Climb into a big green ATV and head out in any direction from Seminole Pratt Whitney Road, which bisects the 4,192-acre City of Westlake, and you’ll find yourself bumping and rocking over land cleared for houses, businesses and a big park. Land for development.

Often, the turned rock or sand is bone white and stretches out for hundreds of yards under this summer’s blowtorch of a sun, while fine granules carried on a hot wind peck at the lens of your sunglasses.

Some might call it a hellscape of mangled earth. But for Westlake City Manager Kenneth Cassel, it’s a dreamscape that no one envisioned when a small cadre of people in the nearly uninhabited Seminole Improvement District got together in 2016 to create the municipality, and Minto Communities USA moved in to develop most of the 4,554 homes approved by Palm Beach County.

The anticipated sales rate was 227 units per year. However, over the first seven years, sales have averaged 450 units per year. If that pace continues, Westlake could reach residential buildout in 2026 or early 2027.

“We looked at it and thought, rationally, we could hit buildout in 20, maybe 22 years,” said Cassel, who is employed by Inframark, the firm contracted to run the city. “But wow! It has been just incredible… We tell people, you better put your sneakers on, ’cause we’re moving fast.”

And not just in residential sales. Some 2.2 million square feet of commercial land is quickly being gobbled up on and near Seminole Pratt, with the recently opened Publix at Westlake Plaza shopping center being the community’s most notable new corporate resident.

Despite devastating hurricanes slamming Florida every couple of years, sky-high insurances rates, rising property taxes, the highest mortgage rates in a generation and home prices that are out of reach for many, according to the U.S. Census Bureau, Florida had the highest growth rate of any state in 2021-22. The last time that happened was 1957. Palm Beach County was listed among the top-five fastest growing in the state.

Cassel, a Miami native and U.S. Air Force veteran with a master’s degree in public administration from Florida International University, said this week he sees no sign of a slowdown in Westlake or Florida. He cited the natural progression of millions of the state’s young people coming of age and needing housing, plus migration from inside and outside the U.S., driven partly by Florida’s lack of an income tax.

“Last week, Minto released 10 or 15 lots in Westlake, and they sold in two hours,” Cassel said. “In comparison to a lot of places, [Florida] looks pretty darn good.”

Minto, Westlake’s primary developer and landowner, certainly is not slowing down.

The final nail and doorjamb recently went into place in the 424 homes of The Groves, just south of Persimmon Blvd.; 60 percent of the 599 homes in The Orchards, south of Town Center Parkway, are completed; and as soon as that project is done, crews will start shaping ground and laying foundations for 350 houses in The Pines.

That development, featuring a long, linear lake with surrounding multimodal golf cart, bike and fitness trails, will back up to Golden Grove Elementary School and Western Pines Middle School, providing easy access for students and parents.

“You talk to developers, and many will tell you that a lot of municipalities make getting from point A to point B almost impossible,” Cassel said. “The overarching vision from the beginning with the city’s comprehensive plan… was to make it so that development could take place smoothly.”

The key to all of it is sticking to the plan.

“We’ve set up parameters that give predictability for the developers,” he said. “As long as developers stay within those boxes, the process is pretty straightforward.”

Other major developers in Westlake include Kolter Homes, which created the 55-plus community of Cresswind, and Label & Co., developer of Sky Cove.

Since its inception, Westlake has tried to position itself as a relatively affordable alternative to exploding housing prices near the coast and in areas like Wellington. Westlake has so far held to that model, with only a handful of homes in The Estates valued at more than a $1 million. Keeping homes low enough on the six-figure scale to make them appealing to sought-after young families and mid-level professionals is a constant balancing act, Cassel said.

In planning construction, developers “watch the market very closely,” he said. “If homes with 65 feet of frontage aren’t selling, then maybe they do 55 feet in the next development. It’s all market driven… [But] we’re always asking ourselves, how do we fit into the sweet spot in the middle in terms of housing costs, taxes and utilities, while still providing a real quality of life.”

In the exploding South Florida real estate market, it’s not easy.

Through Minto’s “Welcome Heroes” program and the city’s Housing Assistance Purchase Program Yearly (HAPPY) trust fund, discounts or tax breaks are offered to help teachers, medical professionals, government workers, first responders, members of the military and veterans — especially first-time homebuyers. But the continued surge in salaries, home prices and the cost of mortgages has forced Westlake to leave some $2.5 million in homebuyer assistance sitting on the table.

Cassel said this week that he is working on ways to revamp the program to qualify more homebuyers.

Meanwhile, Westlake continues to build a web of partnerships with various developers, the Seminole Improvement District, Florida Power & Light and Palm Beach County, among others, that Cassel said will pay dividends for years to come.

The biggest current joint venture is a 50-acre park south of Seminole Ridge High School. Part of the land next to the M-2 Canal also is being used by Seminole for 2.5-million-gallon irrigation water retention tank that already is under construction next to an existing 500,000-gallon tank.

Plans for the park are not complete but likely will include a walking trail, restrooms, soccer fields, pickleball courts, a “tot-lot” playground, hook-ups for a portable concert stage and a number of food trucks, along with parking for 275 cars and 100 golf carts. Also under discussion are tennis, basketball and beach volleyball courts, and a concession stand.

Eventually, a community center/town hall with council chambers is expected to be part of the project, which will be phased in over three to five years.

“The vision for whatever we build there will be as a multipurpose facility, not something that only gets used once a month,” Cassel said. “We don’t want something that will be underutilized. We always want to be smart with the taxpayers’ money.”

PALM BEACH COUNTY, Fla. — Out in the Westlake community in western Palm Beach County, there were more buyers than land lots ready for building. The waiting lists for new builds are gone but the appeal of Westlake is growing.

More than 1,500 families are now living in the city of Westlake since construction began.

Last year, builders faced an accelerated pace and high demand for new homes. WPTV interviewed a couple that camped out overnight to secure a new construction in Westlake.

About a year later, they just closed on their new home, a growing trend in this western Palm Beach County community.

At the height of demand for housing last year, Terrance Diaz and his wife, Veronica Nieto-Diaz, slept in their car outside of the Sky Cove sales center in Westlake to buy a land lot to construct their dream home.

For Nieto-Diaz, owning a home for her kids to live in is the ultimate American dream.

“I moved maybe like 12 times in my life," Nieto-Diaz. "That’s it, I don’t have to move anymore.”

“That’s what I want for her, for her and the kids. This is home. Just as simple as that. No more moving,” Diaz said.

Just like the excitement to live in a brand-new build in Westlake, a community the Diazs chose, because of its kid-friendly appeal.

The 3,800-acre community is equipped with a resort-style waterpark, an amenity for the families living in Westlake.

Although the waiting lists and overnight campouts for homes are gone, developers said, the interest in Westlake remains steady.

“We still remain very active given what’s happened with interest rates, we are actually 10% year over year ahead of sales for the Minto community,” Mike Belmont, Minto Communities USA president, said. “We’ve sold 75 so far this year, It was 67 a year ago.”

Belmont said a new shopping plaza with a Publix will open soon.

Just last month, Christ Fellowship, the first church in the city, had its grand opening with more projects in the works.

“They want to make it where you can invest your time right here, you don’t have to leave,” Diaz said.

For Diaz, it was the family feel that had him making the move.

“We can spend time back there with the kids, set up a little swing set, you know, family stuff,” he said.

Owning a home in an up-and-coming city in Palm Beach County is all he’s ever wanted.

“Something beautiful for the family,” Diaz said.

Westlake's population is growing, diverse and upscale.

In 2017, the city had a population of five people, according to the U.S. Census Data. By 2020, it was home to over 906.

In terms of demographics, white residents accounted for 40% of the population, followed by Hispanics at 35.7% and Blacks at 17.3%. The median age is 34 and the median income is about $100,000 a year, U. S. Census Data shows. By comparison, the county’s median income is $65,000.

Minto projected Westlake will have over 11,300 residents in the next six to 10 years, or about equal to Lantana's population.

Halfway there: Half of Westlake's 4,500 homes already have been built.

Minto has built 2,500 homes, just over half of the 4,500 approved for the city.

At the rate of 400 homes built a year, Carter expects Westlake to be built out within five years. Neighborhoods are designed in pods and connected by pathways to the city's commercial strip.

Carter says Minto built townhouses, single-family homes and estate homes to address the lack of available housing in Palm Beach County, especially in its western suburbs, and to appeal to young professionals, families and multigenerational households.

Westlake wants to be a 'downtown' for western Palm Beach County.

Westlake’s commercial and entertainment area is planned as a strip along its main street, Seminole-Pratt Whitney Road. Carter hopes it will become the downtown for residents of west-central Palm Beach County.

"It's centered on providing basic services that really not only serve Westlake but will certainly serve the over 20,000 homes that are immediately surrounding us," Carter said.

WESTLAKE, Fla. —

A Westlake couple was forced to fear having their child taken away from the state after their baby's birthmarks were mistaken for bruises.

Loi Tran says he and his wife are on edge and still in shock from when the Department of Children and Families (DCF) showed up at their front door to question them, because their 9-month-old daughter has Mongolian spots, or birthmarks.

"It was horrifying,” Tran said.

On Sunday, after Loi and his family got back home after church, there was a knock on their door.

"It was the sheriff and someone from Child Protective Services saying someone filed allegations against us for child abuse," Tran said.

A volunteer at the church day care saw birthmarks on their baby, mistaking them for bruises.

Loi and his wife told DCF and the Palm Beach County Sheriff's Office that those marks are congenital dermal melanocytosis, or Mongolian spots, a birthmark common for babies of Asian descent. It’s a flat bluish-green or light brown mark that fades over time, usually on the buttocks or back, just like Loi’s daughter has.

The sheriff’s office quickly determined the allegations of abuse were unfounded.

WPBF 25 News showed these pictures to a nurse practitioner, who agrees with the sheriff’s office and the parents.

"They are definitely Mongolian spots because of the characteristics of the irregular borderline and also the area of the body that it’s located,” Elizabeth Ofori-Attah, a nurse practitioner with Reva Med Primary Care Associates, said.

Even though the sheriff’s office cleared the parents, the DCF agent had to go through the agency’s process.

"She had to take pictures of all my other daughters and find and make sure we had running water; our fridge has food, make sure. She wanted to see the room. My daughter had just been put to sleep, and my wife had to wake her up because she needed to see my daughter,” Tran said.

Tran says they still haven’t been officially cleared by DCF, and WPBF 25 News is still waiting to hear back from the agency.

"We love our daughter so much, and we just couldn’t bear the thought of that they can take them away from us,” Tran said. "It's just the fear of knowing that somebody could just take your kid away that day if something went wrong, like if I forgot to clean my house or had I forgotten to stock my fridge up, they could just take my girls away. That was very devastating."

He also says he hopes the day care can have better training for spotting birthmarks moving forward.

Tran says he and his wife are still not sure whether they’re going to return to the church.

The fast-growing Lakeland, Florida-based grocery retailer opened its newest location on Thursday at the Westlake Plaza in Westlake. The 48,388-square-foot store is located at 16841 Persimmon Blvd. W Unit 1000 in Palm Beach County.

“We are excited to welcome our customers to their new store at the Westlake Plaza Shopping Center and look forward to providing them with the premier service and quality Publix is known for,” said Lindsey Willis, Publix media relations manager.

The new store offers departments for grocery, dairy, frozen food, seafood, meat and produce, as well as an updated bakery department that offers a wider selection of self-service options. The store will also include a pharmacy.

Contactless pay options, grocery delivery via Instacart and pharmacy delivery are all available, as well as centralized pick-up at the front of the store for grocery pick up via online ordering.

Looking to ready itself for hurricane season the Florida-based grocer has partnered with OrderInsite, a technology platform for pharmacies to manage, monitor and master their prescription drug inventory.

Publix operates more than 1,200 pharmacies across seven states in the Southeast, which are often impacted during hurricane season.

“We are always striving to provide the best quality service to our customers and that means being prepared for extreme weather events like a hurricane,” said Dain Rusk, Publix VP of pharmacy, in a statement. “OrderInsite’s expertise and support help our pharmacies be well-equipped to navigate these unpredicted challenges. Their advanced systems allow us to make informed decisions quickly prioritizing the necessary prescription drugs that our customers need.”

The technology provides predictive analytics, quick adjustments for re-ordering, and drug forecasting, allowing Publix to know which prescription medications to fast-track to which store.

“We are happy to support Publix and provide a customized solution that allows its pharmacists to prepare ahead of a natural disaster like a hurricane,” said George Lazenby, CEO of OrderInsite, in a statement. “It’s important that Publix customers have access to their medications when they need them and it’s rewarding to be a part of their overall plan so communities are better prepared for the unknown.”
