WELLINGTON — Mark Bellissimo’s team has submitted a proposal to build a horse megacenter in the village’s equestrian preserve that would include a stadium that could be as tall as 65 feet and seat as many as 10,000 people.
The project would also include a derby field and high-end vendor spaces as it doubles the size of Wellington International, adding 114 acres to the 111-acre campus on the northeast corner of Gracida and Gene Mische streets.
The venue along 40th Street South would replace Equestrian Village, where dressage events are currently held, and consolidate all equestrian sports in one venue. Bellissimo’s team has proposed closing Equestrian Village as part of its plans to build The Wellington, a luxury-home community, in the village’s equestrian preserve.
“The Equestrian Village facility can no longer safely and operationally accommodate the level of activity,” wrote Paige Bellissimo in a letter “Although Wellington’s showgrounds capacity will double, the number of horses will not, meaning everyone will have more space.”

Bellissimo’s team released the showgrounds proposal on the eve of the Village Council considering its applications for the two parts of The Wellington. Hearings are scheduled to begin at 6 p.m. Tuesday at Village Hall and could run through Thursday night.One part, The Wellington North, asks the village to do something it never has approved before: remove land from the 9,000-acre preserve to allow a developer to build — in this case, a luxury residential club community. The 96 acres are home to Equestrian Village and Whitebirch Polo Club.

For Wellington South, Bellissimo’s team is requesting a land-use change for the 114 acres where the new showgrounds would go to equestrian commercial from residential. It would be a first step toward making the new showgrounds happen.
The team also wants the village to declare the new equestrian center is compatible with the goals of the Equestrian Preserve Area (EPA).
“While the priority is to 'preserve and protect,' the EPA, preservation here means safeguarding the equestrian community and lifestyle rather than setting aside large green spaces,” stated the Bellissimo application.
The absence of the showgrounds proposal in part led the village’s Equestrian Preserve Committee to reject the project in June and its Planning and Zoning Board in August to recommend approval for only one part, The Wellington South, and for The Wellington North either to be tabled or rejected until it could vote on a proposal for the new showgrounds.
Some say approving Wellington North would create a precedent for the village in allowing land to be removed from the preserve for development. The village says the removal would not set a precedent and that it would handle similar requests on their merits.
Many equestrians and landowners in the preserve also are upset that Bellissimo has not made improvements on his existing showgrounds at Equestrian Village. He has long staged the Winter Equestrian Festival dressage-related events at the site, at South Shore Boulevard and Pierson Road.
'No vote' urged:Top Florida growth group urges rejection of Mark Bellisimo's Wellington North proposal
Bellissimo’s team argued the expansion is necessary to support the growth of Wellington International and for the village to keep its stake in the equestrian industry against competing locations near Ocala and Sarasota.
It has stated the new horse center will be better both for riders and spectators, making the venue accessible by safer paths, creating a less-congested showground with more green spaces and offering more luxury viewing, vendor and dining options.
“That demand will not double the number of horses so the venue will have a more spacious and park-like feel for all concerned,” stated the application.
The centerpiece would be a new International Arena that would accommodate up to 10,000 spectators between general admission, boxes and dining areas. It will be designed to allow attendees to overlook the derby field, the winner's enclosure, barns and vendor plazas.
Belissimo’s team this week is seeking a compatibility determination from the village to build the horse megacenter on undeveloped land in the equestrian preserve. It is also requesting a change to village code that would allow the facility to be up to 65 feet tall. The preserve has a 25-foot height limit.
The 25-foot height limit is “not consistent with market trends,” the proposal said. Raising it will allow “greater flexibility in how the expanded showground is laid out.”
“Wellington’s equestrian industry would atrophy or outright cease to exist without major equestrian venues,” stated the application, which talks of making Wellington "the Horse Sport Capital of the World."
“And these types of venues need flexibility to be operationally and economically viable,” the application said.

According to the application, the 114 acres for the proposed The Wellington South are owned by “key stakeholders in the community” and lists six companies owned by Mark Bellissimo. They sit along 40th Street South between Idle Dice Road, which becomes Gene Mische Way, and 140th Avenue South.
A portion of the property is in a flood zone, according to village maps.
The showground expansion would be phased over several years.
The derby field and its schooling area would be the first things to be developed. Then, the first phase of construction would include: a new lake on the northern part of the property, the international barns and schooling fields, lunging rings and other outdoor areas with shaded structures, according to the proposal.
In the first year of operation, hospitality venues would likely be “high-end temporary structures”, and the permanent locations will come with phased build out, the proposal says.

WELLINGTON, Fla. — Elizabeth Zapata frequently sees kids driving golf carts in Wellington.
"They don't know how to stop," she said. "They just don't know how to respect the stop signs. They keep on going."
A new law that takes effect in October requires minors to have at least a learner's permit in order to drive a golf cart in Florida.
Wellington student Santiago Castano is a long way from driving himself but thinks it's a good idea.
"I see all these crosswalks and the signs of walking and whenever I walk by I see all these guys just going around on the golf cart," he said. "They don't even stop at the red light."
Golf carts are a way Wellington residents avoid school traffic. Village leaders passed their own ordinance to increase safety regulations for golf cart usage. Wellington Vice Mayor Michael Napoleone said he’s happy to see the state getting on board.
"I think it was smart of the state to realize that just the age alone does not qualify you to drive a golf cart because you're driving a vehicle on the road and you should have some sort of training minimal level of training before you're allowed to do that,” he said.
If you don’t abide by the new state law, the penalty is a noncriminal traffic infraction with a fine of up to $108.The Palm Beach County Sheriff's Office said they’re going to focus on educating the public first and ultimately, it will come down to everyone doing their part.
“A lot of it still comes down to parental responsibility…until they’re mature enough, and have a license to drive one,” Napoleone added.

A Palm Beach County mall could be converted into an outdoor downtown area in the coming years as the village of Wellington is laying the groundwork for possible redevelopment of the property over the next several years.
Village of Wellington leaders said that for several reasons, including the rise in brick-and-mortar malls than ever before.
"The only thing that’s going to be guaranteed is change, and I think the fact we’re preparing for whatever change may come, not necessarily trying to drive it, but trying to prepare for it," said Jim Barnes, the village manager of the village of Wellington.
In 2019, the village of Wellington hired the Treasure Coast Regional Planning Council to begin looking at the mall property and the State Road 7 corridor in Wellington for possible ways to redevelop the area to make it more economically viable moving forward.

"It's no secret to anybody, the mall included, that since its inception to where we’re at today, that mall property has declined in use," said Barnes. "It’s not the mall it was when it opened."
The 97-acre space inside Ring Road, where the mall and the mall parking lots are located, has much of the focus of the study. Village officials refer to this area as the "egg."

"You could fit downtown Delray Beach, you could fit Abacoa, you could fit Rosemary Place, in any configuration within that egg, which would lead you to believe that there’s a lot of opportunity there just based on its sheer size,” said Barnes.
Some village proposals include tearing down the entire mall or parts of the mall and replacing it with residential and commercial structures, entertainment venues, green spaces and sports facilities all interwoven together with new roadways, sidewalks and parking lots. The entire effort could take about 20 years.
"People are going out for more than just shopping, hence the need for an experiential location, whether it’s dining, whether it’s entertainment or whether it’s a mix of those,” said Barnes. "This is a bonus if you’re able to accommodate everybody’s needs in one location rather than have to travel everywhere."

Village leaders say the study, finished earlier this year, found the property owners could make more money moving forward with these redevelopment ideas. The study also states there could be 1,500 new residences and 3,000 more jobs added to the area with hundreds of thousands of dollars in additional tax revenue.
However, these redevelopment ideas are all dependent on the mall property’s five owners.
"We don’t at any time control any of the properties there, and as a result, we are somewhat waiting on property owners and future property owners to come forward with a proposal,” said Barnes. "They've all indicated certainly a level of interest, and they have different time frames."
He says the village council and staff will explore possible code adjustments or other measures depending on if and when any property owners submit possible plans for redevelopment.

The study chose a city from each U.S. state where multigenerational families —characterized by parents raising their own children while also caring for their parents — are more likely to have access to critical resources, community support and financial well-being.
The magazine ranked Wellington ahead of all other Florida communities, citing its schools and assisted living facilities, and its proximity to hospitals, shopping centers and the amenities that the West Palm Beach area offers.
"A horse-lover's paradise, Wellington offers equestrian flair mixed with the delights of coastal living," the study said.

The study focused on multigenerational households and considered factors that met challenges faced by this group such as school graduation rates, the affordability of nearby colleges, the number of quality nursing homes, assisted living communities and home-health care agencies, the risks of social isolation among older residents and their access to solid health care providers.

WELLINGTON, Fla., April 24, 2023 /PRNewswire/ -- Wellington resident and entrepreneur Mark Bellissimo has announced a partnership with NEXUS Luxury Collection to create The Wellington, a luxury residential club community in the heart of Wellington that celebrates the best of South Florida and equestrian sport. Through their new partnership, Wellington Lifestyle Partners (WLP), the principals will reimagine over 600 owned acres and work with the Village of Wellington (VOW) and the local community to craft a residential experience that is focused on wellness, resort living and sport while honoring and enhancing Wellington's equestrian roots.
The proposed development includes doubling the size of the Wellington International equestrian showgrounds, which is currently at capacity. The expansion will facilitate a nine-figure investment to expand and enhance the major equestrian facilities.
WLP's proposed new project, called The Wellington, will include a walkable commercial center featuring shops, hotels, offices, a park, and restaurants featuring some of the world's top luxury retail brands conveniently abutting the residential club community. The development plan will also include a public riding facility that will include trail riding and a basic introduction to horse sport that will be accessible by the community.

Subject to VOW approval, the initial residential offerings within the community will focus on home sites ranging from a quarter-acre up to 5 acres. Upon completion, the residences are eligible to participate in an exclusive rental program which will be managed by NEXUS.
