Prestige Companies and its partner scored a $20.5 million construction loan for a multifamily project on a former Salvation Army site in Hialeah, marking the firm’s continued wager on the city.
Prestige and Florida Value Partners have started building the project, consisting of 100 townhouses for rent and a three-story building with 12 apartments atop 5,000 square feet of retail, said Prestige’s Alexander Ruiz. The project, at 7450 West Fourth Avenue, is expected to be completed by year-end.
The lender is Amzak Capital Management, the Boca Raton-based private investment firm for the Kazma family, records show. The Kazmas, who hail from Canada, built a cable television empire in North America and Latin America before focusing on investments in real estate, fixed-income assets such as corporate bonds, health care and industrial companies, according to Amzak’s website. Gerry Kazma is chairman, and his son, Michael Kazma, is president.
An affiliate of Prestige originally bought the nearly 5-acre development site in late 2021 for $8.3 million, a deed shows. Last year, that entity sold the property to a partnership of Prestige and Florida Value for $15 million.
The site is an Opportunity Zone, areas deemed in need of an economic boost. Investors can defer capital gains taxes by putting their money in a qualified Opportunity Zone fund, which in turn bankrolls real estate and business projects on Opportunity Zones.
More than $15 million in Opportunity Zone capital is earmarked for the Hialeah project from a qualified fund, which includes capital gains from Prestige and Florida Value, Ruiz said.
The developers scored city approval of the project last March.

The mountain bike trail in the middle of an Australian pine forest in Amelia Earhart Park, just north of Hialeah, is perhaps Miami-Dade’s best kept secret.
The 8.5 miles of trails in this majestic 515-acre green lung of South Florida are perfect for cyclists of different levels of experience — from beginner to intermediate and advanced.
“There is nothing like this in the county. We have concrete all over the place and suddenly there’s Amelia Earhart Park and this amazing forest where the mountain biking trail is located. Coming to ride a bike in this park is a way to escape from the city, without really leaving,” explained Tony Suárez, who volunteers managing the land where the trail is located.
Although the park is managed by Miami-Dade County, as it is located in an unincorporated area, the section where the trail is located is maintained by 15 volunteers, who clear the brush, design routes, and create projects and fundraising campaigns to keep the facilities active. Amelia Trail Builders Club, Inc is the nonprofit organization that raises funds for ongoing repairs and improvements on the Amelia Earhart Mountain Bike Trails. The money raised is used to purchase building materials, maintenance equipment, and consumables such as fuel, cutting blades, cutting line, and tools.
These volunteers work on the trails every day, depending on their time availability. They love extreme sports and want to improve the condition of the area.
The first sections of the bike path were made in 1992 with machetes and saws. For more than 30 years, the team of volunteers has logged more than 30,000 hours of planning, building, maintenance and repair time at Amelia Earhart Mountain Bike Trails.
But it was not until 2014 when volunteering legitimately began, with the purpose to create an area within the forest that would allow mountain bikers to have routes to train and enjoy nature while exercising.
Every day after 4 p.m. between 500 and 600 cyclists ride one of the 12 trails designed in Amelia Earhart Park, which vary according to the climbs, ramps or steep curves (cambers) to make the route more dynamic and attractive for bikers.
Admission to Amelia Earhart Park is free Monday through Friday, and weekends are $7 per vehicle. These two days bikes and helmets can be rented from 9:30 a.m. to 6:30 p.m.
“The cyclists love this route. It’s not very technical, it’s smooth, but it makes you go fast. Every six months, the route changes direction, inverting the intensity of the trails,” explained Suárez, who began collecting garbage from the routes, then cutting down fallen trees until voluntarily administering the land.
Alfred León, 33, has been visiting the mountain trail at Amelia Earhart for about a month. He is a rookie cyclist who rides the sections that have been prepared for his category.
“It is a very beautiful route, with the lake on one side, it is very accessible. I live in Miami Gardens, and I come two or three days a week,” said León, who recently returned to Miami-Dade from California, where he was mountain biking in the national parks.
Suárez said that the route offered by Amelia Earhart Park is less challenging than the Markham Bike Park Trail in Sunrise or Oleta River State Park Mountain Biking, located along Biscayne Bay in North Miami. These parks have more advanced bike trails because of their ability to raise funds, he explained.
According to the manager of Amelia Earhart Mountain Bike Trails, about $10,000 is required each year to cover the needs of the trail, including cutting brush, creating new routes, signage, changing bridge planks or the routes’ elevations, and buying diesel for the vehicles (bulldozers) used to remove soil and to carry weeding tools.
Although the county recognizes the Amelia Earhart Mountain Bike Trails as one of the best bike trails in South Florida and the site of professional series BMX racing events, it has not maintained its surrounding area since 2014.
That year the county completed a bike wash station and a 15x15-foot canvas canopy that serves as a resting place with shade. It also got gardens, wooden fences, access gates, and a 20-space parking lot with eight parking spaces for people with disabilities. According to Miami-Dade government, the project cost approximately $627,000.
However, the mountain bike area lacks public toilets. It only has two portable toilets without toilet paper, and they are not cleaned in a timely manner, Suárez points out.
In addition to the mountain trail, Amelia Earhart Park offers five lakes, picnic facilities, a playground for children, an 18-hole disc golf course, a five-acre fenced-in dog park, and Bill Graham Farm Village, a working farm with an area to interact with animals and pony rides. It also has the Miami Wakeboarding Complex and the soccer field complex.

Hialeah and Miami-Dade Fire Rescue crews arrived at the scene at Rastro Coco Auto Parts, located at 5171 E. 10th Court, just before 1 p.m., Tuesday.
The fire has been mostly put out after crews worked for hours to douse the flames.
7Skyforce hovered over the scene where hundreds of cars were caught in the blaze, as thick black smoke billowed from the lot.
Vivian Espino lives nearby. “Explode, explode, explode,” she said describing a startling wake up call.
She was taking an afternoon nap when, all of a sudden, the business down the street from her home in Hialeah went up in flames.
Hialeah Fire Department Asst. Chief David Rodriguez said, “This is a junkyard, a big junkyard, it takes about half a city block, that was fully engulfed.”
Fire crews had to reach out to Florida Power and Light to have power in the area turned off due to power lines being too close to the fire.
According to Miami-Dade Fire Rescue, over 25 of their units responded to assist with the fire, which grew quickly. The incident was then upgraded to a second alarm fire for additional manpower to battle the flames.
“All you have in these junkyards are fireload,” said Rodriguez, “from tires, to fuel, to oils, lots of combustibles.”
It took nearly 100 firefighters several hours to put the flames out.
“Luckily we were able to contain the fire to the actual junkyard,” said Rodriguez, “protected the exposures. Luckily there were no injuries.”
Rescue crews were forced to cut down a concrete barrier to access one of the hydrants.
People in the area took cellphone video, which captured multiple loud bangs.
What remained at the lot were scorched cars and melted rubber.
“This is one of the larger scale scenes we would have,” said Rodriguez.
While she’s glad her home wasn’t damaged, Espino said she feels for the owners of the business, whom she’s known for years.
She says it’s been in that location for more than three decades and she prays they’ll be OK.
“They lost it all,” she said. “The office, all. All!”
The cause of the fire remains under investigation.

Hialeah-based United Freight Lines, which once booked nearly $49 million in annual revenue, filed for Chapter 11 protection.
The trucking company submitted its petition in U.S. Bankruptcy Court in Miami on April 14. The petition was signed by David Padron Sr., who was also listed as the owner.
United Freight Lines listed $7.5 million in liabilities. Its largest debts were a $5.14 million business loan from Volvo Financial, a $500,000 loan from the U.S. Small Business Administration, and a $247,119 loan from BMO/Harris Bank.
The company disclosed $15.3 million in assets, but only $5,282 of cash in the bank. Most of its assets were the estimated value of its truck and trailer fleet, which the filing stated could be liquidated.
The petition noted the company voluntarily surrendered 10 trucks to lenders in March. It's not clear how many it still owns.
While United Freight Lines has yet to issue a case summary describing why it filed Chapter 11, the petition made clear that sales have fallen this year. After posting revenue of $48.9 million in 2021 and $46.1 million in 2022, the company has booked $2.4 million in revenue so far this year.
Attorney Timothy S. Kingcade, who represents the debtor, couldn’t be reached for comment.
This is the third major trucking company in South Florida to file Chapter 11 so far in 2023.
