Academy for Mathematics, Science and Engineering is the highest ranked high school in Morris County, according to an NJ Advance Media analysis of new school data released by the state Department of Education.
The high school, located in Rockaway, serves students from throughout the county and ranks 2nd statewide among high schools that offer grades 9 to 12.
NJ Advance Media assigned each New Jersey high school a ranking number between 1 and 357 based on the “summative ratings” calculated by the state Department of Education for the 2022-23 school year. (Use the look-up tool below to find your school.)
The ratings — released last month as part of the state School Performance Reports — measure how each school compares to other schools with the same grade levels when test scores and other factors are considered.
Boonton High School had the highest jump in the high school rankings in Morris County, rising 100 spots from the previous school year.
Hilldale School in Montville had the highest summative rating among the Morris County elementary and middle schools included in the state data.
The state Department of Education’s controversial school ratings system was released last month, assigning a numerical score to all New Jersey schools with students old enough to take standardized tests.
The ratings are calculated using standardized test scores, student academic growth, graduation rates and other factors, including chronic absenteeism. Each school is given a score from 0 to 100, called a “summative score.”
Schools with the same grade configurations are compared to each other and given a percentile rating from 0 to 100, called a “summative rating.” The three comparison groups are: high schools; elementary and middle schools; and mixed grade configuration schools.
Parents should approach the ratings with caution, Dr. Jack Schneider, director of the Center for Education Policy at University of Massachusetts Amherst said.
“Summative ratings, when you are talking about something as multifaceted as a school, is always going to be misleading in some regard,” Schneider said.
“Your best case scenario is that you are measuring every dimension, you’re assessing every aspect of school quality, and then you’re taking this rainbow of performance and you’re turning it in the mud by creating a summative rating,” Schneider said.
The worst case scenario is that only a small slice of school performance gets measured and the rating tells a misleading story, he said.
Not all schools will appear in the rankings. Schools that only serve students in third grade and below are excluded from the data because standardized tests are not offered for those grades. Some other schools are left off the rankings because the state was not able to collect enough data.

The Morris County Board of County Commissioners will hold its annual reorganization meeting for 2024 on Friday, Jan. 5, at 6 p.m. at the county’s Administration and Records Building, 10 Court Street, Morristown. The meeting will be held in person and may be viewed online via WebEx.
Commissioner Tayfun Selen, who was reelected in November to a three-year term, will take his oath of office. A former mayor of Chatham, he was selected to serve an unexpired term on the board in 2020 and was elected later that year to serve a full three-year term.
Also to be sworn in is Morris County Clerk Ann F. Grossi, who was reelected in November to serve her third, five-year term.
Commissioner John Krickus, who served as Director in 2023, will turn over the gavel to Commissioner Christine Myers, who served as Deputy Director last year. Stephen H. Shaw will serve as Deputy Director for 2024. The commissioners elect the director and deputy director from among themselves.
Rounding out the Board of Commissioners are Douglas R. Cabana, Thomas J. Mastrangelo and Deborah Smith.
Morris County’s seven-member commissioner board is elected at-large to serve staggered three-year terms. The board sets policies for the operation of all county services, including six county government departments and their divisions. While the commissioners appoint and approve members and budgets of authorities, commissions, boards, and study committees, these groups may act independently of the Board of County Commissioners.
The actual day-to-day operation of the county government departments -- Employee Resources, Finance, Human Services, Law & Public Safety, Public Works and Information Technology -- is supervised by the county administrator, Deena Leary. Each of the seven commissioners serves as a liaison to at least one of those departments and to other areas of county government.
The essential services provided by county government are those that either cannot appropriately be provided by the state or are beyond the scope or ability of local governments.

Morris County Commissioner Christine Myers was sworn in for a year-long term as director of the seven-member Board of County Commissioners tonight, following swearing in ceremonies for Commissioner Tayfun Selen and County Clerk Ann F. Grossi.

Commissioner Myers was sworn in as Director of the Board by her nephew, attorney Robert Ferguson III, as the Commissioner’s husband, Stan Gorski, held the bible.
“This board is committed again this year to meet with our local leaders and nonprofits to address the challenges and work together on concrete solutions to foster a greater engagement. The timing is right – because we have a unique milestone approaching that offers a phenomenal opportunity for volunteerism and collaboration: the 250th Anniversary of our Independence. It is a chance to re-engage our community, properly honor our national heritage and to boost our tourism and local economy,” said Director Myers.
Stephen H. Shaw will serve as deputy director for 2024. The commissioners elect the director and deputy director from among themselves.
Commissioner Shaw, who served as director in 2021, was sworn in as deputy director of the board by Sen. Anthony Bucco, as Shaw’s wife, Cindy, held the bible.

The meeting opened with the swearing-in of Commissioner Selen, who was reelected in November to his second, three-year term. Sen. Jon Bramnick administered the oath of office as Selen’s wife, Tulin, held the bible.

For my next term, I will work even harder to make Morris County the best run county not just in New Jersey, but in the country! It is an honor to serve on this board and from the bottom of my heart, thank you for electing me again and putting your trust in me to do this job,” said Commissioner Selen during his acceptance speech.
County Clerk Grossi, who was re-elected in November to serve her third, five-year term, was sworn in by Superior Court Judge Louis S. Sceusi. The bible was held by her husband, Nicholas, daughter, Nicole and her daughter's boyfriend, Michael Themistocleous.
The annual Morris County Reorganization Meeting was held in person in the Commissioners’ 5th floor public meeting room at the Morris County Administration & Records Building.
Returning for the event was the Morris County Sheriff's Office Joint Honor Guard and Sheriff James M. Gannon conducted the pledge of allegiance. They were joined by a crowd of well-wishers, family, friends and public officials packing into the meeting room.
The National Anthem was sung by Ella Conroy and Victoria Cooney who are 11th grade students at the Morris County Vocational School. Ella is in the Academy for Design and Victoria is in the Academy for Biotechnology. Culinary students from the vocational school also provided a bevy of snacks and drinks for attendees.
The invocation and benediction were provided by Father Owen Moran, Pastor of St. Vincent Martyr in Madison and Catholic Chaplain for the Morris County Correctional Facility.
The Morris County Board of County Commissioners will hold their next work session and regular meeting on Jan. 10, 2024. The work session begins 5 p.m. and the regular meeting at 7 p.m. The meetings will continue to be held in public in the Administration & Records Building.

Former Commissioner Receiving Alex DeCroce Public Service Leadership Award
The Morris County Chamber of Commerce will honor former Morris County Commissioner Kathryn DeFillippo with the 2024 Alex DeCroce Public Leadership Award at its annual Legislative Luncheon on March 20.
The Alex DeCroce Public Leadership Award is presented to a Morris County official who exemplifies the values of public service by the late Assemblyman Alex DeCroce: an unwavering commitment to making the community a great place to live, grow a business and raise a family.
Morris County Commissioner Director Christine Myers, along with fellow County Commissioners, will present the award at the event, which is being held from 11:30 a.m. to 1:30 p.m. at the Park Avenue Club in Florham Park.
DeFillippo, who is retired, served three terms on the Board of County Commissioners from 2014 to 2022, including two years as board director. During her tenure, she served as the chief liaison to the Morris County Department of Human Services and area nonprofits. She was also Mayor of Roxbury Township in 2009 and served on the Township Council from 2006 to 2013.
DeFillippo had served as the Morris County member on the North Jersey Transportation Planning Authority from 2014 until her retirement, and chaired the board from 2020 to 2021. Additionally, she was a trustee to the board of the New Jersey Metro Chapter of the National MS Society, leaving in 2016 after a decade of service.
DeFillippo had a private career as a Certified Vocational Rehabilitation Counselor, assisting society’s most vulnerable citizens. She served as director of a sheltered workshop for adults with physical and mental handicaps in New York and worked in the insurance industry in the Washington, D.C., area, providing medical management and vocational rehabilitation services to injured workers.
The annual Legislative Luncheon, part of the chamber’s Public Policy Series, will feature members of the New Jersey Legislature, prominent public officials, and political analysts discussing matters that affect the business community. The panel this year will include Micah Rasmussen, director of the Rebovich Institute for New Jersey Politics, and state Senators Anthony Bucco (R-25) (scheduled) and Nicholas Scutari (D-22) (invited).

Community Resource Event Assists Homeless and At-Risk Residents
In a time-honored tradition this morning, advocates stood shoulder to shoulder in Morris County with residents experiencing homelessness as Project Homeless Connect resumed for the first time since being halted by the COVID-19 pandemic in 2021.
More than 35 community-based service providers gathered at St. Peter’s Episcopal Church in Morristown offering food, warm clothing, housing and employment information, financial benefits, mental health and substance abuse services, veterans’ information, energy assistance, health care screenings, haircuts, gift cards and more.

Project Homeless Connect, except for the pandemic break, has been co-organized annually since 2008 by the County of Morris and the Mental Health Association of Morris County annually to provide resources free of charge to people at risk of homelessness or already experiencing homelessness.
“This special event is happening today thanks to the unique partnerships between county government, community-based agencies, churches, corporations and many others who have donated goods and their time to help. Morris County ranks among the wealthiest counties in the state; yet, homelessness continues to rise. It can affect anyone. If you are struggling or know someone struggling with homelessness, or someone at risk, please come and talk to us,” said Morris County Commissioner Thomas Mastrangelo as he welcomed everyone into the event.
Morris County’s Navigating Hope, a mobile social services van operated by the county Department of Human Services, and the Morris County Sheriff's Office’s Hope One van, a mobile substance abuse resource center, were parked in front of St. Peter’s Church on Maple Avenue with staff greeting attendees.
“This is a special day, and I think it speaks to the importance of making connections in our community. I often say it, but I think it’s worth saying: Morris County does it better. It’s because we show up, and because we care. Everyone here today, thank you for being here, and for showing up,” said Sheriff James Gannon.
Each January, the New Jersey Housing and Mortgage Finance Agency conducts the Point-in-Time (PIT) homeless count. During the street and shelter count this year, outreach teams asked individuals where they slept the night of January 23rd. The count provides a snapshot of how many people in Morris County are experiencing homelessness.
According to the 2023 homeless count, 465 people were experiencing homelessness in Morris County on Jan. 24, a year ago this week. Of those, 29 people were unsheltered and the balance, 436, were sheltered in emergency shelters or transitional housing. Of all homeless people in the state in 2023, five percent lived in Morris County.
Between 2022 and 2023, homelessness jumped by 32 percent overall in New Jersey, and Morris County’s rate increased by 34 percent. COVID-19 housing resources and opportunities ending may be factors attributable to the increase. The count also may have represented a more accurate tally than previous pandemic years as outreach teams could engage more with people in their communities as the crisis of the pandemic waned.

In 2019, Morris County also launched “Everyday Connect” to offer year-round services to those who need support beyond one annual event. On a rotating basis throughout the year, service providers visit Dover and Morristown drop-in centers, Edna's Haven and Our Promise. Homeless residents can access services at these locations without an appointment and have the option to obtain a permanent mailing address. The program is made possible through Grant-In-Aid funding by the county.
The Morris County Continuum of Care is responsible for overall planning around preventing and ending homelessness in the county.
Hope One’s staff offers critical support for people struggling with addiction -- with the goal of preventing drug overdoses and deaths -- by distributing and training in the use of lifesaving Narcan. Since the program’s launch in 2017, more than 43,000 contacts have been made, over 8,500 Narcan kits have been distributed and 146 kits are known to have been used to save a life.
Navigating Hope, which operates in partnership with Family Promise of Morris County, visits local municipalities each week where assistance is needed most. Recent weather events, for example, prompted a response in areas that were hit hardest by flooding. The staff provides on-site benefits, eligibility screenings and application assistance, as well as referrals to other resources. A second vehicle was added last year to increase support services and meet more residents in their communities.
The County’s Human Services Department also has a partnership with the Sheriff’s Office to help provide identification to residents ages 18 to 54 who may not have a driver’s license. These cards are used for identification purposes only and may not be accepted by certain agencies that require a state ID.
