Aventura-based BH, led by Liat and Isaac Toledano, submitted a site plan application to the city of Hallandale Beach for a building with 138 condo-hotel units, 60 condos and 4,000 square feet of retail. The residential component would sit atop a garage podium with 284 parking spaces, renderings show. The developer is also proposing a 2,450-square-foot public plaza with a fountain at the intersection of Federal Highway and Southeast Eighth Street.
Miami Lakes-based Cohen Freedman Encinosa & Associates is the architect. The Hallandale City Commission would have to approve the project after it goes through a staff review and city boards.
BH is under contract to acquire the 0.8-acre development site at 804 South Federal Highway, adjacent to Gulfstream Park, a racetrack, casino, entertainment and retail complex. The property is currently owned by an entity managed by Noah Slimak and Eduardo Wainberg in Hallandale Beach. The entity paid $5.1 million for the site in 2013, records show.

The firm scooped up 1.4 acres on the southwest corner of Hallandale Beach Boulevard and Golden Isles Drive for nearly $14 million, with plans to develop its new headquarters on the site, according to a source familiar with the matter. The lots are at 1800 and 1830 Hallandale Beach Boulevard, and 1800 Layne Boulevard.
Project plans, including the height and square footage, are yet to be hammered out, though the vision is that PPG would use some of the offices and either rent out or sell the remaining spaces, the source said. Under the existing development regulations, the site allows for office, retail and residential uses.
The sellers are entities led by Michael Klinger that had purchased the parcels for a combined $4.5 million in several deals in 2015 and 2018, according to records. Klinger is managing member of real estate investment and development firm Saber, which currently has an office on the Hallandale Beach site.
Led by Ari Pearl, PPG is based at 501 Diplomat Parkway, which is less than a mile north of the purchased site.
“Hallandale is very central to the bulk of our current development projects,” Pearl said.
At 501 Diplomat Parkway, PPG is partnering with Witkoff and Premium Capital Resources on a second project phase, called Shell Bay Club, with 60 hotel keys, 108 condo-hotel units, 15-acre golf practice facility, a clubhouse with food and beverage outlets, a spa and wellness center, ballroom and entertainment space. Construction has not yet started. PPG and Premium completed the first phase, called Slate, with a 26-story, 250-unit luxury apartment building.
In North Miami Beach, PPG plans a 728-unit multifamily project with indoor and outdoor amenities on the former Nova Southeastern University campus site at 1750 and 1775 Northeast 167th Street.

The Shell Bay Club in Hallandale Beach, South Florida, opened on Tuesday — a private leisure and residential development designed by Witkoff Group and PPG Development for "connoisseurs of life well lived."
Sprawled out along the Intracoastal Waterway, much of the 150-acre plot is dedicated to an 18-hole private golf course, designed by Australian two-time major winner Greg Norman.
Clocking in at 7,254 yards in length, boasting no tee times and a "world-class caddy program," the course is flanked by a 20,000-square-foot clubhouse, a 12-acre practice facility and a nine-hole par three course.
"The course at Shell Bay will be one of the most unique, pure golf experiences I have ever designed," Norman said in a press release.
"Completely isolated from its surroundings, the walkable layout will capture the true essence of the game with immaculately conditioned fairways, sweeping sandbelt-style bunkers and contoured greens that test every club in your bag.
"It will be a place where you can totally immerse yourself in the game."
Immersion comes at a price, however, with membership initiation fees for The Shell Bay Club coming in at $1 million.
Tenants living in the 108 residences and penthouses that make up the 20-story condominium tower overlooking the course receive automatic social club membership, with the option to pay the additional fee for the golf course.
Opening next year, the minimum unit cost is $3 million, a spokesperson for C&R PR agency said, with penthouses starting from $11 million.
There is no option to have a golf-only membership, the spokesperson added.
By contrast, initiation fees for Georgia's Augusta National Golf Club, host of The Masters, range from $250,000 to $500,000, according to Forbes in 2021.
"Golf is the most undersupplied asset in the Miami market, and consequently, Shell Bay is a generational opportunity to create the first new private course in the area in 25 years," Witkoff Group Co-CEO Alex Witkoff added in the press release.
Shell Bay Club members also have access to a range of amenities, including admission to the Shell Bay Yacht Club, which offers a 48-slip private marina to give residents with private vessels and charters direct access to the Atlantic ocean.
The site's racquet club boasts hard, clay, and grass surfaces, as well as courts for pickleball and padel, while a member's pavilion encompasses spas, social rooms and a pro shop.
Residences — which come with butler service — are kitted out with floor-to-ceiling windows offering panoramic views over the course, with managing hospitality group Auberge Resorts Collection set to open a boutique resort for guests on site in 2025.

The large-scale improvement plan, which was approved on September 26, 2023, during a City Commission meeting, marks the City's commitment to being a leader in sustainability, resiliency initiatives, and keeping progress at the forefront.
"The longevity of our city's aging infrastructure is a top priority," said City Manager, Dr. Jeremy Earle. "By enacting this five-year plan now, we are preparing our city for growth and new development, as well as reducing the impact climate change has on our systems, without compromising the high standards our residents and business owners are accustomed to in Hallandale Beach."
The plan identifies eight project categories, including Facilities, Mobility, Public Safety, Parks and Recreation, Sustainability, Stormwater, Wastewater, and Water projects.
Shovel-ready projects advancing the city are valued at a minimum of $20,000, have an expected lifespan of at least five years, and may result in the creation of a capital asset. Capital assets include facilities, infrastructure, equipment, and networks that enable the delivery of City services for multiple years.
Aiming to create a greener, more efficient city and enhance residents' overall quality of life, City beautification efforts that include numerous miles of bike paths, sidewalk improvements, and thousands of new trees are also planned. In addition, EV fleet maintenance, lift station rehabilitation, water treatment plant improvements, railroad crossing safety, roadway improvements, and traffic calming projects are all outlined in the 5-Year plan.
