Well Pump Failure Means Mandatory Water Use Restrictions in Denville

DENVILLE, NJ - A "catastrophic failure" of Denville's main well water pump is forcing the imposition of mandatory water restrictions in the township, officials announced Friday.Effective Monday, May 22, outdoor water use will be restricted for all residential and commercial properties. DENVILLE, NJ - A "catastrophic failure" of Denville's main well water pump is forcing the imposition of mandatory water restrictions in the township, officials announced Friday.

Effective Monday, May 22, outdoor water use will be restricted for all residential and commercial properties. The restrictions will stay in effect for 90 days unless repealed or extended, said the township

"The mandatory water restrictions are in place to ensure an adequate water supply for water customers and fire protection service," it said. "The restrictions have become immediately necessary as the industrial pump in the township’s primary well suffered a catastrophic failure and as a result has placed considerable stress on the other potable wells in our system. According to our vendors, the timeframe to have our primary well up and running is approximately two (2) to three (3) months."

Properties with even number addresses will be allowed outside water use on even number days and those having odd number addresses on odd days, the township said. It stressed that the rule includes all businesses operating from or at a residential address.

"Outdoor water usage shall include the watering of lawns, shrubs, ornamental plants, sod, etc., as well as the washing of homes/commercial businesses windows, driveways, sidewalks, gutters and homes," said the statement. "The restrictions also include the washing of automobiles, trucks, ATVs, boats, etc. If a commercial business is to complete work at a household, we will hold the water restrictions to the odd/even number of the home in accordance with the water restrictions in place."

However, the township stressed that businesses "that rely and survive on outdoor water use, whose business address is separate from a residential address, such as car washes, nurseries, power washing companies, etc., will be exempt from the odd/even water restrictions."

It said the odd/even water restrictions "will remain in effect for offices and commercial buildings as it pertains to lawn watering, window washing, power washing, etc., for any non-essential work and/or updates."

Multi-family dwellings, including apartment style housing, will be only permitted to use outdoor water on odd days," said Denville. On even days, such water usage is prohibited.

The town urged residents and business to voluntarily observe and implement indoor water conservation measures and said "property owners who violate the above water restrictions shall be subject to a municipal summons, along with fine and penalties associated therewith."

Funding Deal Announced for New Warehouse in Denville

DENVILLE, NJ – Funding was recently announced for a new warehouse proposed to be built in Denville on vacant land formerly owned by the township.

The joint venture equity deal for the proposed 119,250-square-foot building on 12-18 Vanderhoof Ave. was announced in a press release by JLL Capital Markets, which said it made the arrangement.

In the statement, JLL said it “operated on behalf of the new development sponsor, Cervenka Development Partners (CDP), to arrange the joint venture equity partnership with a global investment manager, Monocle Group.”

The warehouse would be built on a 19-acre site that became township-owned property through a tax sale almost four decades ago. The last year sold it to Vanderhoof LLC for about $6.4 million.

Denville Mayor Thomas Andes praised the deal that will enable the site’s development.

“The township and its professionals worked collaboratively with Cervenka Development Partners to create a plan that provides so much benefit to our community,” Andes said in the press release. “This project truly represents smart growth and is a win-win for everyone involved, including the citizens of Denville.”

The proposed building will feature a 36-foot clear height, 18 loading bays, one drive-in door, 52 car parking spaces and 13 trailer parking spaces, according to the announcement. It noted the site is close to Routes 80, 287 and 95 “providing access to 10 million people within a 30-minute drive time and 20 million people within an hour.”

“In my 12 years as mayor, we have continuously strived to increase the strength of our financial position through conservative budgetary policies,” Andes is quoted as saying. “This project and our partnership with CDP and Monocle Group is an integral part of a 5-year plan to be one of only a handful of municipalities in the state of New Jersey that are completely debt-free.”

CDP Principal Tom Cervenka is also quoted in the statement.

“We couldn’t have asked for a better team to execute this acquisition,” he said. “The town of Denville and Mayor Andes have been incredible to work with, while our JLL Capital Markets team brought an amazing equity partner to the table with the Monocle Group.”

Also weighing in was Monocle Group Principal Eric Benitez.

“We are thrilled to have been introduced to Tom and Sasha through our relationship with the JLL Capital Markets team,” he said. “CDP was able to secure this site at a cost basis that will enable us to achieve an above-market return on the deal. CDP has brought this project to the cusp of site plan approval, and we cannot wait to carry this through to completion together.”

The JLL Capital Markets Investment Sales team was led by Managing Director Marc Duval, Director Jason Lundy, Managing Director Jordan Avanzato, Director Nicholas Stefans and Senior Managing Director Jose Cruz, according to the press release, which noted that Joel Lubin and his team will be handling the leasing for the project.

“JLL was able to bring several investors to the table despite a period of volatility in the capital markets environment and that speaks greatly to the strategic sponsor, Cervenka Development Partners,” Duval said.

“Investors were attracted to the opportunity, given CDP’s diligent and forward approach as well as the strong industrial fundamentals in Morris County,” Lundy added.

Recycling

The team collects plastic bags and wrapping and works with Trex, a company that turns plastic into useful items like benches and wind chimes. The team has also been working with the Denville Township Green Team and the Oaks at Denville to collect the items.

At Halloween, the Green Team also collected candy wrappers and used markers for recycling.

Tower Gardens

With the help of Business Administrator Damaris Gurowsky, the Green Team received a grant to purchase indoor tower gardens. The gardens, which are tended by the students at Valleyview Middle School, have produced several packages of arugula.

Sustainable Sunday

On June 11, 2024 the Green Team will participate in Sustainable Sunday. The community event will be held at the Denville Farmers Market, 51 Bloomfield Ave. in Denville from 8:30 a.m. to 1 p.m. During the event students will share fun and educational activities about birds, ecosystems and the impact of climate change.

Denville Board of Education Member James Kim spoke about the district’s instructional space, demographic report and new housing developments in town. Kim is a member of the Denville Space Considerations Ad Hoc Committee along with Dino Cappello, Andrea Zeydelis, Denville Schools Superintendent Steven Forte and Sandra Cullis.

The Space Considerations Committee is studying “the immediate and long-range instructional space needs of the district, investigating, proposing and reporting solutions” due to the growth in residential development of the township.

Kim provided valuable information to the Board and public as it relates to the district’s mission and strategic plan. Additionally, the committee’s presentation examined past enrollment to future demographic projections and compared the data against the capacity of the district’s buildings.

Data points for the demographic projections were found in the “Demographic Study for the Denville Township School District, January 2022,”compiled by Richard Grip of Statistical Forecasting, LLC.

The committee’s presentation states that, “Based on 2023/24 Enrollments and current BOE policy, the District could take on 555 additional students.”

In its “Final Assessment,” the committee’s presentation also states that, “Based on the projected future enrollments of roughly 2,000 students by 2026/2027 School Year and based on Policy 2312 - Class Size, the Denville School District will be able to meet the space requirements needed to educate the students enrolled.”

However, the committee indicates in the presentation that there is a risk of variations from the projections that could result in a beyond capacity situation that could exceed current policy. Therefore, the committee made several “Immediate Recommendations” including the implementation of a monitoring system.

That would involve announcing student enrollment numbers monthly and could involve commissioning a new forecast analysis if the forecast discrepancy exceeds 3 percent to 5 percent or when the current forecast becomes outdated in December 2026.

Another recommendation sets timeframes for expanding the second floor of Riverview Annex.

DENVILLE, NJ – The Morris Knolls ice hockey team got its season off to a good start Dec. 7 with a win over Chatham.

Playing at Mennen Arena, the Golden Eagles defeated the Cougars 5-4

It was an uphill battle from the start for Chatham when Morris Knoills moved to a 2-0 lead on goals by Jake McCloud and Jack Martinez. However, Chatham got back in it with consecutive goals by Conor Gilleece that tied it up at 2-2 before the end of the first period.

The score stayed tied until the second period when Chatham senior Luc D’Costa D'Costa scored just 1:36 into the action for a 3-2 Cougar edge. But things tilted in Knolls’ favor late in the second period when the Golden Eagles scored three straight goals in a span of three and a half minutes to forge a 5-3 advantage.

Chatham pressed forward and cut the deficit to 5-4 on Thomas White's power-play goal with 1:33 left in the period. Morris Knolls was whistled for a penalty that gave the Cougars a two-minute power play with 2:53 showing. Chatham called timeout and coach Brendon Herr decided to go with six skaters and it paid off when Matt Nacinovich dropped the puck for White, who converted.

Golden Eagles’ goaltender Reid Kisch made 19 saves.

The team next takes on Randolph on Dec. 11.
