SARASOTA — For 21 years, Sarasota County has conducted a program to convert aging septic systems to sewers in the Phillippi Creek basin.
Now, the county’s utilities department is turning its attention to the remaining septic systems, many of which are in South County, particularly the South Venice area.
Two weeks ago, county commissioners listened, mostly in silence, as Utilities Engineering Manager Gregory Rouse outlined the steps staff was taking to develop a plan to eliminate septic systems in the remainder of the unincorporated county.
The number of those systems, causing pollution in the waterways and bays, is staggering, almost 48,000 systems, Rouse told commissioners.
Equally staggering, is the estimated price tag to convert these aging systems, almost $851 million, according to current estimates, Rouse said.
Of the 48,000 systems, 23,633 or 49% lie within the area served by the county utilities department, followed by the city of North Port with 16,961 systems or 35%.
The remaining septic tanks are in the cities of Sarasota and Venice, the Englewood Water District, and outside utility service areas. While the majority of the Englewood Water District’s water customers are also on its vacuum sewer system, there are several homes on the north part of Manasota Key that are not on the system.
The greatest concentration of sewers per acre in the unincorporated county fall in the areas around Alligator Creek in South Venice and Dona Bay in Nokomis, Rouse noted, places that have been historically resistant to converting from septic to sewers.
But a bill passed this year by the Florida Legislature, the Clean Waterways Act, will most likely increase the funding opportunities for septic to sewer programs, Rouse noted.
The act also shifted the regulation of septic tanks from the Florida Department of Health to the Florida Department of Environmental Protection, which has a short-range goal of eliminating septic systems that are leading to the pollution of impaired water bodies.
What county staff, working with engineers from Kimley-Horn and Associates, will be doing between now and next April, Rouse told commissioners is to conduct stakeholder meetings, working on a cost/benefit analysis, and identifying funding sources to assist property owners with the conversion.
Staff plans to present the results to commissioners in July 2022.
“People need to understand converting from septic gives them the ability to do things with their property they otherwise couldn’t do,” Commissioner Alan Maio said in the only comments made following the presentation.
“It’s going to be a gigantic lift to convince people to do this,” Maio said. “But it’s absolutely necessary.”

Hurricane Ian was flooding some areas of Florida's west coast with storm surges that could reach up to 18 feet above ground level as it moved across the peninsula after making landfall Wednesday afternoon, the National Hurricane Center said.
Why it matters: Surge numbers that high — 12 to 18 ft — would be unprecedented for the region and some of the highest on record in the U.S.
What they're saying: Florida Gov. Ron DeSantis (R) warned at a briefing Wednesday evening there would be damage throughout the entire state.
The big picture: Storm surge was battering Florida's west coast throughout Wednesday, and 8 to 12 ft was expected between Bonita Beach and the small island of Chokoloskee in southern Florida, and 6 to 10 ft from Englewood to Longboat Key.
Zoom in: Ian caused over 9 ft of surge plus the tide level in Naples, Collier County, by 1pm ET Wednesday — a new record for the city, according to a National Oceanic and Atmospheric Administration monitoring station. At least 6.2 feet of that was the surge itself, which set a record there.
In Fort Myers, the city saw a peak 7.26 ft of surge — a record high, per NOAA.
Meanwhile, the Caloosahatchee River, which flows into the San Carlos Bay and the Gulf of Mexico, was experiencing 7.2 ft of "moderate flooding" as of around 6:10pm ET, according to a National Weather Service gauge in Fort Myers.
Threat level: The NHC considers storm surge, or an abnormal rise of water generated by a storm, to be the most deadly and destructive aspect of hurricanes.

As its fishy name implies, Fins is known for its seafood, particularly for its quality sushi. A lovely slice of Old Florida, Snook Haven is a charming hangout known for its barbecue and basic seafood items, plus more unusual dishes like gator sliders and shrimp and chips. There is nothing else in the area like Star Thai and Sushi’s “Ultimate Omakase” experience, an expensive sushi binge that will leave you reeling. The menu includes up to 20 different small plates, prepared by chef Mike Castro right before your eyes. If you’re not looking for that level of indulgence, Star is a great destination for basic rolls and Thai food, too.

Owner and chef Kwan Taylor is a pioneer. She introduced Venice to Thai cuisine when she opened this popular restaurant, which specializes in the food of southern Thailand. The basic soups are a delight, the steamed pork dumplings are fantastic and specials like a tempura softshell crab platter are beyond satisfying.

This Indian spot, located in an unassuming shopping plaza, regularly makes the top ten on Yelp’s Top 100 Restaurants in Florida. In 2023 it was ranked in the No. 2 position, no small feat. At Tika, the menu covers a broad array of Indian favorites from biryani to saag, tandoori to butter chicken and, of course, tikka masala.
