HASBROUCK HEIGHTS, NJ – Neglia Engineering’s Norberto Hernandez provided the engineering report to the Mayor and Council at Tuesday evening’s meeting of the Hasbrouck Heights Council.

In addition to mentioning the letter submitted to the New Jersey Department of Transportation concerning the Drainage Basin at Route 17 and Franklin Avenue intersection, he spoke on the several upcoming road and municipal projects.

The New Jersey Department of Environmental Protection Municipal Assistance Program is offering Ida-impacted communities to express interest in receiving resilience planning support to address stormwater and flooding issues. During the discussion, Hernandez noted that he was not finished researching what the NJDEP was offering, as it appeared to mostly be services that were on the consulting and study level, but not performing any physical improvements.

Mayor Jack DeLorenzo noted that Hasbrouck Heights already knows it has a problem, and has already spent money, with Neglia Engineering studying the issue. DeLorenzo also noted that, as he has said in the past, this not just a Hasbrouck Heights problem but a regional problem. Hernandez noted that the NJDEP is also looking for groups of towns to join together in their application. He noted that Lodi was already on-board, and had joined with Maywood and Rochelle Park concerning flooding along the Saddle River.

Hernandez noted that he had reached out to Wood-Ridge and was under the impression that they were not interested in the program. DeLorenzo stated that he would reach out to other towns to see if they were interested in joining with Hasbrouck Heights and Lodi in this program,

Paterson Avenue Roadway Improvements - Planned improvements include, but are not limited to, full curb to curb milling, spot repairs for concrete curbs, ADA ramp reconstruction, and installation of traffic stripes between Terrace and Oak Grove Avenues. Due to its proximity to Hasbrouck Heights Middle/High School, construction is anticipated to begin in the Summer of 2023.

2022 Municipal Road Program – Contracts have been prepared and the pre-construction phase is underway and will be completed within the next few weeks and will coordinate start dates as appropriate.

Baldwin Avenue Roadway Improvements (FY2021 CDBG Funded) – Project is anticipated to begin the week of September 19, dependent on the status of PSEG’s completion of gas service installations.

2020 Road Program – Remaining portion of Industrial Avenue was repaved after Suez completed the necessary water main repairs. Contractor will return at a later date to complete the concrete and bdieg deck repairs

2021 Road Cleanup Program – Vendor repaved Austin Place, Lasalle Avenue, and Ravine Avenue.

2022 PSEG Roadway Restoration Program – PSEG has stated second phase of restoration program is expected to commence in August.

FY20203 NJDOT Municipal Aid Program Grant Application – On June 30, Neglia submitted application for Municipal Aid Grant for project regarding roadway improvements to Kipp Avenue, from Woodside to Oldfield Avenue. HASBROUCK HEIGHTS, NJ - There is no love for Hasbrouck Heights in Butler, who still remember the two defeats to the Aviators in 2018, the second culminating in Hasbrouck Heights being the first ever North Group 1 Bowl champion, following a 41-7 win at MetLife Stadium. So Friday night's 28-21 win over the Aviators had to feel good for the Bulldogs and their fans.

Butler took an early lead in the first quarter as quarterback Bobby Battipede found Wyatt Frawley on a slant route for a 32-yard catch-and-run touchdown. With the extra point converted by Jack McNear, the Bulldogs went up 7-0 with just 2 and a half minutes shaved off the clock.

Butler added another seven points to their score in the second quarter following a 5-yard draw by running back Rocco Presti and an extra point by McNear with 9:16 remaining in the half. This scoring drive started from midfield and saw Presti rack up over 40 yards on six carries.

Hasbrouck Heights answered late in the second half with 2:25 remaining. A big run from sophomore Jake Summers set up quarterback Frank Billings connection to tight end Joey Formisano on a rollout pass to his left. The extra point was converted by kicker George Kouletas to bring the score within one possession at 14-7.

Butler mounted another scoring drive in the late second quarter. The Bulldogs started from their own 20 yard-line. Battipede managed to get into enemy territory with a combined 38 yards on three quarterback draws. Battipede connected with receiver Wyatt Frawley on the left sideline on a comeback route for 16 yards to the opponent 25 yard-line. Battipede found with Frawley again on the next play for an eight yard gain. Battipede and Frawley connected for the third straight time to punch it into the end zone for a 17-yard touchdown pass. Frawley was hit on the reception by a Hasbrouck Heights defender and shaken up in the end zone but was able to leave under his own power. The extra point by McNear brought the score back to two possessions at 21-7 with just 22 seconds remaining.

To close out the first half, the Aviators attempted a 40-yard field goal from Kouletas, but it was just short of the crossbar.

Following a punt from the Aviators to open the second half, the Bulldogs went on another scoring drive to go up by a commanding three possessions. Battipede rushed for a 30 yard touchdown up the middle on a designed run play. McNear converted his fourth extra point to go up 28-7 with 6:42 in the third quarter.

Hasbrouck Heights got on the board two more times. Senior running back Anthony DiLascio punched in a 6-yard touchdown run to make the score 28-14 following Kouletas’s extra point with 8:11 in the fourth quarter. Their final drive came with 4:20 on the clock. The offense drove down field from their own 43. Billings found Joshua Rodriguez on a touchdown pass in the left corner of the end zone for 5 yards with 52 seconds remaining.

The ensuing onside kick attempt was recovered by Butler, and the Bulldogs ran out the clock for the win with the final score, 28-21.

Route 17 Detention Basin, Riser Ditch Focus of Discussion at Hasbrouck Heights Council

HASBROUCK HEIGHTS, NJ – The flood basin at the bottom of the Franklin Avenue and Route 17 and the Riser Ditch were featured at the Hasbrouck Heights Council Meeting on Tuesday evening.

A letter from Norerto Hernandez of Neglia Engineering, representing Hasbrouck Heights as the Borough Engineer, was sent to New Jersey Department of Transportation Commissioner Diane Gutierrez-Scacetti on August 2, requesting that the NJ Department of Transportation fulfill its obligation and perform maintenance on the basin as it has become overgrown.

The letter was read into the record as part of the record during the hearing of Communications.

“As you may or may not be aware, over time the detention basin has experienced significant growth of vegetation and is over now overgrown. As a result, this overgrowth is trapping trash and debris and is also likely limiting the drainage capabilities of the basin by reducing overall capacity and partially blocking the drainage outfalls…”

“ It must be noted that this detention basin is located within the right-of-way of State Highway Route 17, and thus, the maintenance and operation of this detention basin is the responsibility of the New Jersey Department of Transportation (“NJDOT”) . Therefore, the Borough of Hasbrouck Heights respectfully requests that the NJDOT immediately revisit this detention basin to continue the maintenance program and address the aforementioned conditions. These conditions include, but are not limited to, mowing or maintenance of plant/grass growth, an inspection of hydraulic facilities (i.e. outlet control structure, tide check valve, piping, low-flow channel, headwalls, etc. ) and verification that the basin is performing in accordance with the requirements cited in NJAC 7:8/ While the basin may be design to drain and function properly, the lack of maintenance has led to significant overgrowth, which can clog or impede the flow of water to properly empty basin within the 72-hour maximum limit cited in NJAC 7:8.

The flood basin has been a long-standing issue, as the Borough has been battling the NJDOT to get the drainage ditch maintained for over five years. The NJDOT has the ditch on a once year-maintenance schedule.

Water that collects in the drainage ditch runs under Route 17 to the Riser Ditch which has also been the focus of many issues concerning maintenance of the Ditch by New Jersey Transit, which owns the property the ditch sits on due to its proximity to the NJ Transit rail lines.

Later in the meeting, Councilman Robert Bing noted that he and Councilman Michael Sickels went to a meeting of the Bergen County Commissioners, as private citizens, to bring up the issues the town was having with getting assistance in getting the Riser Ditch cleared of overgrowth and debris. According to Bing, the County Commissioners were unaware of any issues, and agreed to further look into the matter.

It has been determined through prior meetings and discussions, that the issues with the Riser Ditch is one of several factors when Hasbrouck Heights suffers flooding during heavy rains.

That unacceptable season saw the Blue Devils finish 6-12-2, losing six of their final seven games, including an embarrassing 12-0 loss in the North 1, Group 1 playoffs to Whippany Park.

He is counting on a few seniors to lead the team towards the goal of improving last year’s record, starting with Marcello Avilla, the team captain who lead the team’s defense corps. He will be joined by senior Antonio Testino, the other spots are open heading into the season.

Remy Ottevaere is the one of two players remaining from the Blue Devils 2019 NJIC Tournament Championship team will lead the midfield group, which looks to be the most settled. Juniors Brian Harasek and Emmanuel Sifunjo, sophomores Tyler Buerno and David Castro will join Ottevaere in the team’s deepest position.

Senior Tommy Burniston and leading scorer Salvatore Catanzaro will be man the forward spot. Catanzaro scored 18 goals and had seven assists for Wood-Ridge a year ago.

Another change heading to Wood-Ridge is a change in the schedule, thanks to the NJIC Divisional realignment. Bergen Charter joins the Meadowlands, while powerhouse Wallington, and longtime rivals St. Mary, Becton and Hasbrouck Heights remain. North Arlington, Weehawken, Paterson Charter and Saddle Brook leave for other divisions, as the NJIC goes to six divisions in boys soccer.

“I appreciate the fact that the divisions are smaller which allows more non-league games as well as the cross-over games,“ De Pierro commented on the realignment. “Our division barely changed in that five of the six teams in it were all part of the Meadowlands Division, so it would have been nice to have more new teams, but that's out of our hands."

“I think the challenge continues to be that the powerhouse of Wallington is still in the division and after that all the teams will be very evenly matched, which will create tons of difficult matchups," De Pierrro continued. “Thankfully, we had no issues finding games and that has been pretty consistent throughout my tenure, which definitely makes things easier.”

City of Hackensack Officials Demanding Action Over Noise Complaints from Teterboro Airport

HACKENSACK, NJ - City officials in Hackensack are demanding answers and solutions following the latest report from the Federal Aviation Administration (FAA) and Teterboro Airport showing planes not taking the flight path designed to protect the city from noise pollution.

The approach to Runway 19, the most frequently used runway, at the airport flies in the direct path of Hackensack University Medical Center and Prospect Avenue. According to a press release from the City of Hackensack, the low-flying planes making their approach to Runway 19 cause significant noise pollution and disturbances at dangerous levels for residents and school children of Hackensack. According to data released by Teterboro Airport at the FAA, the average aircraft sound level at a Prospect Avenue sound monitor in 2022 was 60.6 decibels, showing a 3.4 increase in levels from 2021 and a 1.6 increase in levels from 2019. There were also 947 registered aircraft noise complaints in Hackensack alone in the first quarter of this year.

Deputy Mayor Kathy Canestrino, Hackensack’s liaison to the Teterboro Airport Noise Abatement Advisory Committee (TANAAC) said in a statement, “City residents, including myself, have dealt with the noise pollution from airplanes flying into Teterboro for far too long. This is not only affecting our quality of life, it’s affecting our children’s ability to learn. Things have become so bad at the Hillers School that teachers say they must teach with the windows closed due to the constant noise. Years ago, the airport replaced windows and provided air-conditioning to Jackson Ave School due to the constant aircraft noise and should be doing the same to Hillers School. The taxpayers of Hackensack should not be responsible for this and our children’s education should not be affected by noise that can easily be avoided.”

According to the first quarter TANAAC meeting of 2022, a flight pattern made available by the FAA in July of last year to protect the city from noise pollution by having plane traffic directed over Route 17 was not being used by aircraft, sending the noise pollution levels to increase. The report also said that over 50% of the aircraft arriving at Teterboro Airport this quarter used Runway 19. The data showed that less than one percent of the aircraft departing and arriving at the airport used the newly developed flight pattern.

“Why this approach is still only being used less than 1% of the time is simply mind-boggling to me,” Canestrino added. "We need some answers from the FAA and Teterboro Airport on why the new approach is being ignored and what they will do to encourage pilots to use it in the future. We also want to thank the residents who’ve called in to register complaints. Complaints are the only way to monitor how the airport affects the local quality of life, so please keep calling.”

A press release from the City of Hackensack says the city is calling for the following questions to be answered by the FAA and Teterboro and solutions presented at the next TANAAC meeting:

According to Teterboro Airport, says the approach is available at the pilot’s request and is advertised during peak hours of 22:00L and 07:00L. The approach availability is subject to weather, workload traffic and traffic volume and density.
