Construction has begun on the second phase of Winston-Salem’s Innovation Quarter a year later than initially planned.
When it was announced in 2021, Phase II called for ten buildings, 450 residential units, and 2.7 million gross square feet of space including 1 million square feet of clinical, lab and office space.
"Horizontal infrastructure work" – including the laying of fiber and electrical conduit, site grading, installation of lighting and trees, streetscaping – began this month on the 28-acres on either side of Research Parkway, according to a release from IQ. The work, which will take about 14 months, also includes a nearly half-mile extension of the Long Branch Trail.
Originally scheduled to begin in 2022, construction for Phase II of Innovation Quarter was delayed due to Covid-19, labor and inflation.
Unlike Phase I, which repurposed former R.J. Reynolds tobacco buildings, Phase II will be all new construction. Reynolds donated 45 acres of land and 1.2 million square feet of tobacco manufacturing buildings in 2001 to Wake Forest University, which then developed Innovation Quarter.
Atrium Health Wake Forest Baptist's new Eye Institute was previously slated as the anchor for Phase II, but AHWFB announced earlier this month that it would use the vacated building at 635 Vine St. in Innovation Quarter as the site for its new eye institute. James Patterson, spokesperson for IQ, said that the eye institute moving to 635 Vine St. is the only significant change to the original master plan for Phase II.
The eye institute had also been held up by the same factors that delayed construction and AHWFB ultimately decided that using an existing building would allow for a shorter project timeline.
Innovation Quarter is using $8.9 million it received from the Consolidated Appropriations Act of 2022, executed by the Department of Housing and Urban Development, for the infrastructure work. Patterson said IQ was currently unable to provide an estimate of how much Phase II will cost or an estimate of when vertical construction will begin.
“This first and vital step in the development of the next phase of Innovation Quarter is another signal of the growth and vibrancy happening here,” said Jason Kaplan, IQ’s leader of planning, design and operations. “The improvements we are beginning today will lay the foundation for a whole new era of excitement for downtown Winston-Salem.”

Innovation Quarter has been working with the ACCESS Center for Equity + Success to bring in minority- and women-owned businesses, with infrastructure development projected to include 26% minority-owned and 10% women-owned business participation. These levels exceed standard state and federal thresholds, Innovation Quarter said.
“Phase II of the Innovation Quarter represents tremendous opportunity for capital investment and job creation. The new development is poised to complement the existing growth of key industry sectors in biotech and life sciences, research and development, startups and more,” said Mark Owens, president and CEO of Greater Winston-Salem, Inc.
“Having this infrastructure in place is critical in giving a green light to companies looking to invest here,” Owens added. “We’re ready to welcome them.”
General contractor Whiting-Turner and civil engineering and landscape architecture contractor Stimmel Associates are completing the work.

WINSTON-SALEM, N.C. -- — Brennan Armstrong had been out of a starting role for so long this fall that he said he forgot what it like to be a first-stringer.
But he certainly knew what to do while at the controls of North Carolina State’s offense, throwing for one touchdown and running for another as the Wolfpack beat Wake Forest 26-6 on Saturday afternoon, all while appreciating support from teammates during the past month-plus.
“It means everything. It feels really good,” Armstrong said. “I tried to have consistency, try to put positive energy into the team. Feeling the support from the guys is really the best feeling in the world.”
Armstrong, a graduate transfer from Virginia, made his first start since Sept. 29 after MJ Morris opted to sit out the rest of the season to qualify for a redshirt. N.C. State had gone 3-1 with Morris as the starter, but he reached the maximum number of games allowed in order to qualify for a redshirt and preserve a year of eligibility.
“I took the time to reset,” Armstrong said of his back-up role. “I just felt loose.”
N.C. State (7-3, 4-2 Atlantic Coast Conference) won its third game in a row and secured a road win for the second time in the last 11 trips to face the Demon Deacons.
Armstrong threw for 111 yards on 12-for-17 passing and gained a game-high 96 rushing yards on 15 carries.
Wake Forest (4-6, 1-6) lost for the fifth time in six games. The Deacons didn’t pick up a first down until less than 5½ minutes to play in the first half.
“It was not even a competitive football game,” Wake Forest coach Dave Clawson said. “It’s on me. It’s Game 10 and to show up like that is very disappointing.”
Wake Forest made a quarterback switch from Mitch Griffis to Michael Kern in the second quarter but that didn’t seem to help. The Deacons’ best scoring chance through three quarters went for naught when Matthew Dennis missed from 39 yards out on a field goal attempt in the final minute of the first half.
N.C. State held Wake Forest to 163 yards of total offense.
Even with the surprise news from Morris earlier in the week, the Wolfpack stayed on task.
“They didn’t let anything get them out of their focus,” coach Dave Doeren said.
Armstrong threw 20 yards to Julian Gray for a touchdown on the Wolfpack’s first possession, then bulled his way into the end zone from the 1 on fourth down in the second quarter. His 38-yard run to the Wake Forest 1 set up Delbert Mimms III’s 1-yard run for a 21-0 lead with 8:07 left in the first half.
N.C. State held a 265-45 advantage in first-half total offense.
“This is the standard that we hold our defense to,” Wolfpack linebacker Jaylon Scott said.
The Wolfpack’s shutout bid was dashed on Kern’s 19-yard, fourth-down pass to Deuce Alexander with 7:15 remaining. N.C. State managed good out of that when Scott returned a two-point conversion pass 100 yards for a defensive conversion.
N.C. State’s KC Concepcion gained 86 yards on five carries. The big one game on the Wolfpack’s first snap of the game, covering 65 yards.
North Carolina State: The Wolfpack’s stout defense covers most other glitches. N.C. State will have at least a .500 ACC record for the fourth consecutive season.
Wake Forest: The Demon Deacons didn’t have a spark no matter what they tried and they were mostly bullied along the line of scrimmage in their home finale. They have six losses in a season for the first time in five years.

WINSTON-SALEM, N.C. – From start to finish, the Wolfpack controlled all three phases of the game en route to their third consecutive win with a 26-6 victory over Wake Forest Saturday afternoon from Allegacy Stadium.
Wake Forest totaled seven rushing yards the entire game, which is the lowest amount by an ACC opponent since Syracuse had three total yards on the ground in 2020.
With back-to-back games allowing six points, it is the fewest points allowed against ACC opponents in consecutive games since 1992, when the Wolfpack held #18 Clemson to six and Virginia to seven.
In his first start since September 29 against Louisville, quarterback Brennan Armstrong was 12-17 for 111 yards and a touchdown. On the ground, Armstrong also led the Wolfpack with 15 carries for 96 yards and a score. Decari Collins led NC State with 38 receiving yards. Kevin "KC" Concepcion had another big day, totaling 105 all-purpose yards to lead the team.
From their very first drive, the Wolfpack were in control as their first offensive play of the game went for a 65-yard rush from Concepcion, who nearly broke free. Two plays later, NC State found the endzone as Armstrong and Julian Gray connected for a 20-yard touchdown throw and catch. It was Gray's first touchdown of the season.
NC State controlled the first quarter by holding Wake Forest to 10 yards, including three sacks from the Wolfpack defense.
A 12-play 65-yard drive that took over seven minutes resulted in seven more points for the Wolfpack as Armstrong took himself on fourth down from the one-yard line and punched it in to make it a 14-0 ball game. It was Armstrong's first touchdown since the Virginia game earlier in the season.
Armstrong nearly went the distance for his second touchdown of the game but had to settle for a 38-yard rush to the Wake Forest one-yard line. That set up Delbert Mimms to punch it in for his seventh touchdown of the season to reclaim the team lead, putting the Wolfpack up 21-0 following an extra point.
After five straight three-and-outs for Wake Forest, the Demon Decans picked up their first first down of the game with just over five minutes left in the second quarter.
A fumble from the Wolfpack gave the Demon Decans their first offensive plays on the NC State side of the field, but the score remained 21-0 as Wake Forest missed a 39-yard field goal.
At halftime, both teams had 48 passing yards, but the Wolfpack had totaled 217 rushing yards, with the defense forcing Wake Forest 0-8 on third down.
A scoreless third quarter by both teams saw Brayden Narveson miss two field goals from 54 and 38 yards, but he would bounce back in the fourth and drill a 45-yard field goal to make it 24-0.
Wake Forest broke up the shutout late in the fourth with a touchdown, but on the ensuing two-point conversion, linebacker Jaylon Scott took it back for 100 yards for two points for NC State to make it 26-6, where the game would end.
