Global business aircraft flight activity appears to be trending slightly upward so far this year, with jet and turboprop sectors in the first nine days of the month 3 percent ahead of where they were a year ago and up 16 percent from 2019, according to WingX’s latest Global Market Tracker.
Business jet activity alone, however, has been flat as softening charter activity has offset the increase in private flights. Scheduled airline flights, meanwhile, are up 19 percent from a year ago, though they're 12 percent behind pre-pandemic levels.
In North America, the 66,000 business jet sectors flown in the first nine days of the month represent a 0.3 percent decline from 2022 and an 18 percent increase from the comparable period in 2019.
Branded charter has gotten off to a slower chart, down 18 percent from the first nine days of 2022 but up 18 percent from January 2019. Management activity is down 4 percent from 2022 and up 19 percent from 2019. Conversely, though, fractional and private flight activity is up 12 percent from last year and 6 percent from 2019. While light jets were the busiest aircraft segment, activity has been down 3 percent.
Business jet demand has been mixed at the top airports, with activity sliding at West Palm Beach and Miami-Opa Locka in Florida, as well as at Teterboro in New Jersey. Yet Las Vegas McCarran and Dallas Love Field have witnessed double-digit growth.
In Europe, the 9,000 business jet flights in the first nine days of the month marked a 13 percent decline from January a year ago but a 9 percent increase from the same period in 2019. While flights have been down 12 percent in France, the country has been the busiest market in Europe so far, followed by the UK and Switzerland.
Outside of North America and Europe, business jet activity has jumped by 38 percent from early 2022 and by 82 percent from 2019. While flights are down 10 percent, Dubai Al Maktoum is the busiest business jet airport outside of North America and Europe. Brazil has been the busiest market outside North America and Europe, followed by India and Australia.
“Business aviation activity has entered the new year with a small head-start on the first days of January 2022, with some recovery in the U.S. following the winter storm blip in December,” said WingX managing director Richard Koe. “The charter market is still weakening, notably in California, and in the busiest Western European markets. Private flight departments are offsetting these trends with strong growth compared to last year.”

Vista Global's XO is expanding its shuttle flights between New York and South Florida this winter. However, it will have company. Blade and JSX also offer individual seats on scheduled flights they operate between private jet terminals. There's also a new entrant: The Fleet Club plans to use a model like several members-only services connecting the West Coast and Hawaii. While the types of aircraft vary, the shared flights all use private terminals, enabling passengers to skip congested airline terminals, including snaking lines to check baggage or pass-through TSA security.
XO will operate up to five shuttle flights per day in each direction linking Westchester County Airport north of New York City and Teterboro Airport, the primary private jet airport for Manhattan, with Palm Beach International, Fort Lauderdale International and Miami-Opa Locka Executive Airport. The winter schedule calls for 30 flights per week.
Teterboro (1st), Palm Beach (2nd), Westchester County (5th), Opa Locka (8th) and Fort Lauderdale International (22nd) ranked among the busiest airports for private jets in 2021.
"XO pioneered and continues to lead the shared flight opportunity, so private flyers can enjoy private flying benefits at one-tenth of the cost of a full charter," said Lynn Fischer, Chief Marketing Officer at XO. "In addition to economic value, shared flights offer significant sustainability advantages. While, on average, fewer than three passengers travel on board a private aircraft, shared flights accommodate 10 or more passengers, increasing the efficiency of seating capacity by 230%."
Earlier this year, XO acquired two Bombardier regional jets to boost the flights. Each airplane has been reconfigured in a 1-by-1 configuration with just 18 seats and two cabin attendants. Gourmet meals can be preordered and there is 4G WIFI to stay connected. One-way tickets start at $1,500 per seat.
For its part, Blade hasn't announced its schedule yet. However, CEO Rob Wiesenthal tells Forbes the flights will start before Thanksgiving, for the seventh straight year from Westchester to Miami-Opa Locka Executive Airport and for the second year in a row to Palm Beach International Airport.
"We've seen a tremendous number of our regular flyers who have made their second homes in Florida their first homes, have bought second homes in Florida or have moved altogether, but come back to New York from time to time," says Wiesenthal.
The flights, which normally end at Easter, will continue through May this season, he says, pointing to Blade's private terminals at HPN and OPF and its helicopter flights in New York that allow customers to transfer from Manhattan to Westchester County Airport, which is located about 30 miles north of the city.
Blade will use aircraft with 12 to 16 seats. Last year 10-pack ticket books were priced from $2,560 one-way per seat.
JSX, which has been adding flights between Texas, Colorado, Las Vegas, Phoenix and Southern California, continues its route between Miami International Airport and Westchester Country, which operates five to six times a week in each direction. Seats start at $769.
Its flights are on reconfigured Embraer E135s and E145s with 30 leather seats and extra legroom. It is adding connectivity via SpaceX's Starlink starting later this year.
New is The Fleet Club. The start-up brings together Bernard Schwartz, a veteran hospitality entrepreneur and Michele Sullivan, who has 15 years of experience organizing similar members-only shuttles to Kona where Schwartz was a customer.
Plans call for twice-weekly flights from the Signature Flight Support terminal at Miami International Airport to both Eagle County Regional Airport in Colorado and Long Island's MacArthur Airport, using FBOs. While the Eagle flights will operate with a Boeing 757, the flights to New York will use 737s, in both cases configured 2-by-2 with first-class seating and at least 48 inches of pitch between rows.

These public-private partnerships will allow approved private sector and state and local government entities to reimburse CBP for expanded services for incoming commercial and cargo traffic and international traveler arrivals in Arkansas; California; Colorado; Connecticut; Delaware; Florida; Georgia; Idaho; Illinois; Louisiana; Maryland; Nevada; New Jersey; New York; North Carolina; Oklahoma; Pennsylvania; Rhode Island; South Carolina; Texas; the U.S. Virgin Islands; Utah; and Washington.
Since the Reimbursable Services Program began in 2013, CBP has expanded it to include 316 stakeholders. The program has provided more than 1.1 million additional processing hours at the request of CBP’s partners—accounting for the processing of more than 16.7 million travelers and more than 2 million personal and commercial vehicles.
Authorized by Section 481 of the Homeland Security Act of 2002, reimbursable services agreements increase CBP’s ability to provide new or enhanced services on a reimbursable basis by creating partnerships with private sector and government entities. Reimbursable services under this authority include customs, agricultural processing, border security services, immigration inspections and support services at ports of entry.
The statute includes several limitations at CBP-serviced airports. Reimbursable services are limited to overtime costs and support services for airports with 100,000 or more arriving international passengers annually. Airports with fewer than 100,000 arriving international passengers annually may offset CBP for the salaries and expenses of not more than five full-time equivalent CBP officers. Reimbursable services agreements will not replace existing services.

Private jet airports
According to 2021 data from Argus TraqPak, five of the top 25 executive airports in the U.S. were based in South Florida: Palm Beach, Miami-Opa Locka, Naples, Fort Lauderdale Executive, and Fort Lauderdale International.
Additionally, 2022 data from WingX positions Palm Beach as the main terminal with almost 34,000 movements to date in the region, followed by Miami-Opa Locka with almost 23,000, Miami International Airport (11,000) and Miami Executive Airport close to the downtown with roughly 5,000 movements. The same data shows that South Florida has increased 11% versus last year in number of flights (73,000) and 13% in flight hours.
Private jet routes and aircraft
In terms of routes, it is widely known that the South Florida – New York connection is one of the main in the country throughout the year. In fact, Palm Beach – New York leads the list of all departing flights from South Florida with almost 4,400 movements during 2022, while Miami – New York comes in close at second place with nearly 4,100.
The Bahamas is the main international destination from South Florida, with almost 5,000 movements in 2022, followed by Mexico and Canada.
In terms of types of aircraft in the South Florida sky, the super midsize jet segment leads the way with more than 18,000 operations in 2022, while heavy jets and light jets have roughly 11,700 movements apiece.
Although Teterboro is probably the world’s most coveted private aviation airport, which also has a good connection to Europe, South Florida’s demand diversity, short and long range, has been the perfect foundation to establish as one of the top private jet hubs in the world, with the Caribbean also playing an important role as a demand driver. United Property and Casualty Insurance Company was placed into administrative supervision by state regulators Monday.
The consent order from the Office of Insurance Regulation states the St. Petersburg company had seen at least $35 million in losses each of the last five years. United also posted a $169.8 million underwriting loss in its third quarter report to the office while posting a surplus of $56.9 million for the 142,785 policies it had in force as of Nov. 1.
That surplus was a drop of more than 66% since the start of the year, or $112.4 million.
Public supervision of a company is different from a business being placed into receivership, as six other insurers were earlier this year. United is still solvent and the order allows the company to remain so while it pays out claims as it leaves the market.
United’s losses led to a ratings downgrade in the summer. That pushed United to leave the Florida market, and it was already in the process of doing so by not renewing its existing customers, but the consent order speeds up the process.
The order puts United under public administration while it divests from its Florida policies — 70,287 of them, or about half, were still projected to be United policies by May 31, 2023. But the company has been unable to obtain reinsurance for the 2023 hurricane season and the temporary reinsurance it purchased from the state earlier this year expires on May 31, 2023, so all of its policies will be canceled by that date.
The order also requires United to maintain staff to handle claims and consumer inquiries.
It’s the latest domino to fall in the Florida property insurance market, which has seen FedNat Insurance Co., Weston Property and Casualty Insurance Co., Southern Fidelity Insurance Co., Lighthouse Property Insurance Corp., Avatar Property and Casualty Insurance Co. and the St. Johns Insurance Co. be placed into receivership this year.
Florida lawmakers are poised to convene a Special Session on Monday to attempt to stabilize the market. Insurers have mostly blamed costly litigation as the main source of the market’s troubles, which has led to reinsurers’ decisions to pull away from Florida, leaving some companies unable to obtain coverage needed to insure all of their policies.
