Skate park to be removed and possibly replaced or moved to different location

ROCHELLE — At its monthly meeting Monday, the Flagg-Rochelle Community Park District Board of Commissioners discussed potential future capital project park improvements including ideas for the future of the Helms complex, which it is looking at making changes to.

Park District Executive Director Jackee Ohlinger said the capital committee has been talking about different changes to the Helms complex including having a different type of play feature from other parks, competitive or challenging play such as a fitness or obstacle course, a new trail way through the park, a family comfort station or shelter and restroom, shade opportunities, demolishing and removing the track, enhancing dugouts and bringing in features at other parks such as a beginner disc golf course.

"We definitely have opportunities of making the property more park-esque," Ohlinger said. "And that could be trees as well for along the trails. We were thinking of some sort of trailway through the park and we were hoping to replace the walking track we have now that some people use currently. It could be used for laps and activity and getting from one field to the next."

Skate park

Ohlinger said the skate park at Cooper Park is likely to be taken down due to safety issues. The skate park was built in 2001 and needs to be removed and doesn't meet today's safety standards, she said. The cost of replacing needed pieces would not be "financially responsible," Ohlinger said.

A social media survey will be presented to the community to see how it feels about replacing the skate park or moving on to a different type of play. The park district is also considering a new skate park at Helms Park.

"I think it would be important to think about this being a good time to move it if we chose to recreate it in a more visible setting," Ohlinger said. "I think it'd be in our best interest to not replace it in its current location. I do think it should be removed before the busy season this summer."

The surface of the skate park has issues with cracks and ramp surfaces have seen issues due to years of use.

The cost of a new skate park can range from $250,000-500,000, Ohlinger said.

Memorial Park

A capital project at Memorial Park was discussed that would include the removal of a current play structure due to safety concerns and its replacement with a playground through a grant process which would see the park district receive funding in exchange for information on the users.

"If we're rewarded dollars towards this project, there are certain criteria we need to have such as inclusive play, adult and/or youth fitness, balance and sensory play and things like that included in the design," Ohlinger said. "They would have a sign with a QR code where people could take a quick survey. It should provide us with a nice discount on the equipment and installation of this project."

The park district's current budget for the playground is about $100,000 and the goal is to have it completed within the next nine months.

REC Center

The REC Center saw its highest numbers of members, attendees in activities and programs and drop ins in January and those numbers were eclipsed by February's, Ohlinger said.

"It's been incredible," Ohlinger said. "That takes a lot of work, effort and communication to accomplish that and it's been a job well done by staff. As of halfway through March, we were at 2,515 members and we've been hitting around 1,200 drop ins per month. Drop ins are non-members that pay a fee to use the facility. It's in addition to the members we already have. There's been a lot of usage here at the REC Center."

Ohlinger said she expected 500 members for the first year of the REC and that the top-end of members would be 2,500.

Lake Sule

Ohlinger said work is ongoing on the park district's Lake Sule bank project and about 90 percent of the west side of the lake has been cleared, which she said opens it up for more fishing activities and visibility of the property.

The park district has plans to clear the entire perimeter of the lake and apply chemicals to prevent willow trees and shrubs from growing back.

Tartaglia

Board President Tim Hayden said the board is accepting the resignation of Board Member Ryan Tartaglia, who has moved out of the district. Tartaglia will remain on the April 4 ballot because of the time frame. There will be a vacant seat until the April meeting and an appointment process will start.

Driving range

Ohlinger said the driving range at Skare Park will open on April 1.

NEW ROCHELLE, NY — The New Rochelle skyline is still growing but the city's newest landmark has taken shape.

RXR announced on Thursday the topping out of Two Clinton Park, a 28-story, mixed-use tower and RXR’s third major development in New Rochelle.

RXR executives and New Rochelle city officials joined partners from the Bridge Investment Group, leadership from LRC Construction and Lessard Design, and development partners from Otera Capital at the site to celebrate the sky-high milestone.

"We are incredibly proud to celebrate Two Clinton Park’s topping out this morning," Greg Clancy, Executive Vice President, Construction and Development Services at RXR, said. "Since the project broke ground, we’ve employed over 500 workers, many from right here in Westchester County. Today’s celebration is dedicated to their hard work, skill and tenacity as we’ve worked together to achieve this exciting milestone."

Two Clinton Park will offer 390 state-of-the-art, luxury apartments, almost 24,000 square feet of amenities, and more than 7,500 square feet of retail space. Designed by Lessard Design, Two Clinton Park is just minutes away from the New Rochelle train station. The approximately 513,374-square-foot development broke ground in November 2021. Since then, its development has created 513 construction jobs.

"We take pride in our designation as master developer of Downtown New Rochelle, and the topping out of Two Clinton Park is another major milestone," Joseph Graziose, Executive Vice President of Development Services at RXR, said. "We’ve delivered over six hundred residences to the downtown with more on the way, bringing in new residents, and anchoring our dedication to a downtown that grows more and more vibrant each year. Two Clinton is one step closer to providing highly-amenitized, desirable homes and retail for the growing New Rochelle population."

Two Clinton Park’s 390 residences will range from studios to three-bedroom apartments. All of the units will feature floor-to-ceiling windows. The building features views of the Long Island Sound and surrounding skyline.

Building amenities will include co-working and dining spaces, a fitness center, a spa with infrared saunas and yoga studio, a library, a lounge, a children's playroom, and onsite 24/7 valet parking for residents and guests. Outdoor amenities will include a dog run and multiple terraces with outdoor dining, grilling, seating and gaming.

The building is a sister tower to RXR’s One Clinton Park, which stands across Clinton Place in downtown New Rochelle. One Clinton Park opened in June 2022 and is more than 60 percent leased.

Since Nanni Ristorante in Rochelle Park opened in 1988, owners Manny Moreira, 71, of Fort Lee and Lino Queirolo, 83, of Waldwick haven't experienced anything quite like the coronavirus.

Through 9/11, Superstorm Sandy and numerous health scares, Nanni has kept its chefs boiling marinara sauce, rolling out fresh pasta and sauteeing strips of fish. Kept its tuxedo-clad waitstaff serving. Kept its loyal customers seated at tables covered in white tablecloths, cutting into delicate gnocchi and sipping heavy pours of wine. Both Moreira and Queirolo worked at the famous Fort Lee restaurant Archer’s before buying Nanni from Paolo Gilberto.

But these days, due to the state-mandated closure of all dining rooms, the silverware and cloth napkins are no longer laid out. The communal appetizer platters are put away.

What has remained consistent is Moreira's presence at the restaurant every day (Queirolo is more hands-off and is in partial retirement). Moreira, a former personal chef to Frank Sinatra, and a few cooks are still making their Italian specialties for pickup and delivery.

Robert Moreira, Manny Moreira's son, has been helping his father navigate this brave new world, one that his illustrious career in the dining industry could not have prepared him for. Robert filled us in on how Nanni Ristorante, a pillar of old-school dining, has adapted.

We're now closed for dine-in. We have takeout and some delivery to surrounding towns, and online partners with UberEats and DoorDash. We've also been delivering to some of our very good customers. We've been trying to share with our neighborhoods that we are open. We've made some business flyers and put them around my parents' co-op where they live. Business was pretty good on the weekend, but it's getting slower.

We've never seen anything like this hysteria. We went through Sandy, which was more short-term. We only had some flooding. It's scary, but we're lucky that we have such a strong clientele that are willing to come back to us.

From an operating standpoint, we have a lot of expenses. As things go on, people are going to start helping themselves, which makes sense. Almost everyone is in a tight spot, which is peculiar. It's not like we had a fire and people can donate to just us. Every restaurant is struggling.

I've been applying for grants, because my dad doesn't know how to do that stuff. My dad has still been going into the restaurant, and I've been quite frightened because he's 71. He's worked for 53 years and isn't worried about anything. He just has that mentality. But I'm glad for the government regulations. It may hurt us financially, but it limits exposure. We only have one or two kitchen guys still on to help. We're not having anyone inside and are taking credit card information over the phone to limit contact.

We worry about our expenses. I feel for the employees that we've hired. Some of our staff have been with us for 20-plus years. I don't know what's going to happen in the future. We haven't laid anyone off yet. But we employ about 20 people — that's 20 families that we're concerned about, as well.

Obviously, ordering takeout and delivery. We're also launching a GoFundMe to help. And I encourage people to follow the lead of what government officials are saying. The quicker this passes, the quicker we can get back to normal life.

The New Rochelle Council on the Arts’ annual Summer Sounds Concert Series returns to New Rochelle this Wednesday, June 28th at 7:30 pm at the historic Hudson Park band shell with The Loyales, a band New York Magazine described as “like a living, breathing jukebox.” Food trucks on site will include Leila’s Crepes, Leila’s Empanadas and Mikey Dubbs Frozen Custard.

The Loyales have been called “truly different from the traditional, cookie-cutter cover bands,” playing everything “from the chug-a-lug chords of Johnny Cash and British Invasion breakdowns of the Beatles to soul and R&B standards like James Brown, Etta James, and the O’Jays.” For more about the Loyales follow them on Instagram at @the.loyales or on Facebook at @theloyales.

This is the 16th season for the Summer Sounds Concert Series which will feature an eclectic lineup of musicians performing everything from Top 40 favorites to mellow jazz, Grateful Dead jams to classical opera, as well as Latin, Reggae, disco, funk and soul. In all, music lovers will get to hear exciting live music at Hudson Park on 10 consecutive Wednesdays at 7:30 pm, plus 9 Friday evening concerts at 7:30 pm at New Ro Parc.

In addition the Hudson Park Children’s Greenhouse is sponsoring free yoga lessons every Wednesday at 6 pm before the concerts, with Angela Derecas Taylor leading a practice suitable for people at all levels.

The Summer Sounds concert series is presented by the New Rochelle Council on the Arts, in partnership with the New Rochelle Dept. of Parks and Recreation, and co-sponsored this year by Monarch Assisted Living, Montefiore New Rochelle, LMXD and Wilder Balter Partners, RXR, Town House Restaurant, New Rochelle Parks Foundation, Francella Property and Westchester Pop Stars.

Hudson Park is located at 1 Hudson Park Road in New Rochelle; New Rochelle's free CircuitNR electric cars have expanded service to Hudson Park (download the app at https://www.ridecircuit.com/) . In addition limited parking is available in the lot behind the stage (for handicapped access only) as well as at the marina. Parking costs $5 per car, but there is no charge for those with a Park Passport, New Rochelle Parks & Recreation's photo identification card. To obtain a Park Passport, photo identification is required, along with two permanent items that include name and address, i.e. driver’s license, vehicle registration, utility bill, tax statement, lease, or rent receipt. The cost is $40 per year for resident adults aged 16 to 61, or $50 for five years for resident seniors (ages 62 and up). Non-resident adults and seniors can purchase a Park Passport for $90.

The New Rochelle Council on the Arts (NRCA) was created by the New Rochelle City Council in 1975 to stimulate and encourage the study and presentation of the performing and fine arts. For four decades NRCA has worked to fulfill that mission by sponsoring art exhibitions, theatrical productions, dance recitals, film screenings, lectures, and concert series. LAKELAND — The honors continue for the Washington Park-Rochelle High School Alumni Association as it marks the 50th anniversary of the last graduating class this year.

Lakeland city officials declared Monday as Washington Park-Rochelle High School Alumni Association Day, acknowledging the group’s fundraising efforts to provide college scholarships for the area’s brightest black students.

“On June 5, 2019, the Washington Park-Rochelle High School Alumni Association recognized the 50th anniversary of Rochelle Junior-Senior High School and on June 8 awarded 13 $2,000 scholarships,” City Commissioner Justin Troller said as he read the proclamation. “Washington Park-Rochelle High School Alumni Association has awarded over $200,000 in financial assistance in the last 26 years.”

Alumni association president Beverly Boatwright told the audience at Lakeland’s City Commission meeting how bittersweet it was to integrate Lakeland and Kathleen high schools in the fall of 1969 because, while their bravery helped to join the city's black and white students, Rochelle students no longer attended their neighborhood school, where they were known, supported and loved by their teachers, staff and administrators.

“Suddenly we found that there was integration and we had to be bused outside of our neighborhoods to schools of which we were unfamiliar,” Boatwright said.

Rosa Lux Hughes, Rochelle High class of 1969 co-salutatorian, implored students in the commission audience to take their education seriously.

“We are really, truly grateful and honored to be a part of a community where we know that people love children and we have your heart and your mind and soul as our interest, so make sure you continue to go to school and get a higher education," Hughes said. “Give all you’ve got because an education is something that can never be taken from you.”

Hughes commended Joseph Garvin, who donated $20,000 to the scholarship fund this year. Garvin was the first black man to work at the Publix warehouse complex, starting in 1965. He began his Publix career cleaning offices and had to have guards protect him to keep white workers from assaulting him. He worked at Publix for more than 30 years.

City Commissioner Phillip Walker, who spent a few years at Rochelle before having to transfer to Kathleen High School, said he owes so much of his success and what he has to Rochelle.

“Education is so important — (it) is a critical component to our future,” Walker said.

The proclamation will be displayed at Rochelle School of the Arts in a special case dedicated to the school’s history as the first black high school in Polk County and one of only six in Florida when it expanded to offer ninth, 10th and 11th grades in 1928.

Alumni toured the school last month in the days prior to their annual scholarship banquet — the first return to the school for many of them.
