gym and the main parking area.

Superintendent Eakins said ground penetrating radar also was trained on the northeast corner and no graves were found.

“Every record we have found indicates all the burials were done in the same small area,” Eakins said.

As for why more than 100 graves are unaccounted for, Eakins offered five possible explanations: Ground penetrating radar is an imperfect technology and might have missed some caskets; some coffins may have decayed to the point they can no longer be detected; some remains might lie beneath the small agricultural workshop on the site or relocated to another cemetery; and coffins housing remains of children might be too small to register.

“We are now making plans to remove that building,” Eakins said.

As many as 77 of those buried at Ridgewood were infants or small children, according to records, Eakins said.

“We know that those parents were doing the best that they could,” said Bob Morrison, a member of the Historical Response Committee. "Those parents were left with little or no option other than trying to find a way to honor that young talent would never have the opportunity to reach its full potential.”

The school district has delivered its findings to the Hillsborough County Medical Examiner’s Office and the Florida State Archaeologist. Under state law, Eakins said, the agencies can take possession of the land or turn it back to the school district.

Eakins expects the agencies will take 30 days to review the report. Meantime, the response committee will discuss what it sees as the best future option for the cemetery property.

State statute allows remains to be moved to another cemetery.

Jeff Moates, a committee member and regional director for the Florida Public Archaeology Network, told the Times that state law also requires the property owner to provide access to descendants of those buried there if the land remains an active cemetery.

At Zion Cemetery, the Tampa Housing Authority — owner of about half the property — plans to remove five apartment buildings there and turn it into a memorial park.

Lewis of the NAACP wants to see the same approach for Ridgewood Cemetery.

“I don’t care what the dollar amount is,” she told the committee. “We have got to recognize the spirits and the souls, and the blood sweat and tears that those people have contributed to this city.”

The commission approved three separate "Greystone" proposals making up the northern, southern and western portions of the development after four hours of presentation, public input and debate. The development will soon head to the Polk County Board of County Commissioners.

"We were bulldozed over. Their minds were made up," resident Mitch Allen, 57, told The Ledger Thursday.

Allen said he plans to gather more residents to speak against the project when it moves before county commissioners. He added that the room Wednesday would have been "filled" had it not been for COVID-19 social distancing restrictions. He said several residents were in the room outside the meeting chambers watching the discussion on TV.

At Wednesday's meeting, Robert Beltran had to recuse himself from voting because of an existing relationship with the developer.

The first and third proposals with 222 and 608 residential units respectively passed unanimously. The second proposal, for 1,268 multi-family townhomes and detached single-family units, was only opposed by Leigh Ann Wynn. Chris Collany, listed as an alternate member, voted at the meeting.

According to a planning staff presentation at the meeting, the number of total units in the development has increased from 7,549 approved in 1984 to 8,828 in 2015. There are nearly 6,000 total units that will be added between Phases II and III, according to those plans.

Chanda Bennett, the comprehensive planning administrator for the county, said that the only reason the project's applicant and engineer, Dewberry, needed planning commission approval for the 2,098 units approved this week was because of design adjustments. Changes included reducing lot sizes and setbacks.

Bennett said that unless the roughly 4,000 units remaining between Phases II and III also require design changes, those units could go up without going through the Planning Commission or Board of County Commissioners, bypassing a public hearing. But the increase to 8,828 units approved in 2015 was accompanied by a public hearing, Bennett said.

Residents speak out

Residents at Wednesday's hearing spoke out against all three proposals, with some residents choosing to appear before the commission three times to oppose each project. They cited concerns with water quality impacts, threats to wildlife habitats and traffic problems on roads they said were already overcrowded by existing developments.

Allen, who gathered opposition to the project before the meeting and encouraged residents to call and write to the Planning Commission, said the members "did not want to listen to anything the people had to say."

One of the concerns brought up by residents was the potential flood of children into the area. Residents were concerned about school capacity and potential misuse of local amenities.

Bart Allen with the Peterson & Myers law firm, who spoke on behalf of the project's applicant, said the third and largest Greystone project will be an age-restricted community, welcoming residents 55 and older.

Allen also assured the commission that all three Greystone proposals were compliant with the county's comprehensive plan as well as compatible with the surrounding area, despite traffic concerns.

Additionally, the county's planning staff said that any potential problems with water quality or wildlife preservation would have to be mitigated before building proceeded on the 2,300 acres set aside for the development.

But those kinds of promises aren't good enough for residents like Mitch Allen, who said he is going to continue to speak out against developments like Ridgewood Lakes.

"This is what I'm going to do for a living," Allen said. "We've got to straighten our government out."

CVS Pharmacy has opened a dozen specialized CVS Pharmacy y más stores in New York and New Jersey, including two in Queens, the first stores of this kind in the tri-state area.

CVS Pharmacy y más opened locations at 89-11 Northern Blvd. in Jackson Heights and 329-339 Wyckoff Ave. in Ridgewood in November.

Other New York stores also opened in the Bronx at 732 Allerton Ave. and 1688 Westchester Ave., as well as in Central Islip at 2 East Suffolk Ave.

The store format incorporates bilingual staff and signage, and features more than 1,500 products from trusted Hispanic brands, such as Iberia Foods, Yaucono, Fabuloso, Tio Nacho, Pilon and Café La Llave.

Using Niche’s 2020 Best Places to Retire (released in 2020) as a guideline, Stacker developed a list of what’s important to people thinking about retiring.

Variables include weather, safety, housing expenses, and access to places like eateries, golf courses, recreation facilities, and health care.

Listed here are numbers for the general population along with a look at percentages of people ages 55 to 64 and 65 and over, along with median household income, median household value, and median rent.

While the East Coast includes Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New Jersey, New York, Pennsylvania, Delaware, Maryland, Virginia, North Carolina, South Carolina, Georgia, and Florida, only 10 states were included in the top-50 places to retire on the East Coast.

To give the list more variety, only the top-10 places from each state were considered for the ranking.

And while many of the places are located in sunny states like Florida and North Carolina, states like New York, New Jersey, and Pennsylvania made the list with small-town charm, dining, and cultural activities, giving retirees good reasons to retire in a specific area.

#20. Sunset Beach, North Carolina

- Population: 3,901 (20% age 55-64 and 51% age 65+)

- Median household income: $57,265

- Median home value: $267,900 (86% own)

- Median rent: $1,232 (14% rent)

North Carolina’s Sunset Beach, on the south end of the Brunswick Islands, has been listed on National Geographic’s 21 Best Beaches in the World. Golf, museums, eateries, kayaking, and shops add to the allure.

#19. Hilton Head Island, South Carolina

- Population: 40,007 (18% age 55-64 and 37% age 65+)
