HALLANDALE BEACH, Fla. – After Wednesday’s severe flooding, stalled-out, flood-damaged cars continued to litter the streets of Hallandale Beach.
Dozens of cars remained as towing companies worked to take them away.
Residents also came outside to clean up and attempt to start their vehicles.
“Most of these cars over here, they don’t turn on anymore,” resident Sasha Solano said.
One hot spot for abandoned cars was Northeast 14th Avenue, near Moffett Street.
“We’ve been out here all night trying to get everything in order,” a tow truck driver told Local 10 News. “Clearing up some of the roads and moving cars to the side and stuff like that.”
The driver estimated that “thousands” of vehicles remain stalled throughout east Broward. He said towing companies like his deal directly with insurance companies.
“They call in and insurance companies send us out,” he said.

More than a dozen tenants can start building out their spaces within the third phase of Atlantic Village after the 130,000-square-foot Hallandale Beach commercial building received its certificate of completion.
Located at 601-801 N. Federal Highway, the third phase of Atlantic Village includes 65,000 square feet of office and 65,000 square feet of retail. The Class-A office portion is nearly 80% leased while the retail portion is 98% leased, said Daniel Chaberman, a developer with the project's landlord, Grupo Eco.

Chaberman said he negotiated directly with the incoming office and retail tenants. In the office lease negotiations Chaberman collaborated with Barrett Wolf of Wolf Co. Real Estate.
Atlantic Village is a phased 203,000-square-foot office project that is being developed by Grupo Eco on eight acres of land. Its first two phases consisted of shopping centers and a boutique office building, Chaberman said. Available office and retail space within the complex was advertised at between $40 and $60 per square foot on LoopNet.com.
Previously based in Mexico City, Grupo Eco relocated to a 3,500-square-foot office within the complex in 2019, a spokesman said.
Grupo Eco and Aventura-based The Apollo Companies are collaborating on Atlantic Village's fourth phase: a 12-story office condo, designed by Fort Lauderdale-based architecture firm Synalovski Romanik Saye, where space is being sold at between $650 and $700 per square foot.
South Florida's commercial real estate market has prospered since the pandemic as high-income households and companies flocked to the region from other parts of the U.S. As of 2022, most of South Florida's retail space was occupied, according to a recent report from JLL.
But higher interest rates, a looming recession, and uncertainty over the future of in-person office work has made the future of South Florida's office sector more uncertain.

South Florida landlords are still requesting higher rents for Class A and Class B workspace, recent market reports from the brokerage Cushman & Wakefield (NYSE: CWK) stated.
In Miami-Dade County, asking rents for quality office space averaged $48.89 per square foot in the first quarter of 2023, a 3.3% increase from 2022. Overall vacancy in Miami-Dade was also 15.8%, a drop of 30 basis points from the previous year "despite current economic headwinds and approximately 177,000 square feet of new office product being delivered over the past 12 months," according to Cushman & Wakefield's market beat report.
Still, Miami-Dade's leasing activity fell 36.6% from the previous quarter, the report added. During that period, nearly 566,000 square feet of office was signed during the first quarter with more than 61% of that space filled in suburban markets due to "limited availability options" in Miami's Brickell-downtown area.
In Broward County, asking rents for Class A and Class B averaged $38.04 per square foot, an increase of 4.3% from 2022. Asking rents in Fort Lauderdale's central business district also went up nearly $2 per square foot year-over-year to $47.95 per square foot.
But leasing activity "decreased precipitously" in Broward with only 204,604 square feet of office leased in Q1 2023, the lowest quarterly total that county has experienced in two years, Cushman & Wakefield stated. Its vacancy rate of 17.6% was also 120 basis points higher than last year.
In Palm Beach County, the average asking rent for Class A and Class B office went up 6.4% from the previous year to $44.40 per square foot, the highest amount ever recorded. West Palm Beach rents in the central business district averaged $59.95 per square foot, "the highest the market has seen since 2021," Cushman & Wakefield stated. Meanwhile Palm Beach County's vacancy rate of 11% was 30 basis points higher than the previous Q4 2022, but 130 basis points lower than the previous year.
However, Palm Beach County "continued to follow a trend of decreased leasing activity," the report stated. Lease deals fell 41.2% from a year ago and Palm Beach County had a negative absorption rate of 154,346 square feet -- meaning that more office space was vacated than what was made available. The decrease in leasing deals was due to a lack of trophy Class A office space, the reported stated. The negative absorption rate also was at least partially caused by Newell (Nasdaq: NWL) vacating 100,000 square feet of office from the Peninsula Executive Center at 2381 N.W. Executive Center Drive. in Boca Raton.
The figures did not include Class C office space. Cushman & Wakefield stopped surveying such properties in early 2022.
South Florida's office market performed well since the pandemic as both local and new-to-market companies sought quality office space to attract clients and employees, brokers and developers have told the Business Journal. Nevertheless, higher interest rates and uncertainty about the future of in-person office work have slowed office lease and transaction deals. Some companies have opted to decrease office space since many of their employees work from home.
Nevertheless, Cushman & Wakefield noted some significant office lease deals made in the first quarter of 2023.
In Miami-Dade, all three of the big office deals occurred within the Wells Fargo Center at 333 S.E. Second Ave. in downtown Miami. The biggest was IT security company Kaseya securing 101,242 square feet of office space. Innovation Refunds leased 25,717 square feet. And the law firm of McDermott Will and Emery expanded the size of its Wells Fargo office space to 25,707 square feet.
In Broward County, ABA Centers of America, which provides therapy services for people with autism, leased 33,138 square feet at 110 E. Broward Blvd in downtown Fort Lauderdale. Ford Motor Company renewed a 70,111-square-foot lease at 1200 Sawgrass Corporate Parkway in Sunrise. And also in Sunrise, law firm Landau & Associates P.A. renewed an office lease for 22,218 square feet at 1637 N.W. 136th Ave.
No significant lease deals were listed by Cushman & Wakefield for Palm Beach County.

The folks at the Kao Group can hardly contain themselves.
In April, the minds behind Kao Sushi & Grill in Coral Gables and J&J Fresh Kitchen in Boca Raton will open the first Kao Bar & Grill at 11 NE First Ave. in Hallandale Beach.
“I was born and raised in Miami and South Florida and, rather serendipitously, we came across this area on First Avenue in Hallandale Beach. We believe the space works perfectly for us and can be the next big thing,” general manager Dylan Burneo tells New Times. “We see this as a creative opportunity in an area that will be home to large art projects and open-minded people.”
Indeed, Kao Bar & Grill will be a creative spot. For starters, its 5,000-square-foot framework is made entirely of shipping containers. Layout-wise, the space will include an alfresco patio with wooden accents and a 14-seat bar. Inside, the main dining room is surrounded by floor-to-ceiling windows. Adding that much more pizzazz are murals by Argentine visual artist Falopapas.
Burneo says the process to bring Kao Bar & Grill to life started just before the pandemic and, with the eight total shipping containers, it has been an exciting puzzle to piece together. On using shipping containers, he says, “there is so much potential and, in many ways, it’s like you’re given a Lego set. There is so much youthful energy involved and it’s been a great facilitator of creativity. Overall, it’s been a great experience.”
As for the opening menu, it’s been crafted as a “harmonious way of introducing Argentinian cuisine to a broader audience.”
Initial must-tries, according to Burneo, include the shareable tablita de picada with prosciutto, soppressata salami, coppa meat, roasted red peppers, olives, homemade berry jelly, glazed pecans and bread ($28); tango sliders with an Angus patty, cheddar cheese, and homemade aioli on a brioche bun with a side of chimichurri ($15); a grilled beef lomito sandwich ($22); and milanesas, thinly breaded prime veal or chicken filets served with homemade aioli as a sandwich or "al plato" as a main course ($17 to $22).
“With a lot of Argentinian cuisine in the States, you know what you will get — steak, pasta dishes, and chorizo,” says Burneo. “We wanted to bring a twist. And yes, there will be steaks, including a beautiful tomahawk option.”
The spot will be open from Sunday through Wednesday from 11:30 a.m. to 10 p.m. and Friday and Saturday from 11:30 a.m. to 11 p.m. A happy hour will be available Monday through Friday from 4 to 7 p.m. Beyond the opening, count on Kao Bar & Grill to diversify its events and offerings.
“I can see the space being prime for live entertainment and for watching sporting events, especially international ones,” says Burneo. “We’ll have shade, sun, and being in such a warm environment will be phenomenal for everyone.”

Developers Grupo Eco and the Apollo Companies launched sales of a 57-unit office condo project that is under construction in Hallandale Beach.
The 12-story building on a half-acre at 800 North Federal Highway is part of the mixed-use Atlantic Village project, according to the firm’s news release. While Grupo Eco is developing the entire project, it is joint venturing with Aventura-based Apollo on the office condo portion.
The building will consist of 10,000 square feet of ground-floor retail and restaurants, and five stories of offices atop five-and-a-half levels of parking. Office suites will range from 1,100 square feet to 6,600 square feet, with asking prices starting at $650 per square foot. Prices could reach $700 a square foot or more for penthouses or for other premium suites, said Daniel Chaberman developer at Grupo Eco.
That pencils out to a price range of just over $700,000 to roughly $5 million.
“If there is a buyer and they are looking for a 12,000-square-foot space, we can make it happen,” Chaberman said, adding that Grupo Eco has received interest from both end-users and investors.
The office condo building is the fourth phase of the 6.5-acre Atlantic Village, and the only portion of the development that is on the east side of Federal Highway.
On the west side of Federal Highway, between Northeast Sixth Street and Atlantic Shores Boulevard, Grupo Eco has completed and fully leased 118,000 square feet of restaurants and service retail, and a six-story, 15,000-square-foot office building. Another six-story, 65,000-square-foot office building is expected to be completed in the next month and a half, Chaberman said. It’s more than 80 percent pre-leased.
Existing and future Atlantic Village tenants include Live! School of Music, Miami Swimming Academy, Crema Gourmet Espresso Bar, Korean restaurant Drunken Dragon, New York restaurant Temakase, and Jaffa, an Israeli and Mediterranean restaurant, according to the release.
The office condo, which is expected to be completed in October, is the last portion of Atlantic Village, though Grupo Eco is open to expanding the project in the future.
“We don’t own any other piece of land nearby, but we don’t know what will happen in the future,”
Chaberman said. “If we have something available that makes sense and would be interesting, then most likely we will pursue [it].”
Grupo Eco, founded 45 years ago in Mexico City, has developed residential and commercial projects in Mexico, Chaberman said. In 2013, the firm made its first South Florida wager, developing a 25,000-square-foot strip center along Hallandale Beach Boulevard. Two years later, Grupo Eco got the opportunity to purchase the Atlantic Village property and has since moved its headquarters to Hallandale Beach.
“The [firm’s] growth is definitely intended for South Florida,” Chaberman said. “It doesn’t mean that they are going to stop doing development in Mexico City.”
Grupo Eco’s Atlantic Village project aims to meet dining, retail and office demand from residents at nearby high-end developments.
In Hallandale Beach, Shahab Karmely’s New York-based KAR Properties completed the 38-story, 64-unit 2000 Ocean condo tower in late 2021.
Mexican firm Inmobiliaria Brom developed the three-building Optima office complex. The project is on the northeast corner of Biscayne Boulevard and Northeast 214th Terrace, spanning both Aventura and Hallandale Beach.
