TEQUESTA — On a quiet evening in the 1990s, Carol Beresford and her husband, Pastor Paul Beresford, woke up to a phone ringing. It was a call from a young woman at their church that would change both of their lives and the lives of 2,000 women — from their home in Ohio all the way to South Florida — over the next 30 years.

On the line was a distressed mother-to-be. She told the Beresfords that she felt she had no other option but to terminate her pregnancy. She wanted to keep her child, but had no resources or support to do so.

The Beresfords answered that call in more ways than one. They took her in, giving her the encouragement and resources that she needed to become a mother. Then they started a nonprofit to help other women like her.

“I wanted to offer women a choice,” Carol Beresford said. “A real choice.”

The Beresfords opened Hannah’s Home in Ohio in 2001; the Tequesta location followed in 2011. It's a home for disadvantaged women seeking a soft transition into motherhood. Now, Hannah’s Home has helped close to 100 families avoid churning through the welfare or foster care systems.

And that number will grow as the home raises money to expand. The nonprofit will devote the proceeds from its March 2 gala to reach the $10 million needed to allow it to increase its care to 24 mothers at a time instead of eight.

What, exactly, does Hannah's Home do?

Hannah's Home is named for the barren Old Testament woman whose desperate prayers for a son were answered. Beresford named the nonprofit for Hannah as a reminder to its young mothers that Hannah's Home sees their choice to have their babies as a blessing.

Joanne Dively, its chief operating officer, calls it a haven for women who want to keep their babies but need help preparing for motherhood — and who need understanding instead of judgment.

It teaches the moms skills such as career-building and financial literacy to help them thrive as working, single parents once they leave. Its program has three stages and lasts from two to three years, depending on how far along a mom is in her pregnancy when she arrives.

Hannah’s Home also teaches the moms to save money, requiring them to save about 75% of their paychecks. While in the program, mothers have access to free clothing, food and medical and dental care through the nonprofit’s partners. Hannah's Home is supported by an army of corporate and community partners like Florida Power & Light, The Palm Beach North Chamber of Commerce, The Mastroianni Family Foundation and The Quantum Foundation.

Two years from her baby’s birth, a Hannah’s Home mom will ideally leave with a stable job, a career plan and a nest egg to spend on whatever she deems most useful, such as a car or a down payment on a condo or an apartment.

The Tequesta site has had to turn away about 50 women a year since it opened.

Hannah’s Home has always had one issue: Too many moms want to stay there.

The nonprofit says it hasn’t had enough space for over 2,000 of the moms that have come to them for help since its Michigan site opened over 20 years ago. The Tequesta site has turned away 500 women alone in the 10 years it's been open.

The Tequesta home currently can’t take in any more than eight mothers and their babies at a time and its beds are full. With four moms, their kids and two sets of house parents, the 5,000-square-foot space can get cramped.

“The hardest part of my job is having to turn away a mom with a child or a pregnancy because we don’t have the room,” Dively said.

The expansion will let Hannah's Home house 24 families at a time

Hannah’s Home has the space to expand at its 4-acre property on County Line Road, but not yet the money. In 2019, it began a $10 million capital campaign to pay for an expansion, which it is rolling out in phases.

The project will allow Hannah’s Home to house 24 women and their kids with the addition of a two-story dorm-style building and four two-family cottages.

The cottages are the next project the campaign will fund. They’ll house eight families during the last stage of their stays. Each one costs $400,000, and the nonprofit has only collected 25% of the cost to build the first one.

After the duplexes will come the dorm, with space for 16 moms and their kids.

The first new building was a chapel, where the women are encouraged to attend worship services. The building where the Hannah's Home residents currently eventually will become into offices and classrooms.

Last year, Mr. Asprinio opened AquaGrille, offering what he calls coastal dining in Juno Beach.

At Josco Garden, in the Tequesta space that previously operated as Josco Bar & Oven, Mr. Asprinio focuses on contemporary continental cuisine.

“When the idea for Josco Garden initially arose, I was excited about the opportunity to expand our efforts in the local hospitality market to the north,” Mr. Asprinio said in a news release. “I wanted to open a very special restaurant with a chic, urban feel for the residents of Tequesta and Jupiter Island.”

Mr. Asprinio tapped Aaron Black as the executive chef and partner.

Menu items include Hamachi Carpaccio Aguachile, Hand-Cut Steak “Chartare,” Key West Pink Shrimp Cavatelli, Filet Mignon “Oscar” Surf & Turf, Golden Cauliflower “Chop,” and the local fresh catch that is served with cotija polenta and Sauce Américaine. Josco Garden also pays homage to the restaurant’s signature, wood-fired oven with dishes such as a seasonal flatbread, wild mushroom tartine, roasted oysters with Ajika butter and octopus Niçoise. It also offers cocktails and an international wine list.

Stage Kitchen to host James Beard luncheon

Stage Kitchen & Bar will host a special lunch at noon Monday, March 6, to celebrate Palm Beach County’s 2023 James Beard Foundation “Best Chef: South” nominees.

Cooking together for the first time will be: Cindy and Jeremy Bearman, chefs and owners, Oceano Kitchen; Rick Mace, executive chef and owner, Tropical Smokehouse; Lojo Washington, chef and owner, Queen of Sheeba; and Pushkar Marathe, executive chef and owner, Stage Kitchen & Bar, and the Stage culinary team. Each chef will be responsible for one of five courses, taking diners on a culinary journey with each course showcasing that chef ’s point of view.

TEQUESTA ? As development pressures increase throughout Palm Beach County, the village of Tequesta has approved its first-ever master plan for its commercial corridors.

After a process that began in November 2021, a vision for Palm Beach County’s northernmost municipality is in place.

On Nov. 10, the village council unanimously approved a commercial corridor master plan for the future look of shopping centers and other properties along U.S. 1 and Tequesta Drive.

“We thought it was important to have a long-term plan in place to manage the growth and guide developers to preserve our unique aesthetics and the small-town charm that our residents desire," Mayor Molly Young said. "Right now, it is a long-term plan. There is no timeline.

“We hope to work with pertinent stakeholders to work on some of the enhancements,” Young said.

Development pressures expected to bring changes to U.S. 1 corridor

Known for its small-town charm and wealth of family-owned shops and restaurants, as well as a few chain stores, the village’s older properties are ripe for redevelopment.

Rebel Cook of Rebel Cook Real Estate has been selling properties in Tequesta for years and predicts dramatic changes are ahead for the village.

“The sleepy village of Tequesta will no longer look like the sleepy village of Tequesta in five years because of the new development that will occur on the U.S. 1 corridor. Those old shopping centers and buildings along there will basically experience the same renovations that you are seeing down on Dixie in West Palm Beach,” Cook said.

The high cost of land will force developers to build multistory buildings, rather than the one-story shopping centers such as the Tequesta Shoppes on U.S. 1.

The village engaged the services of the Treasure Coast Regional Planning council to obtain public comment, analyze potential redevelopment strategies and provide recommendations for maintaining Tequesta’s scale and character. The council's fee was $105,000.

In April, the village and the council conducted a five-day public design charrette that followed two months of stakeholder interviews and meetings with the charrette host committee.

The village’s community development director and manager have been directed to work on an action plan to put some of the recommendations in place.

The plan is aimed at providing clearer direction on the community’s expectations for growth. It looked at issues such as building heights and building scale, and whether incentives should be offered in exchange for increases in public open space.

The village, with a population of about 6,200, has experienced increased development pressure for residential and mixed-use development. While the village already had a mixed-use zoning district, commercially zoned areas have also been pursued for residential redevelopment.

Plan pushes more trees, more shade, more incentives to bike and walk

As the village seeks to remain a good environmental steward, one priority is to enhance the streetscapes and tree canopies to include more shade and to make biking and walking more desirable, Young said.

The consensus during the planning process was that U.S. 1 and other commercial areas of the village need more trees.

Since there is no room along U.S. 1 for the desired tree canopy, the suggestion is to develop a public-private tree planting program where the village works with private property owners to provide shade trees on their property with assistance from the village.

At Tequesta Shoppes, a center featuring Marshall’s and Home Goods, a few parking spaces could be removed and replaced with tree wells, said Dana Little, the planning council's urban design director. Currently it has a typical suburban layout with parking in the front.

As for the Tequesta Fashion Mall, a strip center north of Tequesta Drive facing U.S. 1 on the west side, the report recommends it be considered for wholesale future redevelopment.

“The buildings are over 40 years old; their configuration is odd and dated, and there is a great opportunity to create a memorable mixed-use project on U.S. 1,” the plan states.

The design team suggested that over time, Gallery Square might be rebuilt into a neighborhood mixed-use center with an emphasis on creating a public plaza for gathering, events and dining. The parking could be located to the side and rear of the buildings.

Gallery Square North, in the heart of the village at the intersection of Seabrook Road and Tequesta Drive, is home to Gallery Grille, Marie Antoinette’s Furniture and the Lighthouse ArtCenter, founded in 1964, as well as other businesses.

During the charrette, residents identified Village Boulevard and North Old Dixie Highway as a particularly challenging intersection.

The preferred route to the Publix supermarket at Countyline Shopping Center for most village residents is north on Dixie Highway, then east along Village before entering the plaza from the south. The route avoids having to use U.S. 1 and making a potentially dangerous left-hand turn into the plaza. One solution would be to develop a roundabout at that intersection.

Although the planners recommended changing the way the village measures buildings, the council disagreed. Tequesta has a four-story, 50-foot height limit, and the planning council recommended placing less emphasis on the maximum height in feet and inches, and instead of on the number of stories.

Tequesta Cove residents remain in limbo weeks after evacuation

TEQUESTA, Fla. — People living in a Tequesta apartment building are without a place to call home tonight.

They were told to evacuate Tequesta Cove weeks ago and they're wanting to know just when they can return.

"They're looking at different buildings along the water and they're looking at structures and I think there might be some panic setting in," said John Napolitani, a resident and Vice President Board Member of Tequesta Cove.

We're told engineers found significant deterioration and cracking on the columns supporting the homes forcing residents in all 24 units to evacuate for their safety.

"They gave people time to get their stuff out and they're allowing people to go in and one at a time, 10 minute intervals, if they have to get in for medicine or anything else," said Napolitani. "I came in to see my unit, I'm only allowed 10 minutes. I had to have the captain of the fire department come in and escort me in and make sure I'm only in there for a short period of time, for the safety of me and anybody else that's here."

Neighbors across the road say many who evacuated are staying with friends or hotel rooms.

"We would be happy to help you guys if we could just call us we're next door," said Teresa Farthing who lives in Waterway Beach, the building next door.

The Village of Tequesta says the HOA is helping residents with relocation.

"Tequesta Fire Department they have been very accommodating of all of the residents I think they've done an absolutely fantastic job with this," said Napolitani.

But after three weeks there's no apparent end insight.

"Yes and then neighbors were evacuated and taken out of there and nothing has happened so I don't really know what's going on with the neighbors I feel terrible for them," said Farthing.

Residents won't be allowed to move back in until repairs are made and they'll have to wait for the all-clear from a structural engineer.

"The safest alternative I mean you want to make sure that your residents are safe," said Napolitani.

A company led by billionaire developer Jeffrey Soffer filed plans to demolish an oceanfront condo in Tequesta to build a luxury condo.

This would be the third beachfront condo in the Palm Beach County town for Soffer, the head of Aventura-based Fontainebleau Development, and partner Phil Perko of Jupiter.

The Village Council will view the preliminary plans Sept. 8 for the 3.3-acre site at 250 Beach Road. The developer, through 250 Beach Road Development, bought out the 40-unit Regency Condominium from the individual owners for a combined $100.5 million in August and terminated the condo association. That condo was developed in 1969 and had been undergoing repairs in recent years.

The new condo would have 34 units in 10 stories. They would range from 4,155 to 5,424 square feet. Amenities would include an oceanfront pool, a paddle ball court, a kid’s club, a kitchen and dining room, and a barbecue area. There would be two private pools on the roof.

According to the application, the project would cost $62 million to develop.

“The beauty of the area with Jupiter Island, the community of people, and the way of life up here, that is what it’s all about,” Perko said. “It’s a great place to be with your family and friends.”

Miami-based Arquitectonica designed the project. George Gentile of Gentile Holloway O’Mahoney & Associates in Jupiter is the lead planner.

Soffer and Perko are building the SeaGlass Jupiter condo after buying out and demolishing a smaller condo along the beach. In 2021, Soffer’s firm bought out a 24-unit condo on the beach and he recently proposed replacing it with a condo called the Savoy.

Since the collapse of the Champlain Towers South in Surfside in June 2021, there has been more pressure on condo associations across Florida to repair damage and catch up on deferred maintenance. That has spurred some owners of older condos to sell out in bulk to developers. Given the surge in values for new condos on the beach in Palm Beach County, developers are willing to pay top dollar to obtain development sites on the sand.
