Opa-locka approves redevelopment of flea market with $90 million project

Opa-locka officials approved the redevelopment of the Opa Locka Hialeah Flea Market into a $90 million industrial center.The City Commission approved the plan for the 43-acre site at 12691 and 12705 N.W. Opa-locka officials approved the redevelopment of the Opa Locka Hialeah Flea Market into a $90 million industrial center.

The City Commission approved the plan for the 43-acre site at 12691 and 12705 N.W. LeJeune Road/N.W. 42nd Ave. on May 10. The former flea market and auto auction site was acquired for $80 million in 2017 by GPT NW 42nd Avenue Owner II LLC, an affiliate of New York-based Gramercy Property Trust.

Property data firm Vizzda confirmed the developer information.

The approved site plan calls for 741,837 square feet of industrial space in six buildings, with about 10% of the space slated for offices or retail showrooms. There would be 765 parking spaces. The buildings would be designed for small and medium-size users, and accommodate about 765 employees.

Opa-locka has one of the highest unemployment rates in Miami-Dade County, so this project would create much-needed employment opportunities for local residents. The industrial vacancy rate has been near record lows for the county, so there’s been strong demand for new projects.

Jane Storms of Pulice Land Surveyors, which represents the developer in the application, wasn’t able to comment. Fort Lauderdale-based Langan Engineering designed the site plan.

The neighboring former auto auction site at 12691 N.W. 42nd Ave. is currently under redevelopment as a 505,000-square-foot industrial park.

This also continues the trend of flea markets throughout South Florida being redeveloped into more profitable uses, although that has displaced many local vendors.

Developers plan multifamily mixed-use project in Opa-locka

A pair of development firms are partnering on a 45-unit mixed-use apartment project in Opa-locka, The Real Deal has learned.

HBJ Development, led by Harry Joseph, and Q Realty Development, led by Ari Hertz, plan a six-story building that will include 1,700 square feet of retail on the northwest corner of Ali Baba Avenue and Sesame Street, Joseph told The Real Deal.

The Opa-locka City Commission approved Sesame Street Project last month.

The development will consist of market-rate apartments, although the partners are exploring the option to turn some of the units into workforce and affordable housing, Joseph said.

Construction is expected to start early next year, and completion is slated for late 2025, according to Joseph.

Sesame Street Project marks the first ground-up development by Miami-based HBJ Development. Founded in 2021 by Joseph, HBJ offers construction management, renovation, surveying, entitlement and rezoning services. Its previous projects include securing rezoning and approvals for the conversion of a commercial building in Fort Myers into multifamily, Joseph said.

Before starting HBJ, Joseph was a land development coordinator for Creighton Construction & Development in Fort Myers, according to his LinkedIn. The firm has a niche in developing 7-Eleven buildings.

Hertz, through an affiliate, owns the 0.7-acre vacant Opa-locka development site. It bought it for $270,000 in 2021, according to records.

Hertz, whose real name is Aron Herczl, has been ramping up his Florida real estate development plans in recent years, records show. The recent South Florida transplant from Brooklyn also headquartered his Q Realty in Miami, Joseph said.

In 2021, Hertz sought a rezoning of a 2-acre site at 1250 and 1260 Northeast 115th Street and 1251 Northeast 113th Terrace, in the Biscayne Shores neighborhood of unincorporated Miami-Dade, from “duplex district” to “mixed-use corridor district,” according to filings with Miami-Dade. Hertz owns the property through an affiliate.

Near Miami Shores, Hertz sought in 2019 to rezone over an acre he owns on the southwest corner of Northeast 14th Avenue and Northeast 114th Terrace from “RU-2 duplex” to “mixed-use corridor district,” which would allow for more than 50 units per acre on the site, according to a submittal to Miami-Dade. Hertz also owns this property.

This year, Hertz has focused on Orlando. He plans Westmoreland Square on 1.3 acres on the southwest corner of West Colonial and North Westmoreland drives, according to GrowthSpotter. In March, Hertz scrapped plans to include a hotel in the mixed-use six-story building, in favor of apartments. Plans call for Westmoreland to include 115 apartments.

HBJ and Q Realty join Redwood Dev Co in betting on Opa-locka’s multifamily market.

Redwood completed The Mirage at Sailboat Cove townhouse rental project in 2021 at 14301 Northwest 17 Path. The developer built 112 units and bought 26 of the 59 townhouses previously built by other developers.

Redwood is developing the 98-unit Mosaic Apartments at 13800 Northwest 22nd Avenue.

Both Mirage and Mosaic accept rent vouchers, although they are not officially designated as workforce and affordable housing.

Last month, Redwood paid $30 million for 75 townhouses at 2601 Northwest 119th Street near Opa-locka, with plans to convert them into workforce rentals. The seller, Lennar, is almost finished building the townhouses.

MIAMI - Opa-locka could have been another Coral Gables, built on a dream, instead, the city's architecture is based on the Arabian Nights.

The city was the brainchild of pioneer aviator and visionary Glenn Curtis.

With street names like Ali Baba, Sharazad, Aladdin, and Arabia, the Moorish-style building are true works of art.

Opa-locka, like Coral Gables, was one of Florida's planned communities, however, the dream that Curtis promoted was wiped out by the 1926 hurricane and Florida Land Boom Crash.

Proud of his city, current Mayor John Taylor told CBS4News, "The foundation of Opa-locka was built on art. We have the most Moorish architecture in the Western Hemisphere."

And the mayor is thrilled that a huge art event is coming to his city.

The Art of Transformation project is a major headline in the Opa-locka story. There has never been an event of this magnitude celebrating Black art during Miami Art Week anywhere in South Florida.

"You would not normally see this in Opa-locka. The fact that it is coming here, it makes my heart leap with excitement," says the mayor.

Visitors this year will be greeted with art exhibits, a pop-up restaurant in the old train station. Art collections straight from Africa and Haiti, four days of serious art three blocks long in the heart of Opa-locka.

Local residents are elated. Kimly Mack told us, "I am excited for my grandkids. They do art from home. It will be somewhere they can express themselves and maybe in the future."

Many of the original Moorish-style buildings remain and are on the National Register of Historic Places.

In the 1940's-50's, the city transitioned from a white population to primary African American. Along the way, there have been struggles with poverty, crime, and corruption. All issues plagued the working-class community.

"Opa-locka has had a dark cloud over it for a while, but I am so excited with this event that it will bring light on the city," says the mayor.

For resident Jasmeka Wilson, the Art of Transformation event represents an opportunity for her 5th grader. "I have a son in the 5th grade and he calls himself an artist, so it is going to be a blessing so he can see art and maybe be inspired."

There are high hopes for The Art of Transformation Project according to the mayor.

"Bringing this to our community is just going to propel us up to where I know we are going to go."

The Art of Transformation runs from December 1st through December 4th along Opa-locka Boulevard.

Redwood Dev Co scored a $24 million construction loan for an Opa-locka multifamily complex.

The deal marks the developer’s continued bet on the city and on apartment demand from South Florida’s middle class.

The five-story, 98-unit Mosaic Apartments, under construction at 13800 Northwest 22nd Avenue, isn’t formally workforce or affordable housing, as it doesn’t have a deed restriction mandating below-market rents, according to Redwood. But it will accept rent subsidies from housing authorities, and the rest of the units will cater to teachers, post office workers, nurses, firefighters and the like.

Mosaic will offer three-bedroom and four-bedroom apartments, with 10 of the units live-work units, allowing residents to run businesses from their homes, according to a Redwood news release. Valley Bank provided the construction financing, which includes a bridge loan allowing for project stabilization.

Redwood paid $1.8 million for the 2-acre development site in 2021, according to records. The project is expected to be completed in the fourth quarter of next year, the release says.

A mile from Mosaic, Redwood developed The Mirage at Sailboat Cove apartment complex in 2021. The project, at 14301 Northwest 17 Path, consists of 171 units, with 59 constructed in past years by other developers, and the rest completed by Redwood. Mirage includes market-rate units and also accepts rent vouchers.

Redwood is an affiliate of Miami-based real estate private equity firm BAS Holdings Investments. BAS’ real estate investments span solar financing and developments, mining, garages and land, according to the release. David Burstyn is principal at Redwood, and Brian Sidman is BAS’ founder.

In the next five to seven years, Redwood wants to build more than 5,000 workforce and affordable units in South Florida. The firm has been analyzing the State Apartment Incentive Loan program, which provides low interest rate financing for below-market rate housing.

SAIL and other state programs got a boost to their financing armor when Gov. Ron DeSantis signed the Live Local Act that will pump $711 million in funding for affordable and workforce housing. While the law is good news for developers, many say it would also take incentives from local governments to help deals pencil out.

South Florida has long struggled with meeting affordable housing needs, but the influx of residents over the past two years supercharged the issue. Although the ensuing record rent growth has calmed in recent months to more traditional levels, RentCafe still ranked Miami-Dade as the “most competitive” apartment market nationwide last year. An average of 32 renters vied for the same unit, far above the national average of 14 renters competing for one unit.

OPA-LOCKA, FLA. (WSVN) - A South Florida staple is set to close soon. Now, officials and organizations are lending a helping hand to business owners in the community.

The city of Opa-Locka, along with non-profit organizations like the Miami Foundation, are supporting vendors of the Opa-Locka Hialeah Flea Market as the location is set to be shut down.

“This is a fabric of our family, so it was necessary for the City of Opa-Locka to step in and see what we could do and how we could facilitate the preservation of this important part of our community,” said Interim Opa-Locka City Manager Darvin Williams.

The flea market has been a fixture in the community for decades.

Earlier this year, vendors were told they had to leave after the market’s owners decided to redevelop the land.

“When we received the news, that was like something that we never expect,” said Isairas Chinicle, a vendor.

“Being there for a long time, having the clientele and just have to move overnight, it’s not easy,” said Deen Albadawi, another vendor.

Now, the city and non-profits are helping some vendors relocate to the market’s new spot, allowing them to stay in business.

“Each vendor will receive $500 to help kind of pay for those things to make the relocation a little bit easier,” said the Miami Foundation’s Brittany Morgan.

The market will move to an indoor location two blocks away, near Northwest 42nd Avenue and 135th Street.

“There’s gonna be air conditioning, there’s gonna be security, the rain and the flooding is not gonna be a problem like it was at the old location,” said Jona Landman, a representative for the new flea market.

The vendors said they’re grateful for the help and are happy to be back in business.

“Thanks to the City of Opa-Locka, they helped a lot, they supported us with the moving, and now they’re helping us for grants from Miami, so we appreciate that. Hopefully that goes through,” said Albadawi.

“Excited about everything, I mean, we keep going. Business is on, so we don’t have to get out. We’re here,” said Chinicle.

Opa-Locka has also given vendors 90 extra days to relocate.
