Recent spring rains raised waters in many of Morris County's flood zones.

But several communities are better prepared to cope with future storms due to flood-related measures initiated in the past decade through a combination of federal, state and county investments, Morris County's Board of County Commissioners said.

Ten years after launching a flood-mitigation program in the wake of Hurricane Sandy and Tropical Storm Irene, those efforts include the buyouts of 84 homes in flood zones in Denville, Lincoln Park, Lake Hiawatha, Pequannock and other low-lying areas along the Rockaway and Pompton rivers.

“Ten years ago, our board (then freeholders) decided to take a sliver of our tax-payer approved open space dollars and dedicate them to buying out flood-prone properties," said Commissioner Stephen Shaw, board liaison to the Morris County Office of Planning and Preservation, which manages the program. "Right out of the gate, the program won two environmental awards from the state of New Jersey for its innovation."

To date, the program has allocated $9.6 million to obtain properties in eight Morris County municipalities. On average, for every $1 spent by the county on flood mitigation, there have been $7 in benefits to the participating towns and county, according to the Office of Planning and Preservation.

Operating through the Morris County Open Space, Farmland and Historic Preservation Trust, the program supplements federal and state Green Acres and Blue Acres programs by helping towns obtain flood-prone lots from willing sellers.

The county funds go directly to the municipalities, which purchase the properties from willing sellers and must maintain the land as public open space.

New Jersey Green Acre and Blue Acre funds were directed to home buyouts in flood zones before the devastation brought by Sandy and Irene. The Green Acres, Farmland, Blue Acres and Historic Preservation Bond Act of 2007 authorized $12 million for land acquisition in the floodways of the Delaware, Passaic or Raritan rivers and their respective tributaries.

An additional $24 million was authorized by the Green Acres, Water Supply and Floodplain Protection, and Farmland and Historic Preservation Bond Act of 2009.

By removing the homes and restoring the properties to open space, the land can better absorb floodwaters and protect other nearby properties from flooding, the commissioners said.

A case in point offered by the commissioners: Five of the buyout properties were located in the flood-prone Midwood Road section of Lincoln Park, along the banks of the Pompton River, where 20 homes were purchased and removed on lots returned to natural lands in recent years.

On April 7, that area was underwater again after heavy rains deluged northern New Jersey, leaving many existing riverside properties in Morris County flooded.

The county flood-mitigation program also increases open space, helps constantly flooded homeowners move out and eases burdens on first responders who must occasionally rescue people from their flooded buildings, they said.

Elliot Ruga, policy director of the nonprofit Highlands Coalition in Boonton, praised the program, saying "if they are buying out properties that could otherwise provide flood storage, that's a good thing."

But it may not be enough, Ruga said, after regulatory actions during Gov. Chris Christie's terms in office "actually made it easier to develop in flood-prone areas" and Gov. Phil Murphy "has done nothing to reverse those rollbacks."

"We know data suggests that Northern New Jersey is going to get wetter over time so we need a more aggressive program than it is now," he said.

MASON COUNTY, Wash. — A large brush fire burning near Shelton in Mason County is threatening hundreds of homes and power infrastructure, causing residents in the area to evacuate.

The McEwan Fire is burning about 4 miles northeast of the town of Shelton, according to Central Mason Fire and EMS. The Washington State Department of Natural Resources (DNR) said the fire had burned an estimated 257 acres and was still 0% contained as of Wednesday evening.

A spokesperson for the Mason County Sheriff's Office (MSCO) told KOMO News around 200 residential homes were being evacuated. The wind-driven fire started around 2 p.m. Tuesday at the intersection of East McEwan Prairie Road and East Mason Lake Road.

During a Wednesday press conference around noon Wednesday, Josh Riepe with the DNR said officials were reducing the evacuation level from a 3 to a 2.

"The threat of the fire impacting the homes is being reduced," Riepe said. "Things are improving."

Fire officials said the fire is burning in industrial timberland and private land. The cause of the fire is currently unknown and under investigation.

Multiple fire districts and law enforcement agencies notified residents in the area to evacuate due to the potential danger and urged the public to avoid the area. McEwan Prairie Road is currently closed.

This early in July should be a wake-up call for everyone," Commissioner of Public Lands Hilary Franz said. "We have a challenging season ahead and we’re just at the beginning. Every single corner of our state is in high wildfire risk. We need people to, please, not start fires.

Kim Vaughn, who lives next to the fire, told KOMO News she evacuated Tuesday night and returned home the next day.

“We were just hanging out in our backyard, enjoying the day in the pool, and we thought we smelled smoke," Vaughn said. "Within two seconds thought, we heard somebody yell, ‘Oh my God!’ It seemed that within a matter of 5 minutes, somebody was pounding on the door. I told my husband, ‘We got to go.’ He ran out here and looked down the street, and the flames were over the trees, like that fast.”

“Headed back at about 2 a.m. Got about an hour of sleep, and now we’re just repacking in case we have to leave again.”

Vaughn does not find comfort yet in her home now being in the Level 2 Zone, “if we got down to Level 1, I’d probably feel a little more comfortable and could get some rest, but being at Level 2 still, it’s kind of unnerving and a little hard to unwind.”

The following areas were under an evacuation order as of Tuesday evening, according to the MCSO:

The Red Cross set up a shelter at Olympic Middle School, located at 800 E K Street in Shelton, for residents displaced by the fire. The MCSO said Ridge Motorsports Park and the Shelton Family YMCA are also open as evacuation shelters.

Ridge Motorsports Park, located at 1060 West Eells Hill Road in Shelton, is open for dry camping and RV parking. The sheriff’s office said the Shelton Family YMCA, located at 3101 North Shelton Springs Road, has bathrooms, showers, a KidZone space and a large gymnasium.

The State Emergency Operations Center at Camp Murray was activated to Level 2 to help coordinate assistance for the McEwan Fire, according to the Washington State Fire Marshal's Office.

Central Mason Fire and EMS said three helicopters, four fixed-wing aircraft and around 100 personnel were battling the fire as of Tuesday evening.

The Federal Emergency Management Agency authorized the use of federal funds to assist with firefighting costs, FEMA said on Wednesday.

CLERMONT — The City of Clermont has not taken any official action on relocating their boat ramp, but the Lake County Water Authority now has.

In their monthly meeting on Wednesday, held in the county's council chambers in Tavares, the board voted 5-0 to recommend that the city relocate their ramp to what is known in Clermont as the Bell Ceramics site. A few interested parties were at the meeting to listen and others watched remotely.

Greg Amann is a Clermont native and a lifelong boater. He told the board, "To take that (the boat ramp) completely away December 17, a lot of people are not happy about that."

Pointing out that Bell Ceramics would be the cheapest site to put a ramp, he suggested that a ramp could be put there temporarily while the city considered whether or not they are willing to put it there on a permanent basis.

Steve Franklin is one of the members of the Clermont boating community that has been lobbying in council meetings in favor of the Bell Ceramics site.

"I watched the meeting online," he said. "I'm dancin'."

The Bell Ceramics site is at the east end of Clermont's property on Lake Minneola. The current boat ramp is further west along the shore. As things stand now, Dec. 17 is the last day of operation for that boat ramp, as it is slated to be demolished to make way for the final stage of Clermont's Victory Pointe storm water treatment facility.

As Water Authority board member Peggy Cox pointed out at the meeting, "If there's a boat ramp when the project (Victory Pointe) is finished, it wouldn't be very big."

The remaining portion of the boat ramp site is slated to be taken for the city's planned Triathlon Beach, an event area intended to bring athletic events closer to the downtown shopping and dining area.

Water Authority Executive Director Mike Perry gave the boat ramp presentation to the board.

"What I agreed to do is help the city in any way we could to come up with another site," Perry said. "We looked at four or five or six sites. They all had warts. Some had more warts than others."

The Bell Ceramics site has been the best fit so far. The main drawback there seems to be that the city would lose an event parking area, and that some future economic development plans there could be derailed. The site that came in second was on the northwest part of Lake Hiawatha — which would require substantial alteration to wetlands and to the city's passive nature park, Lake Hiawatha Preserve. The other site that Perry briefed the board on — which Perry described as coming in a "distant third" — is adjacent to the city's Palatlakaha recreation area. That site would cost the city a soccer field and could conceivably aggravate the Emerald Lakes residents who would be adjacent to the facility.

Water Authority Board Vice-Chairman Keith Farmer ran the meeting on Wednesday. He described the Bell Ceramics site as the only one he was "comfortable" recommending. He also said, "If I were a businessman, I think you should have your boat ramp downtown, where your businesses and restaurants are."

Cox said, "We have a 10,000 acre chain of lakes that at some point in the future might be without public access, and this is not acceptable."
