WESTLAKE, Fla. (CBS12) — Seminole Ridge High School students now need to scan their IDs to use the restroom when class is in session.

The strict new policy was sent to teachers on March 9, 2023, and implemented on March 14, 2023.

The principal Robert Hatcher told teachers in a memo that during class, restrooms will be supervised by school staff. Students who need to go will first have to scan their student IDs and leave all their personal belongings outside the bathroom.

According to a teacher who contacted CBS 12, if a woman has to use feminine products they must show what they intend to bring into the restroom to the school employee manning the door.

“It's pretty annoying because if you have to go to the bathroom really bad it takes forever to scan the ID and stuff. And most of the bathrooms are locked now," said student Paul Ruozzo.

Only four students will be allowed in the restroom at a time and according to the memo, they must leave their bags and personal belongings outside the door.

“They were trying to say like the bathroom is a privilege. And I don't agree with that because I gotta understand, like, there are kids who gotta go to the bathroom and like, the bathroom is locked and stuff like that," said student Davian Montanez.

Each building will have one bathroom available for use when class is in session and all bathrooms are available when it’s time to change classes.

Students tell CBS12 News they believe this has to do with kids skipping class.

“They (the school) just trying to avoid a bunch of kids skipping and stuff like that. You know, smoking- stuff going on in the bathroom that shouldn't be going on," said Montanez.

The principal says no student will be stopped from using the restroom under this new policy.

In the memo to teachers, Hatcher says the goal is to make the school safer and better in the long run.

WEST PALM BEACH, Fla. — Twenty road projects are on the books for 2023 in Palm Beach County.

In the next five years, county engineers plan to make road expansions, intersection improvements and several pedestrian safety initiatives to keep up with growing traffic demands.

However, plans to relieve major congestion on Northlake Boulevard west of Military Trail are not part of it.

New developments are currently popping up all over the county.

Once construction of new communities in Westlake are complete, there will be about 10,000 more homes in the Acreage and Loxahatchee.

"With all the people that's going to be out there, we need another road out there, another east-to-west road," Robert O'Neil, who lives in Loxahatchee, said.

He is one of many drivers looking to the county for solutions.

Recently the county engineering department scrapped the consideration of a $400,000 study to widen Northlake Boulevard east of Beeline Highway.

"Upon further review, we learned that this was going to be almost 15 to 20 years in the future," county engineer David Ricks said. "Doing a study now I don't think is cost-effective."

County Commissioner Maria Marino said her office was inundated with calls about the study, and she wanted it on the record that the county would cease further discussions on Northlake Boulevard expansions east of Beeline Highway.

"Any widening there would put homeowners out of their homes, businesses out of their businesses, cost the county hundreds of million dollars to acquire the right of way," Marino said.

Several road projects in the county are still underway, including expanding parts of 60th Street North near Westlake.

"I actually live out on Loxahatchee, way out at the end of Northlake, and it's terrible all the way to the end, all the way to Seminole Pratt [Whitney Road]," O'Neil said.

Included in the county's five-year road plan are intersection improvements, including bike lane expansions and pedestrian safety initiatives.

Added development and increased traffic through West Palm Beach's downtown prompted commissioners on Tuesday to discuss building a pedestrian crossover over Okeechobee Boulevard at the convention center. That discussion is to be continued.

WESTLAKE — Residents of Palm Beach County’s youngest city now have a place to cool off.

The $15 million residents-only amenities complex known as the Westlake Adventure Park recently opened its first phase, which includes a 360,000-gallon pool, a three-story waterslide, a splash park, pavilions, a playground and a large lawn for events.

The complex, at 16610 Town Center Parkway N. in Westlake, will have a grand opening from noon to 4 p.m. June 22 where the amenities — except the pool — will be open to the public. There also will be food trucks, free hot dogs and treats from the on-site Snack Shack, a BMX bike demonstration, music and games.

Residents are given key fobs that allow them access to the complex, said John Carter, vice president of Minto Communities, the developer behind Westlake’s homes and the Adventure Park.

The second phase of the park will include a large lodge, basketball courts, and another pool geared more toward adults, Carter said.

Minto broke ground last year on the 15-acre project, which on its south end features a BMX-style “pump park” course.

The Adventure Park is the latest non-residential growth in the city, which incorporated in 2016 amid controversy over Minto’s plans for the property. At build-out, the city could have up to 4,500 residences on its 3,800 acres.

Minto has sold 310 houses in Westlake and 260 have been built, Carter said. The first neighborhood, the Hammocks, is 80 percent built, he said. Construction began recently on Minto’s second neighborhood, the Meadows.

In April, Westlake added a second builder. Kolter Homes bought 270 acres across from the Hammocks and next to the Adventure Park. According to a news release, Kolter will build an age-restricted adult community with up to 800 homes.

Other non-residential development happening in Westlake:

More than 200,000 square feet of non-residential uses are in the works, Carter said, declining to cite specific projects for confidentiality reasons.

Studies have shown that hundreds of millions of dollars from central Palm Beach County are spent closer to the coastline, Carter said.

“There’s no reason why we can’t keep all that right here,” he said.

Christina Martinez moved to Westlake in August, making her one of the city’s first residents. Her family chose Westlake over other communities because of the Adventure Park, she said.

“We knew this was the place for us,” she said.

Martinez, her two friends and their children were at the Adventure Park on Wednesday morning. Martinez said when she heard the amenities complex was about to open, she called her friends.

“I was like, ‘We got stuff to do this summer,’” she said, laughing.

That was the goal for Minto, Carter said: To build something families would use and enjoy.

“What you want to deliver is lifestyle,” he said.

Starbucks, KFC and a host of other retailers are coming to the rapidly growing city of Westlake after a retail center broke ground.

Deerfield Beach-based Konover South broke ground on the Shoppes of Westlake Landings at the southwest corner of Pratt Whitney Road and Persimmon Boulevard. The retail developer purchased the 7-acre site from Minto Communities, the master developer of Westlake, for $4 million in 2021.

The Shoppes of Westlake Landing will total 23,000 square feet. In addition to Starbucks and KFC, the developer has secured leases with Taco Bell, Habit Burger 3 Natives, Heartland Dental, Verizon Wireless, Go Green Cleaners, and Orange Theory. The developer didn’t say how much space in the center remains available for lease.

The developer said the shopping center should be completed this fall. West Melbourne-based MEC Contractors is the general contractor.

“This project represents another sign of maturation of our growing city,” said John Carter, senior VP of Minto. “Soon, our residents will have a convenient place to grab a bite to eat or a cup of coffee, enjoy a workout, and take care of their everyday needs.”

According to the Konover South website promoting this project, the average household income within a three-mile radius is $93,927. That includes the scores of residents who have bought homes in Westlake in the past two years.

Westlake, incorporated in June 2016, is a 3,800-acre master-planned community in western Palm Beach County. It was approved for 4,500 homes and 2 million square feet of commercial space. In addition to the residential construction, Minto previously sold land to developers for a Publix super market, a commerce center and an e-commerce distribution center.

“We believe in the big-picture dynamics of the Florida market and anticipate that it will continue to underpin the growing demand for industrial real estate,” he said.

Brailovski said Jacksonville stands out along the Southeast U.S. coast “because it has a compelling microeconomic narrative of population and labor market growth, transportation, and the commitment of local authorities to grow the port, as well as the positive reputation of the general business environment.”

The development

First Gulf intends to buy about 53.87 acres and develop two buildings totaling 407,250 square feet on Parcel 4 in Westlake Industrial Park along Pritchard Road.

About 34 acres of the parcel can be developed.

The land purchase is about $5.6 million and the total project cost is estimated at more than $50 million.

First Gulf plans to develop two Class A industrial buildings that can be multi- or single tenant, based on demand.

The site plan design shows Building 1 at 299,520 square feet and Building 2 at 107,730 square feet.

First Gulf hopes to start construction by the first quarter of 2024 for completion in the third quarter of 2024.

It has not named the industrial project but said it will be respectful of the Westlake name.

Brailovski said that based on metrics he has seen, the supply of industrial space coming onto the Northeast Florida market in 2024-25 will struggle to meet demand and the vacancy rate will remain low.

It now is 3.8% to 4.3%, according to market reports, and higher than its recent record lows as developers continue to build industrial and warehouse space in Northeast Florida.

“We are an experienced developer and are proposing best-in-class industrial product at Westlake which will help mitigate any concerns about market headwinds. The influx of supply is a natural response to market demand and strength in the last three to five years,” he said.

Also, Brailovski believes that providing additional industrial Class A supply in the size range of 100,000 to 300,000 square feet is particularly relevant since “it is a desirable and underserved market segment.”

“When combining the size and quality of the buildings with their location, I think this is going to work out very well for everybody,” he said.

Brailovski expects logistics and warehousing tenants, given the site’s proximity to Interstate 295, I-95 and I-10, as well as its prominence on Pritchard Road.

However, he doesn’t rule out other uses.

“It is the intersection of Main and Main for the Class A industrial market,” he said.

Jacksonville presents the fundamentals “that are important for any asset class, but particularly industrial,” Brailovski said.

“The market is enjoying robust year-over-year rental rate growth, near-historically low vacancy and a steady influx of demand,” he said.

He said First Gulf plans to grow its platform in Jacksonville and explore other opportunities in Central Florida and in the Southeast.

The deal and the team

First Gulf will buy the Westlake Industrial Park land from Martel Holdings LLC, led by Bill Martel, head of Hanover Cold Storage.

Martel Holdings LLC, based in Elizabethtown, Pennsylvania, bought the land June 30, 2022, from Atlanta-based Norfolk Southern Corp., through Westlake Land Management Inc., for $3.24 million.

DKC Lending FL LLC of St. Petersburg issued a $3.5 million mortgage the same day.

Brailovski said Colliers Executive Vice President Guy Preston worked with First Gulf to understand the market.

“We have been in the market for the past year and a half and wanted to ensure that we secure a high-quality site. The market is moving very fast. Thankfully it is moving in the right direction,” Brailovski said.

He said Preston and Colliers associate Seda Preston will represent First Gulf as its leasing team on the project.

Brailovski said Guy Preston is also representing First Gulf in the purchase. Newmark Phoenix Realty Group Senior Vice President and Principal Bryan Bartlett is representing Martel Holdings.

“When this opportunity became available on Pritchard, Guy did an excellent job of helping us negotiate a deal that worked for both parties,” Brailovski said.

To make the deal work, Brailovski said First Gulf assembled a Jacksonville-based team that provided civil engineering, environmental due diligence, legal and design support. A site plan filed with the rezoning application shows Jacksonville-based England, Thims & Miller Inc. is the civil engineer.

“Together with our local consulting team and head-office support, we were able to complete our due diligence on the site rapidly and thoroughly,” he said.

Martel Holdings rezoned the vacant site to permit outside storage in connection with the proposed development.
