The Sarasota County Commission on Tuesday approved a budget amendment of $21.4 million for construction of a 24-inch parallel force main project along Bahia Vista Street as part of an overall water and sewer upgrade.The project to improve wastewater collection flexibility and increased system capacity for wastewater transmission to the Bee Ridge Water Reclamation Facility will begin in approximately six to nine months. It will be funded by utility rates and Surtax 3 revenues, which are derived from an extra penny sales tax countywide....

The Sarasota County Commission on Tuesday approved a budget amendment of $21.4 million for construction of a 24-inch parallel force main project along Bahia Vista Street as part of an overall water and sewer upgrade.

The project to improve wastewater collection flexibility and increased system capacity for wastewater transmission to the Bee Ridge Water Reclamation Facility will begin in approximately six to nine months. It will be funded by utility rates and Surtax 3 revenues, which are derived from an extra penny sales tax countywide.

The existing Bahia Vista Street force main provides critical north county wastewater transmission from the South Gate Master Pump Station to the Bee Ridge facility. The improvement project area is just east of McIntosh Road to the South Gate station.

It’s the latest addition to an overall utility expansion and improvement project that includes upgrading the Bee Ridge facility, which has a history of expelling nitrogen — the primary food source for red tide according to researchers — into waterways that empty into Sarasota Bay. County commissioners began a series of project funding approvals in December 2019. The current project cost is $280.17 million, slated for completion by February 2026.

Residents and businesses in the immediate area will be notified by postcard at least two weeks before the start of construction.

The force main construction contract with Forsberg Construction Inc. will focus initially on discovery and restoration where appropriate while long lead time items are ordered. An anticipated completion of the force main project is March 2024.

“We appreciate the community’s ongoing patience with this critical project,” said Sarasota County Public Utilities Director Mike Mylett. “Our focus remains on providing the best service to our customers, and this will help us continue that mission.”

In mid-2019, the commissioners gave direction to convert the Bee Ridge Water Reclamation Facility from producing Advanced Secondary Treatment for Public Access Reuse (reclaimed water) to Advanced Wastewater Treatment, and to proceed with the design and construction of the next incremental expansion of the plant from 12 million gallons per day to 18 million gallons.

The existing Bahia Vista Street force main was constructed in multiple phases during 2002-2006 to accommodate increased wastewater flow from several completed areas of the Phillippi Creek Septic System Replacement Program, decommissioning of the South Gate Advanced Wastewater Treatment Plant, and planned developmental growth within the northern sanitary sewer collection basin. The force main is nearing capacity and an additional one is necessary to provide wastewater collection flexibility, transmission redundancy and increased system capacity.

While trenches are opened for the force main, the Public Utilities Department requested as part of the project inclusion of county fiber optic communication lines beginning at the South Gate station along the force main route. The conduits, connection vaults and other equipment will be constructed in the same open trench where possible, and drilled horizontal to the force main where necessary.

The Oakbridge store was originally built in 1988, Polk County records show. In addition to a separate Publix liquor store, there are multiple retail spaces that flank the anchor store.

Calls to several businesses in the plaza said they intend to remain open during the reconstruction of the Publix.

“I’m sure we will be impacted,” said Kari Dennis, owner of Painting With A Twist, which it situated along the right side of Publix. “But hopefully not too much.”

Painting With A Twist opened in 2013 and offers painting lessons for events such as corporate gatherings or birthday parties. It has an extensive email list so Dennis intends to send customers a note letting them know they will be open for business during construction.

The Oakbridge project’s preliminary plans were submitted in February. City records show the project site plan gained administrative approval by the city on May 25 and the building permit was issued Aug. 11.

The plans show a 55,454-square-foot store is to be built with vinyl terrazzo floors. The number of parking spaces will shrink to 550 but the lot will retain 19 handicapped spaces.

Such wasn’t the case for Sound of Freedom, a new movie from Angel Studios, the Utah-based production and distribution venture that previously backed faith-based hit The Chosen.

Sound of Freedom set off fireworks when it opened across the U.S. on July Fourth, and it gave Indiana Jones and the Dial of Destiny a run for its money. The movie, which did especially well in the middle of the country and in the South, grossed $11.6 million on its opening day to narrowly lose the daily July Fourth crown to Dial of Destiny ($11.7 million). Angel, however, says the opening-day number was actually $14.2 million when including $2.6 million in third-party ticket sales generated on Angel’s website.

The movie, billed as a political thriller, stars The Passion of the Christ’s Christ, Jim Caviezel, as the real-life Tim Ballard, who worked as an agent for the Department of Homeland Security before embarking on his own quest to bring child traffickers to justice (Ballard heads up what’s come to be known as Operation Underground Railroad). Mira Sorvino and Bill Camp also star.

In its first weekend, Sound of Freedom placed third with an impressive $19.7 million for a six-day total of $41.7 million, according to final Comscore numbers for the July 7-9 frame.

The film even came in No. 1 in some multiplexes for the weekend, ahead of Insidious: Red Door and Dial of Destiny, including at the AMC Northpark 15 in Dallas/Fort Worth and Harkins’ Superstition Springs 25 in the Phoenix area, according to those with access to Comscore data. Hikers undeterred by HOA gates on public trail in Laguna Niguel

While Laguna Niguel officials continue a months-long effort to remove two homeowners-association gates blocking a popular oceanview trail, hikers and bikers have simply created makeshift detours.The exclusive, gated Bear Brand Ranch community of multimillion-dollar custom estate homes erected a locked gate toward the south end of the Long View Trail about four years ago, and complaints soon poured into the city. While Laguna Niguel officials continue a months-long effort to remove two homeowners-association gates blocking a popular oceanview trail, hikers and bikers have simply created makeshift detours.

The exclusive, gated Bear Brand Ranch community of multimillion-dollar custom estate homes erected a locked gate toward the south end of the Long View Trail about four years ago, and complaints soon poured into the city. But officials determined there was a gap in the public easement and that the gate appeared to be legal.

A fresh round of complaints arose in last November, after the homeowners association erected a second fence and gate, this time at the north end of the trail where the mile-long path connects with the Colinas Bluff and Salt Creek trails. This time, the city said the gate was clearly on a public easement and issued a notice of violation for erecting a fence without a permit.

Some hikers simply scrambled down the hillside to get around the north-end fence until the association unlocked that gate in mid-December. But the south gate has remained locked.

While there’s only a quarter mile of trail beyond the south gate, that stretch includes the peak-top Long View Park and its dramatic 360-degree view that includes the Pacific Ocean and the Santa Ana Mountains. That gate also blocks the Bear Brand Ridge tract-home neighborhood from the majority of the Long View Trail and trails it connects with.

At least that appears to be the intent of the south gate.

In fact, three paths have materialized to get around the south gate to the rest of the trail. If the homeowners were hoping to keep outsiders off their streets, the gate has had the opposite result: The detours require people to then walk on those streets to connect with the rest of the trail.

Early Thursday afternoon, Bear Brand Ridge resident Megan Werner was finishing her daily hike, climbing up a makeshift trail south of the gate. She said she’d been walking Long View Trail for years and the gate presented little deterrence.

“It achieves absolutely nothing,” Werner said. “It’s just an inconvenience.”

Robert Winters, who regularly runs on the trail, agreed that it wasn’t a deterrent to many — but the steepness and loose dirt of the two main detours posed a hazard nonetheless.

“I can do it because I’m fit,” said Winters, who’s been pushing the city to have the gate removed. “But people can fall. Older people might have difficulty. I’ve seen strollers with babies that can’t get down.”

Open gates ahead?

While the city initially said its hands were tied regarding the south gate because it was located at an inadvertent gap in the easement, officials continued to research decades-old documents — before the records were kept on computers — to get a clearer picture.

“Given the complicated history of the trail issues in the Bear Brand Ranch area, there’s a lot to sort through,” said city Community Development Director Jonathan Orduna, in explaining why its taking so long to resolve the issue and why the city hasn’t levied a fine — which can be up to $500 a day — for the unpermitted fence that still stands at the north end of the trail.

“The city is working as efficiently as possible to engage the HOA to ensure a positive outcome.”

He said the city hopes to meet with the association by the end of the month and, ideally, come up with a resolution that would result in unobstructed access to the trail from both ends. Whether the city has discovered anything new about whether there is indeed a gap in the easement remains unclear. Orduna declined to comment on recent research, with the city keeping its cards close to the vest as it prepares for talks with the association.

Winters is among those who’ve suggested a compromise, such as allowing gates at both ends to be locked at night provided they are opened by dawn each day. Winters, who posts about the issue on social media as Nathan Dash, also would like the city to be more aggressive with the association and levy the $500 daily fine. Otherwise, the association may just be stalling in hopes that the issue blows over, he said.

But Orduna defended the city’s approach.

“The city certainly empathizes with the community members who would like to see this resolved in a timely manner, and we are working with the HOA to resolve it,” he said. “To the extent that the HOA is willing to come to the table and resolve this and other trail-related issues, the city has decided to temporarily suspend code enforcement activity.”

That includes holding off on fines, for now.

The association’s property management company did not respond to calls and emails seeking comment.

Mystery trail

When approached from the north, there’s a particularly slippery path that passes around the right of the northern gate and fence. Down the road, to the left of the fence, is a slightly easier go-around, although it requires trail users to climb over a drainage ditch.

Then, farther south, there’s a little-used and little-known trail that on a more gentle grade. Much of it appears to be a formal trail but it connects into Bear Brand Ranch about a quarter mile south of the main trail, and it isn’t an obvious detour unless you know it’s there.

Werner, the Bear Brand Ridge hiker, has been using Long View Trail for years and didn’t know it was there until Winters showed it to her earlier this month. Orduna also was unfamiliar with the extent of the trail until it was pointed out to him by the Orange County Register.

That trail begins at the south end of Long View Park and continues for about 100 yards as a city-maintained gravel path. It then goes on as an unfinished but clearly delineated path for a while before meeting up with another gravel segment, bordered by a stone wall, that empties onto Old Ranch Road in Bear Brand Ranch.

Another twist in this mystery path is that the dry groundcover on the unfinished swath had been freshly cut on May 13. Winters said it is regularly cut — and he believes it is by city workers as part of their maintenance of Long View Park.

Orduna said that a portion of the unfinished trail was on a city property but could not confirm that the city was keeping it trimmed.

“I’m unaware of any city maintained trail there,” he said.
