CALDWELLS, NJ — An important voter referendum is approaching the finish line in Caldwell and West Caldwell, and the fate of a major school construction plan hangs in the balance.

Millions of dollars in upgrades throughout the Caldwell-West Caldwell Public School District are being proposed in a special school bond referendum, which will take place on Tuesday, March 11.

Construction would likely take place in the summers beginning in 2026 through 2027.

The proposal is being split into two questions. Voters will be able to approve or reject each question separately. The second question will only go into effect if the first question is also approved.

Here’s what is being proposed – and how much it would cost taxpayers.

QUESTION 1: SCHOOL UPGRADES

Major renovations are being planned at six of the district’s seven schools (Harrison School is the only one that is not on the list). Projects would include security enhancements, media center upgrades for Science, Technology, Engineering, Arts and Math (STEAM), and miscellaneous façade, piping and stair repairs.

There would be no additional tax impact for homeowners if this question passes, district administrators said. Here’s why:

QUESTION 2: ATHLETIC FIELD HOUSE

The district is also planning the construction of a new athletic field house at James Caldwell High School. It would include four team rooms (including lockers and restrooms), coaches’ offices, a trainer’s room, a multi-purpose room on the second floor, a conference/meeting room, public restrooms, storage space and an elevator.

If Question 2 passes, Caldwell residents will see an average annual tax increase of $129. Meanwhile, West Caldwell residents will see an average annual tax increase of $127.

The tax impact was prepared by a municipal financial advisor and calculated based on average assessed home values in Caldwell and West Caldwell and the following:

The West Caldwell Public Library’s popular art and photography series continues with an exhibit of photography by Anthony Buccino at the Richard R. Cass Art Gallery, 30 Clinton Rd, West Caldwell, N.J., from March 1 to March 31, 2025.

Buccino is a writer, editor, and photographer based in Nutley, New Jersey. He began his photography journey by shooting film for the stories he produced while working for local newspapers. As such, each of his photographs aims to tell a story, powerfully highlighting unique everyday subjects through different points of perspective. Buccino’s eye for capturing scenes with differing shapes and overlapping patterns establishes a sense of rhythm within his works that encourages viewers’ eyes to traverse throughout the image.

Buccino says, “Photography challenges me to stop and see the world, and to try to capture what I see so you can see it, too. Sometimes I set out to shoot something specific. Other times I am called to a scene that says, ‘shoot ME!’

“My journalism background -- shooting photos for news stories -- continues to influence my view of the world and the world I see through the camera lens.”

“Ever hear a person holding a camera say, aw, there's nothing around here to photograph!” Buccino says, “Balderdash! Where we're coming from in Essex County in northern New Jersey, there are so many places to shoot within an hour, and many within minutes that we have some difficulty choosing where to point our cameras.

“The Great Falls of Paterson are only 15 minutes away! You’ve got to see them in ice. Hemlock Falls, just over the mountain!”

Buccino’s exhibit photos have been curated from his published collections of cityscapes such as New Orleans in Plain View, New York City Snapshots, Harrison Next, Jersey City Snapshots, and Nutley Snapshots.

Other photos capture simple everyday things such as Old Spices and items you might find In Our Old Kitchen as well as setting his eye on Gas Stations and a few eclectic touches of unpublished works.

Over the years, his photos have won awards and appeared in both print and online news sources. His work has been included in the NBAS Photography Exhibition at the Alfa Art Gallery, and solo exhibits at the Montclair Public Library and the Nutley Library. Buccino is a member of the Essex Photo Club whose monthly meetings, in Caldwell, explore photography insights and offer competition challenges.

Buccino was born and raised in Belleville and lives with his wife, Dawn, in Nutley. The pair attended Montclair State College (yes, it was long ago) where he majored in English and minored in journalism. She taught Middle School English for 38 years. Perhaps best known for his nonfiction collections, Buccino has turned his eye to the world around him. This photo arrangement will cast a glimpse of what eh artist sees.

Bromilow’s Has Been Making Chocolates in NJ for Nearly 70 Years

He bought a candy shop from a Swiss chocolate maker on Garret Mountain and turned it into a place still known for its high-quality...

Nearly seven decades later, this charming chocolate shop in Woodland Park is still going strong—and it’s as popular as ever. Bromilow’s was founded by Harry Bromilow, a carpenter looking for something to keep him busy in the wintertime. He bought a candy shop from a Swiss chocolate maker on Garret Mountain and turned it into a place still known for its high-quality ingredients, delicious treats and unique location.

Today, Ginny Monk (with her husband, Steve) and her sister, Bonnie Stewart, are third-generation owners of the chocolate store, which is famous for its buttercrunch, homemade toffee, caramels, chocolate-covered pretzels and peanut butter meltaways (my favorite).

Valentine’s Day is all about chocolate-covered strawberries, says Monk, adding that they also have the traditional heart-shaped boxes filled with a choice of milk, dark or white chocolate.

While the shop has changed with the times—it now has a website and ships its chocolates—it still has the same cozy feel that it had when it opened, says Monk, with the same footprint of the original building. There’s also a second location in West Caldwell.

All of the chocolate is made on-site (except for the sugar-free line), and some of the molds that are used for Easter chocolates, such as the bunnies and other animal shapes, are original from the time Monk’s grandfather owned the business.

Voters in Caldwell and West Caldwell will get the chance to approve – or reject – major renovations throughout the school district.

CALDWELLS, NJ — Local voters will get a chance to greenlight – or reject – millions of dollars in upgrades throughout the Caldwell-West Caldwell Public School District when a public referendum takes place in March 2025.

Earlier this month, the Caldwell-West Caldwell Board of Education approved a resolution to hold a special school bond referendum on Tuesday, March 11.

“The proposed plan represents a comprehensive solution to aging buildings across the district,” business administrator Brian McCarthy said.

Registered voters in Caldwell and West Caldwell will have the opportunity to vote on major renovations at six of the district’s seven schools (Harrison School is the only one that is not on the list).

Proposed projects include security enhancements, media center upgrades for Science, Technology, Engineering, Arts and Math (STEAM), and miscellaneous façade, piping and stair repairs. The plan also includes the construction of a new athletic field house located at James Caldwell High School.

The referendum projects will be broken down into two ballot questions.

The first ballot question would approve a sweeping list of infrastructure improvements at the district’s schools. Here’s how much money the district is asking for:

“The final eligible costs for the projects approved by the New Jersey Commissioner of Education are $22,875,272 (consisting of $5,717,574 for James Caldwell High School, $10,796,300 for Grover Cleveland Middle School, $551,838 for Jefferson Elementary School, $4,676,787 for Lincoln Elementary School, $515,197 for Washington Elementary School, and $617,576 for Wilson Elementary School). The projects include $0 for school facility construction elements in addition to the facilities efficiency standards developed by the Commissioner of Education or not otherwise eligible for state support pursuant to N.J.S.A. 18A:7G-5(g). The state debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects. The Board of Education is authorized to transfer funds among the projects approved at this election.”

The second question would appropriate $15,418,146 for the new athletic field house at the high school, partially funded by $2,000,000 available from the board’s capital reserve fund. The district would be able to issue bonds up to $13,418,146.

Here’s why the new field house is needed, administrators say:

“The maintenance and upkeep of the facilities far exceed the amount of money in the annual operating and capital budget. Rather than continue to address short-term needs of the facility upkeep and manage the disparity between the facilities allocated to boys’ and girls’ programs, provide sufficient restrooms and to ensure accessibility for all, the district chose to undertake a plan for a new Athletic Field House … Yes, the district could spend less on a smaller, one-story field house, but the approximately $3 million saved would not offset the loss of flexibility and proposed program and community uses of the facility. The planning group opted to proceed with a two-story facility to address the long-term needs of the physical education, athletic and community programs.”

If the referendum gets a green light from local voters, construction will likely take place in the summers beginning in 2026 through 2027.
