The company paid $3.6 million last October for 13.6 acres at 2200 Old Vineland Rd. and received preliminary site plan approval for a new workforce housing community called Salix on Vine. The property was sold by Richard and Melanie Bronson, who had rezoned the parcel from Agricultural/Conservation to Commercial Tourist in 2021.
LAC has a pre-application meeting coming up with Osceola County’s Development Review Committee. The DRC has already approved the conceptual plan and elevations for compliance with the county’s W192 design standards.
The plan from Kimley Horn calls for eight 3-story, walk-up, garden-style apartment buildings with a separate clubhouse, pool and playground. Two of the buildings would front Old Vineland near the property line, and the parking is interior to the lot, as required by the design standards.
The family housing concept does not have any studio or one-bedroom units. The development matrix calls for 50 two-bedroom units, 120 three-bedroom units and 72 four-bedroom units. The community includes 13 units that are ADA compliant plus another six units designed specifically for residents who are hearing impaired. Those units would include flashing lights for the doorbell, phone and smoke detectors, according to project architect Bessolo Design Group.
The Salix on Vine project is surrounded by new development, including Solamar, a 210-unit BTR townhouse community now under construction and several other affordable housing communities just across Old Vineland Road. Atlantic Housing Partners completed Vineland Landings in 2018, Dominium will complete Shingle Creek Landings this year, while Banyan Development Group has approved plans for Rosewood Pointe (192 units). Cameron Preserve, a 100-unit affordable community on Yates Road, is getting ready to build a second phase with 80 units.
LAC currently owns and operates more than 100 apartment communities across 18 states and has steadily increased its portfolio within the Orlando market area. In 2021, the firm closed on the acquisition of Valencia Park apartments in Orlando and completed the rehabilitation of the 208-unit community last year. The firm also extended the affordability restriction for another 30 years.
Completed upgrades to individual units include new kitchen appliances, new countertops, and vinyl plank flooring. The buildings received fresh paint and new windows as well as HVAC and electrical system improvements. LAC also equipped the property with a range of new sustainability features such as energy-efficient windows in each unit, low-flow appliances that preserve water, and daylight sensors attached to the buildings to conserve electricity.
LAC also owns the 80-unit Timber Sound apartment community at 4903 Raleigh St. and has plans for more new construction in the market. LAC paid $6 million last year for a 13-acre site on W. Colonial Dr. adjacent to the Parkwood Plaza shopping center, where it has an approved master plan to build a 300-unit apartment community.

The company also sought to entitle a 7.1-acre site on S.R. 535 on the Orange-Osceola county line for what would have been a 216-unit affordable senior community, but that project was denied by Orange County staff because of the amount of wetlands on the site.

The victory pushed Vineland's record to 6-1 ahead of a Thursday nonleague showdown with Rancocas Valley.

Strong starts are always good for confidence, and the Fighting Clan aren't lacking for that at the moment.
"Things are going good, for sure," said senior second baseman Erv Bogan, who went 2-for-3 with a double and three runs scored Wednesday. "I feel like we're pretty strong this year and if we play our cards right we could go pretty far."
A hectic month of March, which included a preseason trip to Vero Beach, Fla., seems to be paying off for Vineland.
Fighting Clan coach John Malatesta likes where his team is at — mentally and physically — compared to this time in 2018.
"We're better, we're a lot farther ahead than last year," Malatesta said. "Remember, we had 17 scrimmages (in March). So, basically, you're at your 24th game.
"It's been a great spring, Florida was great, came home and still played more games, so, yeah, it's a big-time advantage," Malatesta continued. "We came home with like 60 at-bats, so we know who our guys are. Pitching staff is young but they're coming around, starting to get their roles. So we're ready when we've got the big weeks coming up again."
Vineland already handled one big week well by defeating rival Millville, 2-1, in extra innings before edging Egg Harbor Township, 12-10, in back-to-back road games April 8-9.
That week ended with a 4-2 loss at St. Augustine, the top-ranked team in the Courier-Post Mean 15.
"That whole week — Millville, EHT, and the Prep — that was nice for us," Malatesta said, "and we battled with the Prep down to the last batter."
"We usually go over to the Prep and they usually hand it to us over there, so it's a good sign we played well," Malatesta continued. "But it just tells the guys, here's where you need to be, that's playoff baseball. Like playing Millville, that's playoff baseball. Playing EHT, that's playoff baseball. That's where you gotta go. That's where the bar is."
Talking about the St. Augustine loss frustrates Vineland's players.
It's clear the Fighting Clan have high expectations this season. That setback could help them moving forward.
"Oh man, tough loss," Bogan said. "We took from it that we can hang with anybody. We feel like if we play our game, we can beat anybody."
Vineland's focus entering this year was on fundamentals.
The Fighting Clan are averaging 8.5 runs per game this season not counting a crooked number they posted in a win over Bridgeton on Tuesday.
But Malatesta expected Vineland to hit.
It's the other phases of the game that have the coach feeling optimistic.
"Putting up some runs, but we're playing better defense," Malatesta said. "Last year we struggled with defense early. This year we made some changes and the guys are playing better defensively, keeping us in games, and the pitchers are throwing strikes and that's working out."
The players see it's all working and that is having a positive effect on the team's mindset.
Vineland wants to bring a relentless approach to the diamond.
"We never give up, we keep playing until the game's over," Bogan said. "We give it our all, work hard in practice and it shows on the field."
Malatesta does believe the extra work before the season will pay dividends come May.
The battle-tested teams are typically the ones that stay standing the longest.
"We've played a lot, and that's how you build confidence, by playing the game," Malatesta said. "You do that enough and no situation is too big."

As construction continues on its 329-unit Altis Lake Willis at Vineland Pointe, Altman Companies recently snagged adjacent property for a second Class A apartment community in this bustling corridor of Orlando’s tourism district off International Drive.
The Boca Rotan-based developer, on September 16, paid $8.1 million for nine acres on Daryl Carter Parkway — the future site of the 230-unit Altra Lake Willis.
Once complete, both standalone multifamily projects will deliver a total of 559 luxury rental units to land near Universal theme parks and across the street from the Target-anchored Vineland Pointe shopping center, which is described on its website as “Orlando’s newest retail and dining destination.”
A short drive down Daryl Carter Parkway to the west is Unicorp National Development‘s sprawling 350-acre O-Town West mixed-use site that includes the nation’s largest White Castle restaurant and will eventually hold more than 1,500 multifamily units across three luxury apartment communities.

“We have (many) units across our Central Florida portfolio and this is among the best locations I’ve dealt with,” he said. “It has convenience in location to the theme parks, downtown Orlando, the airport, the Vineland Pointe (shopping center) is brand new with a brand new Target, and the Vineland Premium Outlets are a five-minute walk. It’s employment; it’s accessibility. This is 100 percent in the path of progress.”
Altman’s Altra Lake Willis project will consist of 92 one-bedroom units and a total of 138 two and three-bedroom units spread across six three-to-four story buildings, according to site plans by engineering firm Kimley-Horn.
It will include a 24/7 fitness center complete with yoga, aerobics and spin studio, a Starbucks cyber cafe, a virtual reality game simulator, a resort-style heated pool with cabanas and an extensive pool pavilion with a kitchen, Cima said.
While the adjacent Altis Lake Willis —expected to open in the first quarter of 2023 — wears a similar name, both communities will operate as standalone entities with separate clubhouses and pools.
Each is designed by different architectural firms. Forum is involved in Altis Lake Willis while G4 Architectural Services is leading the design of Altra Lake Willis.
“We are looking for a product that differentiates from our phase 1 and lives as two separate identities but still delivers that best in class,” Cima said.
For these projects, Altman partnered with national investment and financial firm J.P Morgan.

Since 1968, The Altman Companies has developed, constructed, acquired and managed over 26,000 multi-family homes in Florida, Michigan, Illinois, Tennessee, Georgia, Texas and North Carolina.
In Orlando, it has developed three Altis-branded communities that have since been sold. It currently owns the 248-unit Ivy Residences at Health Village in Orlando, built in 2014.
The company is under contract for 36.7 acres on Orange Blossom Trail immediately south of the Tupperware World Headquarters in Osceola County near a SunRail station. The firm is planning a pair of communities with a combined 644 units, developed over two phases, GrowthSpotter reported in July 2021.
The transaction joins other multifamily property deals that occurred in the Orlando market over the past week. The highest-priced deal involved The Baldwin, a newly-built 270-unit luxury apartment community on East Colonial Drive that sold for $87.2 million — or $323,148 per unit.
Virginia-based Middleburg Communities and SFO Capital Partners, a London-based global real estate investor and investment manager, acquired the asset from the apartment community’s developer, Atlanta-based Catalyst Development Partners. Managing Director Brett Moss, Associate Director Tyler Swidler, Senior Managing Director Matt Mitchell, and Senior Financial Analyst Bennett Hopkins of Berkadia arranged the sale of behalf of the seller.
Ten minutes from downtown Orlando, the apartment complex, which opened in March, offers one, two and three-bedroom apartment homes ranging from 756 to 1,248 square feet of living space.
Amenities include a 24-hour fitness club, co-working spaces for collaborative meetings, a resort style pool with cabanas, a fire pit, yoga lawn, a full service dog-spa .and an enclosed dog park.
Middleburg Communities has been active in Central Florida as an investor and developer. Earlier this year, the company paid $100 million for the newly-opened Indigo Champions Ridge in Davenport and then, weeks later, broke ground on its first new-build apartment community just two miles away.

In a news release announcing The Baldwin acquisition, Chris Finlay, CEO of Middleburg Communities, said the company is “pleased” to expand its portfolio in Central Florida.
“Given the area’s continued growth and population inflows, there is a significant need for the high-quality, attainable housing communities we have acquired or are developing,” he said.
In other apartment development news: A trio of partners — The Allen Morris Company, Xenel International and Principal Real Estate Investors — broke ground this week on the 311-unit The Maxwell at Xentury City.
It will be the first residential phase of a larger 200-acre mixed-use development along I-Drive and Osceola Parkway that will offer live, work, play offerings like first-class dining, and entertainment. Regions Bank provided a $57.2 million construction loan to the development team.
The 293,000-square-foot community will contain five garden-style buildings and features world-class amenities throughout. The buildings are four stories and elevator-served, and the project features a 10,000-square-foot clubhouse and leasing office. The project site is adjacent to the Gaylord Palms Resort and Convention Center.
Dwell Design Studio and Shim Studios led the design efforts. The General Contractor for the project is Deangelis Diamond. The scheduled completion date is second quarter of 2024.

VINELAND - A Florida-based food company looking to establish a new location in the Northeastern part of the country has identified Vineland as the site for its expansion.
Pero Family Farms in December was approved by the New Jersey Economic Development Authority for a Grow NJ award totaling nearly $19 million in tax credits over a 10-year span.
Pero — a produce grower, packager, processor and distributor — proposed a $13 million investment in a new 118,400-square-foot facility at the corner of North Mill and Weymouth roads. No timeline for completion has been set.

The company plans to hire about 220 employees at the facility, according to the NJEDA.
“We are excited at the prospect of building Pero’s presence in the Northeast, and see Vineland as a strategic point for meeting the growing demand for our products," Pero President and Chief Operating Officer Frank Pero said. “We appreciate the EDA Board’s approval of Grow NJ tax credits, as they would help to offset the costs associated with doing business in this desirable location.”
Pero Family Farms, of Delray Beach, Fla., boasts a farming tradition dating to 1908.
The company offers an array of fresh vegetables offered whole, as side dishes and as snacks. Pero also offers organic produce.
Their products are available at retailers such as Walmart, Target, Wegmans, Whole Foods and a host of others.
"We are thrilled that the New Jersey EDA has approved the Pero Farms Food Company application for a Grow NJ award," Vineland Mayor Anthony Fanucci said. "The company would bring with it a century-long tradition of family farming that further strengthens our food processing sector, brings new employment opportunities for city residents, and grows our tax base.
"Our location and accessibility to major East Coast markets, low-cost municipal utilities, and competitive construction and labor costs make Vineland an attractive and profitable business location for the company to expand. We look forward to working with the Pero Farms team and to welcoming them to Vineland."
According to the NJEDA, Pero also was considering a site in East Hempfield, Pa., before settling on Vineland.
This is the latest in a handful of NJEDA-backed projects helping to bring businesses to Vineland. The most recent came in November when Vineland Poultry was approved under the Grow NJ program to pursue a 55,000-square-foot site on South Mill Road.
“Vineland offers many distinct logistical advantages, including access to New York and New Jersey ports, and the New Jersey and Pennsylvania turnpikes,” NJEDA CEO Melissa Orsen said. “Cumberland County is emerging as a hub for companies of all sizes and industries that recognize the benefits of a South Jersey presence.”
