LAKELAND — The thought of a second Chick-fil-A opening on South Florida Avenue has raised alarm among Lakeland residents.

Tampa-based Bohler Engineering held a neighborhood meeting Thursday night to meet with residents about a proposal to open a Chick-fil-A restaurant at 2301 S. Florida Ave, just north of Southgate Shopping Center.

"It's a poor location. It has been for years and years and years," said Chad Reid, a Lakeland resident of 30 years. "Now the road diet ends just before it and driving is crazy at that location."

The roughly one-acre site was previously a Bank of America branch. It has been vacant for several years. Chick-fil-A seeks to use the site to build its new model restaurant. In almost a complete reversal from COVID-era policies, the franchised chain wants to build a sit-down restaurant without the drive thru that Chick-fil-A's model is well known for.

Bohler Engineering staff representing a Chick-fil-A franchise owner declined to speak with The Ledger any further about their new concept restaurant.

"The concept is still new. There's not a lot of data available on what traffic would be like," said Abby Rowzee, a West Palm Drive resident who attended Thursday night's meeting.

Traffic and safety of local residents, students and parents traveling to Southwest Elementary School are the main concerns of residents if the proposal moves forward, Rowzee said.

The property is adjacent to residential homes on West Poinsettia Street, which loops south turning into West Oak Drive and connecting to Southgate Shopping Center. Residents say there is also an existing driveway that connects a parking lot alongside the former bank building to Play It Again Sports, potentially allowing motorists to cut north to West Palm Street.

Reid, who's son attends Lakeland School of Music on West Oak Drive, said there are already traffic problems on the residential streets.

"It's murderous traffic to get in and out of the schools every single day," he said.

Rowzee said dozens of vehicles back up on West Oak Drive and West Poinsettia daily during Southwest Elementary School's pickup and dropoff hours. This essentially limits the already narrow street to one-way travel for safety's sake.

Large sections of the neighborhood also lack sidewalks, Rowzee said, causing residents and students alike to run, walk and bike on the streets. She said she fears traffic from Chick-fil-A could lead to an increase in pedestrian accidents.

Reid and Rowzee said they both are Chick-fil-A customers who visit the South Lakeland franchise, located approximately 2.5 miles to the south. A key difference is that restaurant is located amid other businesses, not immediately adjacent to a residential neighborhood.

Southwest residents asked Bohler Engineering and Chick-fil-A representatives if they would consider other locations that would not back up against residential homes.

To move forward, Bohler Engineering and Chick-a-Fil would need to request a change of zoning from Lakeland's Planning and Zoning Board. The request would go through a hearing process before going to the City Commission for final approval.

An affiliate of Apartment Income REIT Corp. (NYE: AIRC) acquired the Southgate Towers apartment complex in Miami Beach for a combined $250.47 million.

The Denver-based multifamily company announced in November that it had the property under contract for $298 million. However, the two deeds recently filed in Miami-Dade County indicate the price was $250.47 million.

Southgate Towers LLLP and Gumenick Family Investments No. 2 Ltd., both affiliates of Gumenick Properties in Richmond, Virginia, sold the 495-unit apartment complex at 910 West Ave. and the 219,270-square-foot parking garage at 959 West Ave. to Southgate Towers LLC, an affiliate of AIRC. The buyer assumed a $101.2 million mortgage with Metropolitan Life Insurance Co.

Totaling 554,694 square feet, Southgate Towers was built on the 4-acre site along Biscayne Bay in 1958. Gumenick Properties completed a $40 million renovation of the property in 2016 that included the new parking garage.

According to Apartments.com, units in Southgate Towers range from 394 to 2,157 and rents run from $2,500 to $7,250.

A spike in apartment rents have led to soaring multifamily values in Miami Beach.

However, the West Avenue area of Miami Beach is one of the most vulnerable areas to sea level rise and high tide. City officials have been working to raise the street and implement more flood controls.

The deal for 495-unit Southgate breaks down to nearly $452,000 per apartment.

This is the first time Southgate Towers has traded since the Gumenick family completed the buildings sometime in the late 1950s or the early 1960s. At the time, the project marked the first high-rise apartment complex in Miami Beach. The late Nathan Gumenick started the eponymously named firm in Richmond, Va., and it is now based in Richmond and Miami Beach, with grandson Randy Gumenick as chairman.

The pair of L-shaped buildings sit on 4 acres overlooking Biscayne Bay and Miami. Southgate offers studios, as well as one- to three-bedroom apartments, with monthly rents ranging from $2,500 to $7,250, according to Apartments.com.

The five-story garage, which is across the street from Southgate, was completed in 2002 on 1.3 acres, property records show. Retail tenants include Caffe Umbria, Pure Pharmacy, Giotto Maestro Della Pizza and Oliver’s Bistro.

Air, based in Denver and led by Terry Considine, spun off in 2020 from Aimco as an apartment communities REIT.

Air placed at least two other wagers on South Florida’s multifamily market last year. It bought The District at Flagler Village building at 555 Northeast Eighth Street in Fort Lauderdale’s Flagler Village for $173 million. Air also purchased the 28-story, 296-unit Watermarc at Biscayne Bay on the northeast corner of North Bayshore Drive and Northeast 21st Street for $211 million.

The tri-county region’s rental market has boomed over the past two and a half years, thanks to a population influx that has pushed up rents to new heights. A recent report from RentCafe deemed Miami-Dade County as the “most competitive” apartment market in the U.S. An average of 32 renters vied for one available unit, far above the national average of 14 renters competing for an apartment.

No matter what region in Florida, it's getting harder to find that magical $250,000 house

The fuss centers around an offer from Sarasota County to buy the property just north of Bee Ridge Road at 3145 South Gate Cir. where a small building and pool built in 1956 sit next to Phillippi Creek.

The county plans to demolish and fill in the pool, rehab the building and turn the location into a public, waterfront park that could have a kayak launch and a fishing pier if its offer is accepted.

However, the offer of $170,000 in cash for the property left many of the community's residents confused and wondering what year it is, given that in 2021 real estate across all Florida has surged in value.

County officials note its offer was determined by deducting estimated repair costs to the community center from an appraisal they had conducted on the property.

The homeowner association's own appraisal, conducted in 2018, put the value at $1.055 million.

The South Gate Community Association has operated the property since the neighborhood was created 65 years ago. The building itself is historic as it was designed by Victor Lundy of the Sarasota School of Architecture.

But with only about 10% of the community signed up for the $75 per year fee the association charges members plus another roughly 80 people paying the $150 per year fee to access the community's pool, keeping the association in the black has been challenging.

The cost to operate the association's property runs between $4,000 and $5,000 per month. To make up the difference, the organization rents out its community center to the public.

With the COVID-19 pandemic evaporating much of the revenue the organization depended on in 2020, it was broke in December and relied on a loan from a South Gate resident to float it into 2021.

The idea of selling the property has circulated among members of the organization's board since at least 2018.

With the county's offer, the idea of selling the property has for the first time gained widespread attention from the community's residents, with an informational meeting being held last week.

More than 110 people packed into the community center for presentations about the offer as its dues paying members will vote Tuesday on whether to accept the offer.

Seth Johnson, vice president of the association's board, gave a 45-minute presentation on the decision to consider selling. He was interrupted several times by people opposed.

He said the process began in 2018 as he and other board members wondered "what if" about potential catastrophic incidents that could happen to the property.

That board examined several options on ways to fund operation of the pool and community center that included creating a special tax district, selling the property on the open market, leasing to an outside group and maintaining current operations.

The special taxing district and leasing to an outside group were both eliminated as vaiable options, he said.

Selling to a developer would also not be ideal as it would mean the destruction of the community center and potentially development of the property that would not be in the best interest of the South Gate community.

That leaves two options: selling to the county or retaining the property.

While Johnson said he didn't know which way he would vote at the meeting, he did say that if the community votes to retain the property it needs four to five times the number of paying members to operate effectively.

Allison Werner, a board member in charge of marketing, gave a presentation in favor of retaining the property.

Werner, who runs a boutique real estate company called Couture Real Estate, said if a appraisal were done in 2021 the market value would easily be between $1.2 and $1.5 million.

"It's a laughable offer," she said of the county's proposed purchase. "It's laughable that we are even having to discuss it."

She said that there was no urgency to approve it, and that if the county wants the site now, it will still be an attractive park site later.

"I encourage you to vote no," she said. "Because, we need time to sort through our options."

She noted that the board has had sparing communication with South Gate residents and that is something she plans to change.

"We need to ask for help and we need to ask loudly and you all are here tonight because we asked for help," she said.

Several people then joined in opposition to selling.

Michael Frantz was the only person to speak up in support of selling the property. He sees the offer as fair, given what the use of the property would be if sold to the county.

"Can you get more than that?" he asked. "Sure, but they'll build nice condos here and McMansions and say goodbye to the Lundy building."

The Denver-based real estate investment trust is paying $471 million for two apartment properties in Miami Beach and in Fort Lauderdale’s booming Flagler Village neighborhood.

Air bought The District at Flagler Village building at 555 Northeast Eighth Street in Fort Lauderdale for $173 million, and has Southgate Towers at 900 West Avenue in South Beach under contract for $298 million, according to the REIT’s third quarter earnings release.

Mill Creek Residential sold The District, after completing the 24-story building with 350 units last year. The Boca Raton-based firm had paid $7 million for the 2-acre development site in 2019.

The District’s apartments range from studios to three-bedroom units with monthly rents from $2,301 to $3,847, according to Apartments.com.

Air’s purchase, which closed in the third quarter, pencils out to $494,000 per unit.

The 495-unit Southgate Towers consists of a pair of 14-story buildings on 4 acres in South Beach, overlooking Biscayne Bay and Miami. Gumenick Properties, based in Richmond, Virginia and Miami Beach, owns the property, according to records. The late Nathan Gumenick, who founded Gumenick Properties in the 1940s, developed Southgate, according to media reports. The firm is now led by Chairman Randy Gumenick.

The buildings offer apartments ranging from studios to three-bedroom units with monthly rents from $2,179 to $5,465, according to Southgate’s website.

Air’s purchase of the buildings, which equates to $602,000 per unit, is expected to close early next year.

The REIT also bet on the multifamily market in Miami’s Edgewater neighborhood this summer. Air paid $211 million for the 28-story, 296-unit Watermarc at Biscayne Bay on the northeast corner of North Bayshore Drive and Northeast 21st Street. Mill Creek also sold this property.

South Florida’s apartment market has experienced hefty investment sales activity. The influx of residents since late 2020 fueled record rent hikes, although the growth rate has slowed. In September, the area’s rents increased 13 percent, year-over-year, to $2,590, according to Realtor.com.

Air, led by Terry Considine, spun off from Aimco in 2020 as an apartment communities REIT.

Aimco also has been investing in the South Florida market. In Flagler Village, Aimco paid $100 million in three deals this year, assembling 9 acres at 901-927 North Federal Highway and land on both the southeast and southwest corners of Northeast Ninth Street and Northeast Fifth Avenue. The properties allow for 3 million square feet, including up to 1,500 units, more than 300 hotel keys, and over 100,000 square feet of retail.
