Frisbie Group could redevelop a retail center in the El Cid Historic District of West Palm Beach into condos.
The city’s Planning Board will consider the small-scale land use amendment for the 1.01-acre site at 319 Belvedere Road, on the east side of U.S. 1, on Sept. 19. It currently has a 15,074-square-foot retail center that was built in 1938 and previously served as a Howard Johnson hotel.
In 2022, 319 B Renaissance II Asset LLC, an affiliate Palm Beach-based luxury developer Frisbie Group, acquired the property for $6.78 million.
Frisbie Group wants to rezone the site from “general commercial” to “commercial planned development.” It would replace the retail center with a four-story project comprising of 32 condos totaling 59,340 square feet, a 4,000-square-foot restaurant with 750 square feet of outdoor seating and 60 parking spaces, including four electric vehicle chargers. It would include an interior courtyard with a pool.
The condos would average 1,854 square feet.
Cody Crowell, managing director of construction and asset management at Frisbie Group, said the project is planned as a condo. It was designed with four-sided architecture so that each side of the rectangular building is treated as the front and engages the surrounding community, he said.
“The goal of the design for the project became to create best-in-class residential housing in a civic-minded urbanist manner that respects and integrates into its surroundings by providing architecture at a human scale on all sides of the proposed development,” he said. “The project’s final design was selected because it maintains the most efficient and innovative use of the land and also enhances the public realm on all four public site frontages. The result displays an innovative, creative use of land that provides benefits to the neighboring properties.”
Merrill, Pastor & Colgan Architects in Vero Beach designed the project. The West Palm Beach office of Kimley-Horn is also working with the developer.
Frisbie Group is seeking nine waivers for the project, including for exceeding the normal maximum lot coverage, having less open space and landscape area than normally required, having smaller setbacks from U.S. 1 than normally permitted, and planting trees off site instead of on the project.
In the application, Frisbie Group said the condo is needed because many companies are relocating to the city and their employees need places to live.
Frisbie Group has built luxury homes and condos in Palm Beach in recent years. In August, Frisbie Group sold a larger condo development site in West Palm Beach to Related Cos.

Its walls adorned with images of mandarin oranges, the sunny new sandwich and salad shop on South Dixie Highway was to be called Pixie on Dixie. A spinoff of the popular local Field of Greens restaurants, it was to be named after a sweet mandarin variety.
But when the fast-casual, healthy foods restaurant opened Monday, Oct. 30, the name on its facade read “Field of Greens.” Just days before its debut in the former SoSo café space, Field of Greens owners changed their minds on the name.
“We changed it pretty much at the last minute. We decided we’re going back to our brand,” said co-owner Hess Musallet.

Going back to the brand means Field of Greens fans can expect the local mini-chain’s full menu, plus a few extras such as a new breakfast lox sandwich, he said.
Originally as Pixie, the restaurant was to serve a few customer favorites from the former SoSo café. While SoSo fans won’t see those dishes on the daily Field of Greens menu, there’s a chance they will when the new spot adds Sunday brunch service later this year, Musallet said.
But customers can expect to see SoSo co-founder Kye Akavia and executive chef Cesar Brea at the new restaurant as both have joined the Field of Greens team.
They can also expect all the Field of Greens fan-favorite items. Most popular among them:
The Chicken Caesar Wrap ($10.95), served in a spinach wrap with crunchy house-made croutons. “Our homemade croutons is what makes it,” said Musallet.

WEST PALM BEACH, Fla. — Audubon Development, the developer behind the King's Landing project in Fort Pierce, has two additional ideas on the table in Palm Beach County.
Dale Matteson, the CEO and president of Audubon Development, said there is no timeline for construction and everything is still in approvals. But city spokeswoman Diane Papadakos later said both projects are no longer being considered.
John Biederwolf, the owner of This Is It Cafe, said he's expecting to see change right down the street soon.
"Well, for purely selfish reasons, the more people that are in the neighborhood, the better off it is for the neighborhood, and me personally and my business," Biederwolf said.
"After 50 or 60 years, a change is good," Darrell Smith said. "I love it. I think it's a great idea."
Smith's longtime friend, Bobby Gilbert, talked about the potential change.
"Sometimes it's good, sometimes it's bad," Gilbert said.
"People just have to get adjusted to change," Smith said. "It'll be fine."
"That's going to be a good development, going to change the makeup of the whole place and change the dynamics," Gilbert said.
Matteson spoke to WPTV on the phone.
"What we do is kind of work on those edges of being where things are doing to be, not where they are right now," Matteson said.
He talked about how to deal with potential growth and opposition.
"That's a good question, and sometimes there is opposition to growth, and you've got to listen to it, you can't kind of come in and bulldoze over people," Matteson said. "You've got to listen to what their concerns are and be respectful of their neighborhoods. You want to fit in and augment what they've got and enhance the neighborhood and add value."
Matteson said there is no timetable yet.
"Everything else is in different phases of approvals and permits, so there is no construction," he said.
Another longtime resident, Derrick, is taking it all in.
"Northwood is already changing," he said. "Personally for me, I think that's a bit too much noise."
Derrick said he thinks it may be loud.
"My house on 21st Street, where I was born and raised, every time the train came by the whole house shook inside," he said. "Pictures on the wall, the furniture, it shook like an earthquake. … It's gonna be loud."
